AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, (1)
SUBJECT TO RECEIPT OF THE GRANT, IN THE AMOUNT UP TO $6,000.00,
AND (2) BY $6,000.00 AS A TRANSFER FROM THE CRIME CONTROL AND
PREVENTION DISTRICT FUND, AS THE CITY'S MATCH REQUIREMENT,
FOR A TOTAL OF $12,0000.00, FOR THE PURPOSE OF FUNDING THE FISCAL
YEAR 2023 PATRICK LEAHY BULLETPROOF VEST PARTNERSHIP
PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, subject to the receipt of the grant, (1) subject to the receipt of the grant, in the amount
up to $6,000.00, and (2) by $6,000.00 as a transfer from the Crime Control and Prevention District Fund, as
the City's match requirement, for a total of $12,000.00, for the purpose of funding the Fiscal Year 2023 Patrick
Leahy Bulletproof Vest Partnership Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

(ALL) Ratify the Application for, and Authorize Acceptance of, if Awarded, the Patrick Leahy Bulletproof Vest Partnership Program, Administered
by the Bureau of Justice Assistance for the Fiscal Year 2023 Bullet -Resistant Vest Grant Program in an Amount Up to $6,000.00, Authorize
Execution of a Grant Agreement with the Office of the Governor, and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for, and authorize acceptance of, if awarded, the Patrick Leahy Bulletproof Vest Partnership Program, administered by
the Bureau of Justice Assistance Fiscal Year 2023 Bullet -Resistant Vest Grant Program in an amount of up to $6,000.00;
2. Authorize the execution of a grant agreement with the United States Department of Justice, Bureau of Justice Assistance; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, (1) by
$6,000.00 subject to the receipt of the grant, and (2) by $6,000.00 as a transfer from the Crime Control and Prevention District Fund, as the
City's match requirement, for a total of $12,000.00, for the purpose of funding Bullet Proof Vests.
DISCUSSION:
Created by the Bulletproof Vest Partnership Grant Act of 1998, the Patrick Leahy Bulletproof Vest Partnership (BVP) Program, administered by
the Bureau of Justice Assistance (BJA), reimburses states, units of local government, and federally recognized Indian tribes for up to 50 percent of
the cost of body armor vests purchased for law enforcement officers.
The Fort Worth Police Department is requesting to apply for the BVP Fiscal Year 2023 Bullet -Resistant Vest Grant Program in the amount of up to
$6,000.00 for costs associated with the purchase of a bullet -resistant vest for the Abandon Vehicle Enforcement Unit (AVE). The AVE Unit assists
law enforcement on all major accidents within the city limits that occur on the major thoroughfares to assist in blocking traffic during an accident
investigation. These new funds will expand access to critical protective equipment in the AVE unit. If awarded, the allowable use of funds is limited
to the purchase of bullet -resistant vests compliant with the National Institute of Justice (NIJ).
Matching funds are required under this grant program. The federal portion of the costs for body armor vests purchased under the BVP Program
may not exceed 50 percent. Matching funds will come from Fiscal Year 24 Crime Control and Prevention District (CCPD) Fund.
Since no City salaries will be charged, indirect cost recovery does not apply.
This Mayor and Council Communication (M&C) ratifies the submission of the grant that was due on June 30th, 2023. Ratification is necessary due
to the internal review and approval process for new grants prior to getting M&C approval and meeting the grant application deadline. The City
Manager's Office was consulted prior to the application to determine the appropriateness of proceeding with a ratified grant application.
The grant will serve ALL COUNCIL DISTRICTS.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: U.S.
Department of Justice
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance and the
Fiscal Year 2024 Budget by the City Council, funds will be available in the current operating budget, as appropriated, in the Crime Control and
Prev Dist and Grants Operating Federal Funds. The Police Department (and Financial Management Services) will be responsible for the
collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police Department has the responsibility to validate the
availability of funds. This is a reimbursement grant.
