AMENDMENT No . 2
TO CITY SECRETARY CONTRACT No. 56604
WHEREAS, the City of Fort Worth (CITY) and Pape -Dawson Engineers,
Inc., (ENGINEER) made and entered into City Secretary Contract No. 56604,
(the CONTRACT) which was authorized by M&C #21-0550 on the 10th day of
August, 2021 in the amount of $ 380,665.00; and
WHEREAS, the CONTRACT was subsequently revised by: Amendment No. 1 in
the amount of $49,080.00 which was administratively authorized on November
8, 2022; and
WHEREAS, the CONTRACT involves engineering services for the following
project:
FLOOD RISK MAP UPDATE, CPN 103487; and
WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement, which
amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and incorporated
herein. The cost to City for the additional design services to be performed
by Engineer totals $50,000.00. (See Attached Funding Breakdown Sheet, Page
-4-)
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $479,745.00.
3.
All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

Dear Mr. Thompson:
This letter is to request funding for additional services for the modeling and mapping of the 1-, 5-, and
100-year events of the additional Potential High Water Warning Area (PHWA) in the ETJ areas of the City.
As discussed on our phone call on June 26, 2023, there are several other areas of the City outside the
City's ETJ that were necessary to be included in the current PHWA modeling due to their hydrologic and
hydraulic connectivity to critical urban areas inside the City Limits.

As shown in the graphic on Page 1, the total area of the City + ETJ is approximately 637 sq. mi. and the
May 2023 PHWA modeling and report prepared by Pape -Dawson included approximately 615 sq. mi. of
modeling and mapping which included areas outside the City's ETJ for modeling continuity purposes.
On the phone call, the City requested additional modeling in areas of the City that are in the undeveloped
portions of the ETJ that were swapped out for the hydrologically -connected urban areas already modeled
in the May 2023 report. Therefore, Pape -Dawson is requesting additional funds to complete this
additional modeling (approximately 320 sq. mi.).
Furthermore, on a phone call on August 10, 2023, the City requested additional 1-, 5-, and 100-year depth
hazard polygons to remove the mapping related to the trenches for public consumption. This additional
mapping deliverable will be in addition to the standard deliverable formats already provided to the City.
These services are considered above and beyond previously authorized work and include the following:
I. ADDITIONAL PHWA AREA 1-, 5-, AND 100-YR MODELING AND MAPPING [TASK 296] $33,000
Add approximately 320 sq. mi. of PHWA modeling and mapping to the May 2023 citywide
PHWA model created by Pape -Dawson for the 1-, 5- and 100-year storm events. The
additional 320 sq. mi. will cover the 280 sq. mi. of undeveloped ETJ the City wants
modeled:
• Append LiDAR and Land Use data for the additional PHWA area. Add breaklines and
hydro -rectify the terrain at embankments and crossings using rough measurements
of the structures from EagleView.
• Check and update boundary conditions.
• Combine mapping from multiple model runs into one seamless mapping for the 1-, 5-
, and 100-year mapping. Perform cleanup of orphans and isolated polygons.
• Prepare combined database of 1-, 5-, and 100-year mapping for citywide PHWA to
submit to the City as a deliverable.
ADDITIONAL 1-, 5-, AND 100-YR MAPPING OUTPUTS [TASK 2971 $17,000
• Prepare additional 1-. 5-, and 100-year output mapping (without trench mapping) for
public consumption.
• Deliverables include 1-, 5-, 100-year PHWA polygons, the 100-year Hazard
Classification Polygon and raster file, and a 100-year Water Surface Elevation raster
without the trench mapping shown in the mapping.

Anticipated design schedule duration is 10 weeks from notice to proceed (NTP), based on a two -week
review time of each deliverable and two -week revision time.
A budget increase of $50.000.00 is the estimated cost of Pape-Dawson's current understanding of the
additional services identified above.
