HomeMy WebLinkAboutResolution 5799-09-2023A Resolution NO. 5799-09-2023 NOMINATING A DESIGNATED AREA OF THE STOCKYARDS AS A HISTORIC AND CULTURAL LANDMARKS DISTRICT; DIRECTING THE HISTORIC PRESERVATION OFFICER TO SUBMIT SUCH NOMINATION TO THE HISTORIC AND CULTURAL LANDMARKS COMMISSION (HCLC) FOR CONSIDERATION; AND CLARIFYING THE HCLC'S JURISDICTION OVER ALL BUILDINGS WITHIN, OR PARTIALLY WITHIN, SAID DISTRICT WHEREAS, the origins of Fort Worth's Historic Stockyards dates back to 1887, when the plans for the Stockyards were created, and 1889, when it went into operation; WHEREAS, the Historic Stockyards provided the major impetus for the growth and early development of Fort Worth, and showcases its western heritage; WHEREAS, the Historic Stockyards is one of the most significant sites in Texas, representing the importance of the cattle and livestock industry to the state; WHEREAS, the establishment of the Stockyards coincides with the beginnings of the cattle and livestock industries in the southwestern United States, making it a unique and important national destination; WHEREAS, on June 29, 1976, a designated area of the Stockyards received national recognition and attention as a historic resource worthy of preservation through its listing on the National Register of Historic Places, which is a national program to coordinate and support public and private efforts to protect America's historic resources; WHEREAS, on April 5, 2016, the City Council adopted Ordinance No. 22155-04-2016, establishing the Stockyards Historic District; WHEREAS, on May 2, 2017, the City Council adopted Ordinance No. 22703-05-2017 establishing the Stockyards Form -Based Code District, which included as a sub -district designated the Historic and Cultural Landmarks District ("Stockyards HC District") to effectuate the protections necessary to fulfill the purpose and intent of the Zoning Ordinance, including, but not limited to, the long-term preservation of the Stockyards as a valuable and irreplaceable historic asset to the City of Fort Worth and the nation; and WHEREAS, the original historic district boundary adopted by City Council excluded some of the historically significant structures, objects, and sites important to the Stockyards and its historic context; WHEREAS, the City Council desires to nominate the areas within the Stockyards set forth in Exhibit A to include in the existing Historic and Cultural Landmarks District ("Stockyards HC District") to further effectuate the protections necessary for the long-term preservation of the Stockyards; WHEREAS, as part of the designation process, the Zoning Ordinance institutes certain interim controls to protect the properties in the nominated historic district from alteration, demolition, relocation, restoration, rehabilitation, additions, and the like; WHEREAS, during the interim control period, and until such time as the City Council may adopt the proposed amendment to the Stockyards HC District, the City Council desires to clarify its intent that the Historic and Cultural Landmarks Commission's ("HCLC") jurisdiction extends to all buildings, new and existing, within, or partially within, the proposed Stockyards HC District; and WHEREAS, the City Council desires to formally nominate the areas in Exhibit A be included into the Stockyards HC District; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: That the City Council hereby: 1. Nominates the area depicted in Exhibit A for designation and inclusion in the Stockyards Historic and Cultural Landmarks District; 2. Directs the Historic Preservation Officer to submit such nomination to the Historic and Cultural Landmarks Commission for consideration; and 3. Intends that the Historic and Cultural Landmarks Commission's jurisdiction to enforce applicable standards and guidelines include the right to enforce such to all buildings, new and existing within, or partially within, the proposed areas to be included in the Stockyards HC District.
