AUTHORIZING APPLICATION FOR AND ACCEPTANCE OF
FISCAL YEAR 2023 HOMELAND SECURITY URBAN AREA SECURITY
INITIATIVE GRANT FROM THE STATE OF TEXAS,
OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE
WHEREAS, the City Council finds it in the best interest of the citizens of the City
of Fort Worth that the following projects (collectively, the "Projects") be operated:
• Urban Area Security Initiative Grant 2981409 - Joint Emergency Operations Center (JEOC)
Sustainment Project in the amount of $223,740.00;
• Urban Area Security Initiative Grant 2981809 - Planning project in the amount of $751,439.00;
• Urban Area Security Initiative Grant 2982009 - Management and Administration project in the
amount of $170,029.01;
• Urban Area Security Initiative Grant 4570302 - Community Preparedness and Resiliency project
in the amount of $310,400.00;
• State Homeland Security Program Grant 4838101 - North Central Texas Explosive Ordnance
Disposal (EOD) Training project in the amount of $53,294.00;
• State Homeland Security Program Grant 4852101 - North Central Texas HazMat-Dry Decon
project in the amount of $14,000.00;
• State Homeland Security Program Grant 4854501 - North Central Texas HazMat Level A Suits
project in the amount of $15,000.00;
• Urban Area Security Initiative Grant 4897201 - Special Response Teams - Travel & Equipment
project in the amount of $476,444.55;
• Urban Area Security Initiative Grant 4897401 - Rescue Task Force Equipment project in the
amount of $121,550.00;
• Urban Area Security Initiative Grant 4897601- Marshal's Fencing & Open Gate System in the
amount of $56,600.00;
• Urban Area Security Initiative Grant 4898201 - Special Events Emergency Response Tactical
Bridge in the amount of $20,000.00;

the amount of $191,247.00; and
• Urban Area Security Initiative Grant 4901301 - Election Security OT — Police project in the
amount of $15,000.00.
WHEREAS, the City Council agrees that in the event of loss or misuse of the
Office of the Governor funds, the City Council assures that such funds will be returned to
the Office of the Governor in full; and
WHEREAS, The City Council designates the City Manager, through any Assistant
City Manager, to apply for, accept, reject, alter, or terminate this grant on behalf of the
C ity;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS:
THAT the City Council of the City of Fort Worth approves the submission and acceptance
of the grant Projects specified in the Recitals above to the Office of the Governor, Public
Safety Office, Homeland Security Grants Division.

(ALL) Ratify Application for and Authorize Acceptance of the Fiscal Year 2023 Homeland Security Grants from the United States Department of
Homeland Security through the State of Texas, Office of the Governor, in an Amount Up to $3,481,874.31, Approve Execution of All Applicable
Grant Contracts, Adopt Resolution and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
Ratify application for and authorize acceptance of the Fiscal Year 2023 Homeland Security Grant Program award in the amount up to
$3,481,874.31 from the United States Department of Homeland Security through the State of Texas, Office of the Governor;
Authorize execution of all applicable grant contracts;
Adopt attached resolution for acceptance of grant funds in an amount up to $3,481,874.31 and to make assurances as required by the State
of Texas, Office of the Governor, Homeland Security Grants Division; and
Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject
to receipt of the grant, up to the amount of $3,481,874.31 for the purpose of funding the State Homeland Security Program projects specific
to the Urban Area Security Initiative.
DISCUSSION:
The United States Department of Homeland Security (DHS) through the State of Texas, Office of the Governor, awards grants to jurisdictions
across the state to enhance local capabilities to prevent, respond to and recover from acts of terrorism and natural disasters. The Homeland
Security Grant Program (HSGP) encourages jurisdictions to strengthen local and regional preparedness efforts and to seek benefits available
through cooperative action.
Funding awarded as part of the 2023 Urban Area Security Initiative (UASI) and State Homeland Security Program (SHSP) grants will be used by
Fort Worth public safety and disaster support organizations to maintain and improve the community's capacity to prepare for, prevent, respond to,
and recover from terrorism incidents and other natural disasters. Fort Worth has been offered the opportunity to participate in the HSGP each year
since 2005, receiving over $56,000,000.00 in grant funds to supplement local and regional preparedness efforts. The Fire Department's Grant
Management team coordinates with City departments in the development and implementation of grant funded projects in the areas of threat
assessment, risk reduction, capability sustainment, plan development, public education and training. The projects are as follows:
1. Urban Area Security Initiative Grant 2981409 - Joint Emergency Operations Center (JEOC) Sustainment Project in the amount of
$223,740.00;
2. Urban Area Security Initiative Grant 2981809 - Planning project in the amount of $751,439.00;

20. Urban Area Security Initiative Grant 4901301 - Election Security OT — Police project in the amount of $15,000.00.
Indirect costs are allowable under this program as described in 2 C.F.R. 200.414 and have been requested at the current rate of 6.02%. The grant
has no local match requirement.
Department of Homeland Security, Urban Area Security Initiative (UASI) grant funds support the following nine employee positions:
UASI Planning Grant:
• Assistant Emergency Management Coordinator: 1.0 FTE for $127,200.00 in the Office of Emergency Management
• Emergency Management Officer I: 1.0 FTE at $78,416.00 in the Office of Emergency Management
• Emergency Management Officer I: 1.0 FTE at $78,416.00 in the Office of Emergency Management
• Emergency Management Officer II: 1.0 FTE at $100,048.00 in the Office of Emergency Management
• Emergency Operations Center Technician: 1.0 FTE at $90,580.00 in the Office of Emergency Management
• Communications Officer/Radio Amateur Civil Emergency Service (RACES) Coordinator: 0.25 FTE at $15,803.00 in the Office of
Emergency Management
• Grant Specialist: 0.4 FTE at $37,146.00 in the Office of Emergency Management and Grants Unit of the FWFD
UASI Management and Administration Grant:
• Grant Specialist: 1.0 FTE at $92,862.02 in the Grants Unit of the FWFD
• Grant Specialist: 0.6 FTE at $71,719.20 in the Grants Unit of the FWFD and Office of Emergency Management
UASI Enhance Intelligence and Information Sharing
• INTEX Intel Dark Web Analyst: 1.0 FTE at $130,648.82 in the Fort Worth Police Department Criminal Analysis/Fusion Center
Positions listed above are subject to grant funding availability. In the event of a grant award being decreased or eliminated, Fort Worth Fire
Department would review programs and services funded by the grants and determine a level of service and staffing that aligns with the available
funding. Alternatives to consider may include staff and program reductions or eliminations.
Sustainment of these positions may include transfer to general fund or identification of other sources of funding that can be secured.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund, The Fire Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to any expenditure being incurred, the Fire
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
