APPOINTING MEMBERS TO THE CAPITAL IMPROVEMENTS PLAN
ADVISORY COMMITTEE — WATER/WASTEWATER
WHEREAS, Chapter 395 of the Texas Local Government Code authorizes
imposition and use of impact fees to offset costs of certain public infrastructure that meets
the statutory definition of "capital improvement," which definition includes water and
wastewater facilities that have a life expectancy of three or more years and that are owned
and operated by or on behalf of a political subdivision; and
WHEREAS, Section 395.058 requires a political subdivision appoint a capital
improvements advisory committee, which is to be composed of at least five members, with
at least 40 percent of the membership being representatives of the private -sector real
estate, development, or building industries; and
WHEREAS, the Fort Worth City Council created a five -member Capital
Improvements Plan Advisory Committee for water and wastewater in 1989 (Resolution
1487) and expanded the committee to seven members in 2000 (Resolution 2639); and
WHEREAS, the committee's assigned role is to advise and assist the City in
adopting land use assumptions; review the capital improvements plan and file written
comments; monitor and evaluate implementation of the capital improvements plan; file
semi-annual reports with respect to the progress of the capital improvements plan and
report to the City any perceived inequities in implementing the plan or imposing the impact
fee; and advise the City of the need to update or revise the land use assumptions, capital
improvements plan and impact fee; and
WHEREAS, Daniel Haase currently serves on Place 6 of the committee, with a term
expiring October 1, 2024; and
WHEREAS, the City Council wishes to appoint and reappoint identified individuals
to the committee;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
THAT the following individuals are hereby appointed to the Capital Improvements
Plan Advisory Committee - Water and Wastewater for terms expiring October 1, 2025:
