1. Call to Order
With a quorum present, President Flores called the meeting to order for the Board of Directors of
the Fort Worth Housing Finance Corporation at 12:50 p.m. on Tuesday, November 29, 2022, in
the City Council Conference Room, Room 2020 of the Fort Worth Municipal Building, 200 Texas
Street, Fort Worth, Texas.
2. Approval of Minutes
a. Regular Meeting Held on October 25, 2022
Motion was made by Director Crain and seconded by Director Blaylock to approve the October
25, 2022, meeting minutes. The motion passed on a 8-0 vote. Secretary Bivens was absent.
3. Written Reports
a. Unaudited Financial Statement as of October 31, 2022
b. Update on Tobias Place

4. Briefing on the Corporation's Investment Strategy — John R. Samford, Assistant Finance
Director & City Treasurer, Financial Management Services
The briefing was for informational purposes only; no action was taken by the Board.
Items 5, 6 and 7 were acted upon under one motion.
5. Consider and Adopt to Resolution approving a forgivable, subordinate loan in the amount
of $1,200,000.00 to Palladium Oak Grove, Ltd. for the development of Palladium Oak
Grove, a 240-unit affordable housing project to be developed at 840 and 1000 Oak Grove
Road in Council District 9 — Chad LaRoque, Housing Development Manager,
Neighborhood Services
Motion was made by Director Beck and seconded by Director Crain to approve Resolution No.
FWHFC-2022-14, approving a forgivable, subordinate loan in the amount of $1,200,000.00 to
Palladium Oak Grove, Ltd. for the development of Palladium Oak Grove, a 240-unit affordable
housing project to be developed at 810 and 1100 Oak Grove Road in Council District 9. The motion
passed on a 8-0 vote. Secretary Bivens was absent.
6. Consider and Adopt a Resolution Authorizing an Amendment to FWHFC-2022-05 to
Allow the Corporation to Act as the General Contractor or as a Member of a Joint
Venture for the Development of the Palladium Oak Grove Apartments — Chad LaRoque,
Housing Development Manager, Neighborhood Services
Motion was made by Director Beck and seconded by Director Crain to approve Resolution No.
FWHFC-2022-15, Authorizing an Amendment to FWHFC-2022-05 to Allow the Corporation to
Act as the General Contractor or as a Member of a Joint Venture for the Development of the
Palladium Oak Grove Apartments. The motion passed on a 8-0 vote. Secretary Bivens was absent.
7. Consider and Adopt Resolutions and Incumbencies Required by PNC Bank for the
Palladium Oak Grove Development - Chad LaRoque, Housing Development Manager,
Neighborhood Services
Motion was made by Director Beck and seconded by Director Crain to approve Resolution No.
FWHFC-2022-16 and Incumbencies Required by PNC Bank for the Palladium Oak Grove
Development. The motion passed on a 8-0 vote. Secretary Bivens was absent.
8. Consider and Adopt a Resolution authorizing the sale of four lots for the construction of
multiple family housing as part of the larger National Juneteenth Museum Development
in the Historic South Side Neighborhood & Evans and Rosedale Urban Village to Eelapo,
LLC for a total sales price of $213,000.00 — Leah Brown, Neighborhood Development
Coordinator, Neighborhood Services
Motion was made by Director Nettles and seconded by Director Crain to approve Resolution No.
FWHFC-2022-17, authorizing the sale of four lots for the construction of multiple family housing

11. Adjourn
With no further discussion, President Flores adjourned the meeting of the Fort Worth Housing
Finance Corporation at 1:10 p.m. on Tuesday, November 29, 2022.
