N1�UTU�L AID RESPO�iSE {non�autnmatic) Fort Worth: �-Iazmat response per FWFD SOP 56601 R3 and Techtaical Rescue respor�se per FWFD SOP Sb442 will be activated upon notice and request from Burleson that a hazardous materi�l ar technical rescue �ituation exceeds B�rlesan's response capability and presents a sign�ficant threat to [ife-safety or property. All such responses are subject ta avaiiability nf personnel and equipment, Bur�eson: Upon request and notification by Fort Worth, Bi.Frleson will dispatch one brush truck and one tan��r to �'ort Warth for assi�tance on brush �'ures. All such responses are subject to availability af p�rsor�nel and equipment. -- 4 ATTACHMEI�IT `�B" To the Fort Worth-Burlesan Interlocal Agreement for Fire Automatic and Mutual Aid Overatin� P�°ovisfo�t,s I. The Fort Worth Fire Department and Burleson Fire Department will each provide one (1} �o�able radia for the each other's agency, This radio will be used fox eznergency traffic and tactical operations on1y. II. Any dispatch of equipment and personnel pursuant to tlus Agreement is subject to the %llowing condi�ions: A. Any request for aid hereunder shall mclude a statement of �he amount and type of equipment and number af persor�nel that are needed, but the amount and type of equipment and nt,unber of persannel ta be fiuvished shall be deternvned by a repxesentative af the respanding city. Burlesan would prvvide a fire company tl�at would be equivalent to the same standards used in F'ort Worth. B. In the event that the responding city is unable to respond tQ i�e request for assistance, the fire chief or d�signee af the responding ciiy shall irnmediately notify the fire department ofthe requesting city that no r�sponse car� be made. C. Personnel from th� Fire Department of the responding city shall report ta the officer in c�ge of the requesting city at the location to which the equipment are di�patched and shall be subject to the orders of that official. The command post will be staffed lry representatives from both Bur�esan and Fort Worth so that a"unified command" is established, D. Perso�n.el from the Fire Department of the respanding city �hall be rele�sed by the officer in charge from the requesting city when the ser�vices of th� responding city a�re needed within the area %r wl�ch it normally provides fire protection. III. A11 equipfnent used by the respondirig Fire Department in carrying out this Agreeinern will, at the time o£action hereunder, be owned by it. DISCUSSION: Neighboring fire depariments often enter inta automatic or mutual aid agreements in order to augment emergency response resources at major incidenis or to gain emergency response to areas af difficult coverage w�thin a jurisdiction. � Mutual aid is an agreement between two or mare fire departmer�is to respond to formal requests for assistance under specified conditions. Auiomatic aid is an agreement b�tween two or more cities where, upon notificatian from a requesting city, participating communities will au#omatica[ly respond based on a predete�mined le�el af assistance. The proposed MutuallAutomatic Aid Agreement between the City of Fort Worth Fire Department and the City of Burleson Fire �epartment allows for immediate mut�al ar automatic a�d assistance upon �he request of either department in incidents requirir�g fire protection, hazardous materials (HAZMAT) mitigation, or technical rescue that may occur in any� portion of the areas designated in the agreement. Automatic Aid Res�onse Under the terms of the automat'rc aid section of the proposed agreement, ihe Burl�son Fire Department wi[I dispatch ane engine company ta ihe fallawing areas of Fort Worth upon receipt of a report of an incident requiring such response: The Gateway Station Shopping Camplex; and Spinks Airport; and Fort Worth Mapsco coordinates 119 L, M, N, P, Q, R, T, U, V, X, Y and Z, and 120 SW. Under the same conditions, the Fort Wo�th Fire Department will dispateh ane engine campany to th� folEawing Mapsca coardinates: � 119 N and P. Q Gateway Shopping Campl�x. Aid Fort Warth will provide Burieson hazardaus materials response and t�chnical rescue response under the mutua[ aid terms of the proposed contract upon nofiice and request from B�rleson that a HAZMAT ar technical rescu� situation exceeds Burleson's response capability and presents a si�ni�cant t�reat i� life-safety or property. All such responses are subject to a�ailabilify of persannel and equipment. Upon request and notification by Fart Wor�h, Burleson wil� dis�atch one brush �ruck and one water tanker to Fort Worth for assistance on brush fires. All such responses are subjact ta availability af persannel and equipment. Under the terms of this agreement: � The term af the contract is one year, renewing a�fomatically for additior�al ane-year periods; and � Either party may terminate the agreement upon a 6Q-day w�itten notice given to the other pariy; and o Any ci�il liability shall be determined pursuant to the terms af Texas Loca] Government Code 791.006; and � Fort Worth and Burlesan agree to reimburse each other for actual costs, other than ordinary operationa! costs, incurred by each oth�r in performarice af the agreement on an incident-by- incid�nf basis.
