Crain, District 3 Council Member Charlie Lauersdorf, District 4 Council Member Jared Williams, District 6 Council Member Macy Hill, District 7 Council Member Chris Nettles, District 8 Council Member Alan Blaylock, District 10 Council Member Jeanette Martinez, District 11 Absent: Council Member Elizabeth Beck, District 9 Staff Present: David Cooke, City Manager Leann Guzman, City Attorney Jannette Goodall, City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order 12:00 p.m. on Tuesday, August 29, 2023, in the City Council Conference Room 2020 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager - David Cooke, City Manager a. Upcoming and Recent Events City Manager David Cooke announced the following: City Hall will be closed on Monday, September 4, 2023, in observance of Labor Day. Emergency services will be available as usual. There will be no changes in garbage, recycle, yard waste or bulk collection schedules. Drop-off stations will be closed. If you have questions or need assistance, call 817-392-1234. Council Budget Workshops are scheduled for Thursday, September 7, 2023, at 10:00 a.m. and Friday, September 8, 2023, at 10:00 a.m., if needed. b. Organizational Updates and Employee Recognition(s) City Manager David Cooke introduced William Rumuly to recognize the Goodwill Summer Earn & Learn Program and the employees involved with the successful program. e. Informal Reports 23-0737 FY2024 Dallas / Fort Worth International Airport Budget - Chris Poinsatte, DFW's Chief Financial Officer 23-0738 Chief Transformation Officer, FWLab Director Recruitment Process - Dianna Giordano, Human Resources Director 23-0739 Library Director Recruitment Process - Dianna Giordano, Human Resources Director 23-0740 Medical Director Reporting Structure in EMS and Fire Operations - Valerie Washington, Assistant City Manager Council Member Williams requested that the information be added to agenda for the next Emergency Medical Response Ad Hoc Committee meeting. 23-0741 The Nuisance Abatement Litigation Process - Benjamin Sampract, Senior Assistant City Attorney Section Chief Mayor Pro tem Bivens requested staff provide a summary of the report. 23-0742 Water Utility Shut -Off Practices - Christopher Harder, Water Director Mayor Pro tem Bivens requested staff provide a summary of the report. Questions Regarding Changes in Membership on Boards and Commissions for September 12, 2023, Council Meeting Mayor Pro tem Bivens mentioned that one additional appointment, Charles Edmonds, will be included. 3. Questions Regarding Significant Zoning Cases for September 12, 2023, Council Meeting There were no questions regarding significant zoning cases for September 12, 2023, Council meeting. 4. Questions Regarding City Council M&C Log for September 12, 2023, Council Meeting There were no questions regarding City Council M&C Log for September 12, 2023, Council meeting. 5. Update on CDFI Friendly Fort Worth — Christina Brooks, Diversity and Inclusion Director and Glenn Forbes, CDFI Friendly Fort Worth Presentation was provided by Christina Brooks, Diversity and Inclusion and Glenn Forbes, CDFI Friendly Fort Worth. 6. Briefing on Annual Audit Plan — David Medrano, City Auditor Briefing was provided by David Medrano, City Auditor. 7. Presentation on Legislative Wrap-up — TJ Patterson, Government Affairs Liaison and Matt Murray, Senior Assistant City Attorney Presentation was provided by T.J. Patterson, Government Affairs Liaison and Matt Murray, Senior Assistant City Attorney. 8. Update on Broadband — Kevin Gunn, IT Solutions Director This item was withdrawn at the request of staff and will be rescheduled. 9. City Council Requests for Future Agenda Items and/or Reports Mayor Pro tem Bivens requested a presentation on the East Lancaster Update project with input from Trinity Metro, Council of Governments and Transportation and Public Works City of fort Worth Page 3 Printed on 813012023 CITY OF FORT WORTH, TEXAS CITY COUNCIL WORKSESSION MEETING TUESDAY, AUGUST 29, 2023 Page 4 of 4 Mayor Pro tern Bivens requested a status on including geographical information on the speaker registration forms. Council Member Nettles requested a report/update on the recommendations received from the Race and Culture Task Force for new Council Members. Council Member Martinez requested information on the assistance provided to residents for HVAC services and equipment including other resources available to residents. Council Member Martinez requested information on what steps the City is taking to stay ahead of another COVID outbreak, especially for City staff. Council Member Williams requested information on the development requirements for parking for schools (all types).
