CONTRACT IrTO. 27159
THIS contract is enter�d inta by and be�tvveen the City of Fort Worth ("City "), a home-rule
municipality in t�e State of Texas, aciing through LiUby Watson, its duly auiharized Asszstant City
Manager, and the Boys and Girls Clubs o� Gxeate�' Fort Worth, hereina#'ter referred to as
"Cont�actor," actiun.g by az�d through Joe Cordova, zts duly authorized President.
WHEREAS, the City and �ie District, have entered into that certain agreement identified as
City Secretaay Cantract No. 27159 for a period beginnin.g Qctober 1, 2001 and ending September 30,
2003; and
WI�EREAS, it is the mutual desire of the parties to contin.ue funding ur�der Ci.ty Secre�ary
Contract No. 27159 to aperate the Comin' Up gang intervention program;
NOW, THEREFORE, I�NOW ALL BY THE�E PRESENTS;
Sections 2, Paragraph 1, of City 5ecretary Contract No. 27159, currentlyon file in the offiee
of the City Secretary of the City of Fort Worth is hereby amende� ta z-ead as follows;

It is understood and agreed that in no event shall the total distributions of federal grant funds
from the FY 2001 Local Law Enforcement Blocic Grant made ta the Contractor dur�ng the ier�n a�
this agreement exceed the total sum of $1,031,259, and that the tatal distributions of fed�zal grant
funds from the FY 2002 Lacal Law Enf'orcement Block Gz'ant sha.11 not exc�ed $896,326. Cont�ractor
shall keep a11 monies granted hereunder in a sepaxate account designated only far these fiinds, and
shall not commingle the funds wiik� any oth er morues. Zn the eveni ihis cont�act is terminated for any
reason at any tizne Contracto� shall return to Ciiy any unused portion of f�de�al rnonies distributed
herezuader.
All other terms and conditions of City Secretary Confxacf No. 271.59 remain in full force and
effect.

RECOMMENDATION:
[t �s recommended that the City Council:
1. Authorize the City Manager ta accept a grant award fram the U.S, Deparkmen# af Justice in fhe
amount of $926,3Z6 far the period October 1, 2002, thraugh September 30, 20Q4; and
2. Authorize the transfer of $'! 35,469 from the G�neral Fund to #he Grants Fund as the cash match to
fhe Locaf Law Enfiorcement Bloc[c Grants (LLEBG) pragram; and
3. Authorize the use af interest earned in the amaunt af $60,000; and
� 4. Apprave an addendum to Ciiy 5ecretary Contract No. 27159; and
5. Adopf #he attached a��ropriation ordinance increasing estimated rec�ipts and appropriations in th�
Grants Fund by $1,121,795 from a�ailable funds.
DlSCUSSION:
The 7tl� year of funding of the LLEBG pragram for �ort Wort� includes $925,326 in f�deral funds,
$135,469 in cash match, and an estimated $60,400 interest earned for a fotal of $1,121,795.
The #unds will be provided in advance with an award da#e of Oefober 1, 2�Q2, and the City will �ave up
to 2 years to expend these funds. Funds may be placed in an interest bearing account, and all accru�d
interest will be cansidered program income and must be used on LLEBG projects. These will be pfaced
in a separate account and used for closing costs andlor equipm�nt needed at #he end of the grant.
i Matching funds are budget�d in the Non-Departmental, G�neral �und. LLEBG regula#�ans do nat allow I
payment of in�irect costs.

� Comin' Up

This is the City's gang interv�nfion program, operated by the Boys and Girls
Clubs of Greater Fort Worth since 1993_ In arder to reduce gang-related
violence, this program diverts gang mem�ers into actiuities such as job training,
cnunseling, GED pragrams, #amily referrals and case managemenfi.

Ir� '[995, the palice department pravided seed funds from the Comprehensi�e
Communities Program (CCP) grant to Tarrant County to initiate a drug
freatment courf as an alternative program to incarceration. The drug
tr�atment caurt targets the victims of t�e dealer, the drug-dependen� user,
ar�d attempts to break the cycle of drug abuse.
• Menta! Health Liaison Proaram
The M�nfal H�altf� Lia9son Pragram was added to fhe Disparity Agreement
with Tarrant County two years ago following exiensive �iscussions. It was
previausly funded with awarded ass�ts but will be moved to matching grant
fiunds this year due to funding restrictions and limified a�ailabili#y of awarded
ft�nds. These funds allaw the program io pro�ide infarmation resources for
affiic�rs on a 2417 basis ar�d far training of field officers.
� lnterest Earned

AEl accrued interest will be considered program incame and must be used on
LLEBG projects. Thes� w�ll be placed ir� a separate account and used for
closing costs andlor equipment needed at the end of the project. This is an
estimated amount base� upon interest earned during the first LLEBG.

The Disp�arity Agreement with Tarrant County was appro��d by the Cify Council on July 23, 2002 (M&C
G-136TT).
City 5ecretary Cart�ract No. 27159, orig[nally approved on October 2, 2001 (M&C G-�3394), has a term
of October 1, 20�1, through September 30, 2403, with a cap of $1,031,2�9 to be paid to the Boys and
Girls Clubs of Greater Fort Vllorth #o operate the Comin' Up projecf. fn order to continue payments to
the praj�c#, an amendment to City Secretary Contract No. 27159 will need ta be made raising the
amount a�athorized to be paid by $896,326.
Within the next 45 fio 6� days a comprehensive re�iew ofi fihe program will be conducied, A tasK force
has been assembled including represenfiati�es from the Police Depar�m�nt, the Boys and Girls Ciubs,
Tarrant County Juvenile Services, Crime Prev�ntia� Resource Center, Our City Our Chil�ren, Aduft
Prabation, the Sfate Parol� Offic�, Tarrant Council on Alcoholism and Drug Abuse, and the Parks and
Community Services Department, The purpose of this re�iew will be to determin� t�e current state af
gang acti�ify in the City, future direction of the program, and the most effecti�e model to address yo�th
and young aduit gang in�olvement in vio�ence. The task force will also explore additional funding
reso�rces.

The Finance Director cert9fies that matching funds are bud�eted for this expenditure in the FY2002-
2003 operating budget of the General Fund, and khat upon approva[ of the above r�cammendations
and adoption of the attacf�ed apprapriation ordinances, funds will be available in the current operatir�g
budget, as appropriated, of the Grants Fund.
