AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE 2014 BOND PROGRAM FUND, BY INCREASING
ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE JOHN T WHITE
ROAD AT SANDY LANE PROJECT (CITY PROJECT NO. 104002) IN THE
AMOUNT OF $60,000.00 AND DECREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE 34014 APPROP ONLY PROJECT (CITY PROJECT
NO. U34014) BY THE SAME AMOUNT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager, there shall also be adjusted estimated receipts and appropriations in the 2014
Bond Program Fund, by increasing estimated receipts and appropriations in the John T White Road at Sandy
Lane project (City Project No. 104002) in the amount of $60,000.00 and decreasing estimated receipts and
appropriations in the 34014 Approp Only project (City Project No. U34014) by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 25773-09-2022 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 5 and CD 10) Adopt Appropriation Ordinances in the Cumulative Amount of $150,000.00 for Two New Traffic Signals, and Amend the Fiscal
Year 2023-2027 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance adjusting appropriations in the 2014 Bond Program Fund in the amount of $90,000.00 by
increasing appropriations in the North Beach Street at Ray White Road project (City Project No. 104001) and by decreasing appropriations
in the 34014 Approp Only project (City Project No. U34014) by the same amount;
2. Adopt the attached appropriation ordinance adjusting appropriations in the 2014 Bond Program Fund in the amount of $60,000.00 by
increasing appropriations in the John T White Road at Sandy Lane project (City Project No. 104002) and by decreasing appropriations in
the 34014 Approp Only project (City Project No. U34014) by the same amount; and
3. Amend the Fiscal Years 2023-2027 Capital Improvement Program.
DISCUSSION:
In June 2022, Mayor and Council Communication (M&C) 22-0539 authorized execution of engineering services agreements for five new traffic
signals. The scope of these projects includes design and construction of new traffic signals, accessible pedestrian signals (APS), and Americans
with Disabilities Act (ADA) ramps. The design for these projects is completed and City will be issuing construction task orders from the existing
on -call contracts with EARTC and Bean Electrical, Inc. With the increase in prices for steel and concrete due to current market conditions, the cost
of construction has increased considerably from the planning estimate. The additional funding appropriated with this M&C will cover the deficit for
construction task order and project management and inspection services required during construction and close-out.

This project is located in COUNCIL DISTRICT 5.
Funding for this project was not included in the FY2023-2027 Capital Improvement Program due to increased costs from the original estimate.
The action in this M&C will amend the FY2023-2027 Capital Improvement Program as approved in connection with Ordinance 25773-09-2022.
Funding is budgeted in Fund 34014 Approp Only project within the 2014 Bond Program Fund for the purpose of funding the N Beach & Ray White
Traff Sign and John T White & Sandy Traff Sig projects.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Fund 34014 Approp Only project within the 2014 Bond Program Fund
and upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds will be available in the 2014
Bond Program Fund for the N Beach & Ray White Traff Sign and John T White & Sandy Traff Sig projects. Prior to expenditures being incurred,
the Transportation & Public Works Department has the responsibility to validate the availability of funds.
