COUNTY OF TARRANT
WHEREAS, the City of Fort Worth (City) and MWH Americas, Inc., (Engineer) made and
entered into City Secretary Contract No. 29129 (Contract) which was authorized by the City Council
by M&C C-19708 on August 12, 2003;and
WHEREAS,the Contract involves engineering services for the following project:
Program Management, Provision of Best Practice Advice, Quality Assurance/Quality
Control, and MBE/WBE Compliance and Monitoring Services within Phase I of the
Overall Water Information Technology Program;
WHEREAS,it has become necessary to execute Amendment No. 1 to said Contract to include
an increased scope of work and revised maximum fee.
NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized
representatives,enter into the following agreement that amends the Contract:
1.
Article I, of the Contract is amended to include the additional engineering services specified in
M&C C-200310, adopted by the City Council on April 13, 2004, and further amplified in Exhibit"A',
attached hereto and made a part hereof for all purposes. The cost to City for the additional services to
be performed by Engineer shall not exceed$90,364.00
2.
Article II, of the Contract is amended to provide for an increase in the maximum fee to be paid
to Engineer for all work and services performed under the Contract, as amended, so that the total fee
paid by the City for all work and services shall not exceed the sum of$2, 9 ;

All other provisions of the Contract that are not expressly amended herein shall remain in full
force and effect.

The role of MWH Americas Inc ("ENGINEER") and its appointed sub-consultants ("PROGRAM
TEAM") under this contract amendment will be to provide Program Management, Provision of
Best Practice Advice, Quality Assurance/ Quality Control services. In addition, the ENGINEER
shall prepare an RFP document for procurement of CIP software, evaluation of the RFP
responses, and provide recommendations as to the preferred CIP software system.
The contract amendment will be executed within Phase 1 of the WATER IT PROGRAM and is
scheduled for completion in October, 2005. The ENGINEER'S scope of work under the contract
amendment is described in Task 6.
Facilitation of Meetings and Workshops Necessary to Develop a City Wide Business Case-the
ENGINEER, in conjunction with the PROGRAM TEAM shall prepare a standing meeting agenda
and facilitate the weekly executive management meetings to provide regular progress updates on
CIP management system evaluation and selection. Minutes will be prepared following each
meeting and circulated to all executive committee members. The ENGINEER, in conjunction with
the PROGRAM TEAM, shall also complete up to six(6)additional workshops with City staff to
meet the objectives set by the Task 6 Executive Steering Committee.These workshops will
identify and document the enterprise needs and requirements for the CIP software system across
additional City Departments within Task 6.1 of Contract No. 29129.
Consulting Support for the Short Term CIP Business Solution-the ENGINEER, in conjunction
with the PROGRAM TEAM, shall provide best practice advice in the design, definition, and
implementation of the short-term CIP management solution across all City departments. The
ENGINEER, in conjunction with the PROGRAM TEAM,shall also provide documented
requirements for short-term to long-term solution migration and a statement of concurrence for
project management software.
Preparation of an RFP for CIP Software Vendors-the ENGINEER shall, in conjunction with the
PROGRAM TEAM, prepare all technical portions of the RFP documentation for the CIP Software
evaluation and the CIP implementation firm evaluation.The CITY would be responsible for
preparing the standard procurement terms and conditions, advertisement of the RFP's, and
management of the procurement process.The ENGINEER shall, in conjunction with the
PROGRAM TEAM, also evaluate the responses from the RFP process, shortlist the software
vendors and implementation firms based on their qualifications, conduct interviews with
shortlisted vendors and firms, and prepare a recommendation for submission to the CITY on the
preferred software vendor and implementation firm.
CIP Program Management—the ENGINEER, in conjunction with the PROGRAM TEAM,shall
provide additional program management services to complete the activities included under this
contract amendment.

Amendment No. 1 to Agreement with MWH Americas, Inc. for Additional Program Services for the
Development of a Capital Improvement Program Tracking System
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $90,364 from the Water and Sewer Operating Fund to the Water Capital
Project Fund in the amount of$45,182 and the Sewer Capital Project Fund in the amount of$45,182; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Project Fund by $45,182 and in the Sewer Capital Project Fund by $45,182 from available
funds; and
3. Authorize the City Manager to execute Amendment No. 1 to the agreement with MWH Americas, Inc.
(City Secretary No. 29129) for additional program management services for the development of a Capital
Improvement Program tracking system in the amount of$90,364.
DISCUSSION:
On August 12, 2003 (M&C C-19708), the City Council authorized the execution of an agreement with MWH
Americas Inc. to assist in the implementation of the Water Information Technology Program (WIT), Phase 1.
Phase I includes the deployment of a Maintenance Management System and a Geographic Information
System. The agreement also provides funds for an assessment of the Water Department's current ability to
manage and monitor spending for capital projects, and to make recommendations on the need for a Capital
Improvement Program (CIP) tracking system. Eventually the tracking system would be used for other
capital projects as well.
During the assessment process, it was determined that the consultant's scope of work should be expanded
to include other departments and accelerated in order to effectively manage the capital projects in the 2004
bond program. Therefore, it is recommended that the City investigate the feasibility of acquiring a capital
projects tracking system to be used Citywide.
To fully meet the needs of a citywide CIP system and to assist the City in developing a short-term solution
required to provide some initial financial management of projects included in the 2004 bond program,
additional services 'are required. Under this amendment, MWH Americas, Inc. will provide the following
additional services:
Facilitation of meetings and workshops necessary to develop a citywide business case
Consulting support for the short-term CIP Business Solution

• Preparation of an RFP for CIP Software Vendors

It is anticipated that funding for the procurement and implementation of the system will be secured through
the use of equipment notes. The General Fund will reimburse the Water and Sewer Fund for a portion of
the consultant services at that time.
Based on the responses to the RFP, staff will seek the City Council's consideration of software and
hardware procurement, as well as additional program management and implementation services necessary
to proceed with the project.
M/WBE - A waiver of the goal for M/WBE subcontracting requirements was requested by the Water
Department and approved by the M/WBE Office because the purchase of goods and services is from a
source where subcontracting or supplier opportunities are negligible.
FISCAL INFORMATION/CERTIFICATION.
The Finance Director certifies that upon completion of Recommendation 1 and adoption of the attached
appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Water
and Sewer Capital Project Funds.
