ADOPTING THE FORT WORTH NEIGHBORHOOD CONSERVATION PLAN AND
HOUSING AFFORDABILITY STRATEGY,
AND AMENDING THE CITY'S COMPREHENSIVE PLAN TO
INCORPORATE THESE PLANS BY REFERENCE
WHEREAS the City of Fort Worth in May 2022 selected Interface Studio, LLC as the
consultant with which to develop a city-wide Neighborhood Conservation Plan that will assist in
developing policies and programs to enhance City neighborhoods and improve distressed or at-
risk neighborhoods without housing displacement; and
WHEREAS the City's Neighborhood Services Department and Interface Studio have worked
with City staff from many City departments to develop the Neighborhood Conservation Plan and
Housing Affordability Strategy, both of which are available for public inspection at
https://www.fortworthtexas.gov/departments/neighborhoods; and
WHEREAS the Neighborhood Conservation Plan identifies required capital investments,
economic incentives, regulations, and community services necessary for improvements in
neighborhoods, depending on their relative market conditions and social conditions; and
WHEREAS the Housing Affordability Strategy focuses on the need for investments in
affordable housing and the implementation strategies necessary to create housing opportunities
for all Fort Worth residents; and
WHEREAS the development of both plans has been guided by extensive input from some
community organizations and non-profit partners received through focus groups and other
forums; and
WHEREAS the City Council on August 15, 2023, received a summary of data and
recommendations from Interface Studio and expressed support for adoption of the final
Neighborhood Conservation Plan and Housing Affordability Strategy; and
WHEREAS the Housing Affordability Strategy recommends that the City consider exploring
changes to its zoning regulations to permit a broader array of options for the development of
affordable housing; and
WHEREAS adoption of the Plan and Strategy would provide a roadmap of potential options to
pursue but would not result in any change to existing City Codes,regulations, or budgets without
further City Council action; and
Resolution No.
WHEREAS the City Council intends to authorize a study of expanded housing options,including
"missing-middle" housing, and of Code and regulatory changes that would be required to
implement such options; and
WHEREAS this prospective study of expanded housing options will involve extensive public
engagement, including a review of proposed zoning regulations by a diverse and balanced
advisory group to be comprised of neighborhood leaders, builders, and other stakeholders.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
1. THAT the Neighborhood Conservation Plan and Housing Affordability Strategy are
hereby adopted as a general guide for making decisions about the conservation of neighborhoods
and the development of affordable housing; and
2. THAT nothing contained in this resolution shall be construed as committing or obligating the City of
Fort Worth to allocate funding for any implementing actions or to enact any regulations broadening or
restricting the development of any housing forms; and
3. THAT the City's Comprehensive Plan is hereby amended to incorporate the Neighborhood
Conservation Plan and the Affordable Housing Strategy by reference; and
4. THAT all previous Resolutions are hereby expressly repealed to the extent in conflict with the
provisions of this Resolution; and
5. THAT this Resolution shall take effect immediately from and after its adoption.
