AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE PUBLIC EVENTS CAPITAL FUND IN THE
AMOUNT OF $300,000.00, FOR THE PURPOSE OF FUNDING THE FORT
WORTH CONVENTION CENTER PORTABLE MEETING ROOM CHAIR
REPLACEMENT PROJECT (CITY PROJECT NO. 104369); PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Public
Events Capital fund in the amount of $300,000.00, for the purpose of funding the Fort Worth Convention
Center Portable Meeting Room Chair Replacement project (City Project No. 104369)
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 9) Authorize an Amendment to the Agreement with Wilson Office Interiors, LLC Using Various Cooperative Agreements as an Authorized
Dealer for Various Manufacturers for the Purchase, Design, and Installation of Furniture and Increase the Spending Authority by the Amount of
$275,000.00 for a Contract Amount Up to $3,900,000.00, Adopt Appropriation Ordinance Increasing Estimated Receipts and Appropriations in
the Public Events Capital Fund in the Amount of $300,000.00 for Portable Meeting Room Chair Replacement at the Fort Worth Convention Center
and Amend the Fiscal Years 2023-2027 Public Events Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize an amendment to the contract agreement with Wilson Bauhaus Interiors, LLC (City Secretary Contract 57357) to increase the
spending authority by the amount of $275,000.00 for a new annual amount up to $3,900,000.00;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Public Events Capital Fund in the
amount of $300,000.00, from available funds, for the purpose of funding the Fort Worth Convention Center Portable Meeting Room Chair
Replacement project (City Project No. 104369); and
3. Amend the Fiscal Years 2023-2027 Public Events Capital Improvement Program.
DISCUSSION:
This Mayor and Council Communication (M&C) appropriates additional capital funding in the amount of $300,000.00 from the available Public
Events Capital funds and amends the Fiscal Years(FY) 2023-2027 Public Events Capital Improvement Program (Ordinance 25773-09-2022,
Section 7) for the replacement of portable meeting room chairs at the Fort Worth Convention Center (City Project No. 104369). Chairs will be
procured using the City's existing furniture vendor contract (City Secretary Contract 57357) with Wilson Bauhaus Interiors, LLC , approved
with M&C 22-0211 on March 29, 2022 for $2,000,000.00 and amended with M&C 22-0503 on June 28, 2022 to $3,625,000 for for the purchase,
design, and installation of furniture for citywide needs. This M&C also seeks to increase the annual spending authority by the amount
of $275,000.00 for a new amount up to $3,900,000.00 for the current term of the contract, specifically increasing the Public Events Department's
contract capacity for capital furniture purchases from $1,625,000.00 to $1,900,000.00.
As part of the Economic Development Agreement between the City and the Omni Hotel, the Fort Worth Convention Center (FWCC) facility must
be maintained at its current level and anticipate future expansion capacity. Planned repair and maintenance projects of the aging facility are
necessary including replacement / modernization of tables, chairs, and concourse carpet.
The continuously increasing demand for the use of the FWCC has resulted in more than normal wear and tear on meeting room seating. The
majority of the existing chair inventory has exceeded its life expectancy of 15-20 years. Additionally, the chairs are antiquated and less
ergonomically acceptable. The heavy metal and cushioning make transporting them difficult and inefficient. Many of the chairs are broken or
unserviceable and require cross -leveling parts to meet current demand. The new chair inventory will be more transportable and meet current
ergonomic standards.
Since the furniture industry has been affected by supply chain disruptions, increases in demand, increase in fuel costs, transportation challenges,
and material/parts and labor shortages, unprecedented delays are resulting in longer than normal delivery times. This order has a two to four -
month lead time from order to initial delivery.
The amended total project budget of $1,900,000.00 includes the following estimated breakdown:
Staff Cost: $5,000.00
Contractor (Chairs/Delivery): $1,850,000.00
Purchase/Installation/Storage Contingency $45,000.00
Project Total: $1,900,000.00
Funding is available for appropriation in the Unspecified -All Funds project of the Public Events Capital Fund for the purpose of funding the FWCC
Meeting Room Chair Replacement project.
Funding for this project was included in the FY2023-2027 Capital Improvement Program at the original estimated cost of $1,600,000.00 as
approved in connection with Ordinance 25773-09-2022, Section 7, and then replaced with American Rescue Plan Act (ARPA) State and Local
Fiscal Recovery Funds (SLFRF) in the same amount (M&C 23-0646) on August 8, 2023, The actions in this M&C will amend the FY2023-2027
Capital Improvement Program and increase the total project budget by $300,000.00 from $1,600,000.00 to $1,900,000.00.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified - All Funds within the Public Events Capital Fund and upon
approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the Public Events Capital
Fund for the FWCC Portable Meeting Room Chair Replacement project to support the approval of the above recommendations. Prior to an
expenditure being incurred, the Public Events Department has the responsibility of verifying the availability of funds.
