AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL DONATIONS LTD FUND, IN THE
AMOUNT OF $92,787.16, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF
FUNDING THE NEIGHBORHOOD SERVICES SPECIAL DONATIONS LTD
PROJECT (CITY PROJECT NO. S00150); PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2022-2023 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Special
Donations LTD Fund in the amount of$92,787.16, from available funds, for the purpose of funding the
Neighborhood Services Special Donations LTD project(City Project No. S00150).
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

North Tri-Ethnic Community Centers and Como Community Center Programs and Adopt the Attached Appropriation Ordinance Increasing -
Estimated Receipts and Appropriations in the Special Donations LTD Fund in the Amount of$92,787.16 for the Purpose of Funding the
Neighborhood Services Donations Project
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize acceptance of monetary donations in the amount of$2,561.00 from United Lowrider Council collected at a car show for the
purpose of supporting the North Tri-Ethnic Community Center Program;
2. Authorize acceptance of monetary donations from the various donors listed below in the amount of$3,817.00 for the purpose of supporting
the Como Community Center Programs;
• $3,167.00 from Texas Exchange Bank for the purpose of supporting programs focused on STEAM education, FW@6(former Late
Night)teen and young adult intervention/prevention program;
• $500.00 from Girls 4 Girls Mentoring Group for the purpose of supporting girls mentoring programs;
• $150.00 from Elm Grove District Association for the purpose of supporting FW@6(former Late Night)program athletics program.
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Donations LTD Fund in the
amount of$92,787.16 for the purpose of funding the Neighborhood Services Donations Project(City Project No.S00150). The increased
appropriation will account for past donations in special purpose funds and various donations received through community centers.
DISCUSSION:
DISCUSSION:
The purpose of this Mayor and Council Communication(M&C) is to authorize increasing estimated receipts and appropriations in the Special
Donations LTD Fund in the amount of$92,787.16. Financial Management Services(FMS)funds are being restructured to comply with financial
policy and requires deactivating the Special Purpose Fund and using the new Special Donations LTD Fund for all donations going forward. All
actual funds were moved to the Special Donations LTD Fund,but each department needs to appropriate previously received funds into the new
donations fund and include Fiscal Year 23 donations received by community centers.
Funds moving from Special Purpose Fund:
Water Donations Program (formerly S00063)was authorized to move on January 18,2005.M&C G-14656 established the Water and Garbage
Fee Assistance and Plumbing Repair Program to assist Fort Worth low-income families(income at or below 200 percent of the Federal Poverty
Guidelines)with an emphasis on the elderly and disabled to prevent interruption of their water service and to assist with special plumbing needs.
The Water Department established a program utilizing the monthly billing statement to collect donations.Three donation options were offered
which included: 1)a recurring monthly donation or 2)a one-time pledge could be noted on their monthly payment. Donations are collected by the
Water Department and were deposited into a Special Purpose Fund for use under this program.
Due to the merger of the Community Services Division of the Parks and Community Services Department with the Neighborhood Services
Department in Fiscal Year 2016,the program is now administered by the Neighborhood Services Department(NSD)Community Action Partners
Program(CAP).
At the time of M&C G-18636 dated January 12,2016, $300,553.00 had been received in the Water and Garbage Fee Assistance and Plumbing
Repair Program.Appropriations through Fiscal Year 2015 totaled$270,094.00 for the Program.The 2016 M&C appropriated the prior year
donations of$30,459.00 and was booked as 25002-0800450-4640001-S00063.
Remaining Revenue in Water Donation Program S00063 was transferred to the new fund. This M&C would appropriate Water Assistance
Donations of$59,004.12 to Special Donations LTD fund as 25020-0190563-4640001-S00150-S09200.
Housing Summit(formerly S00108)This sponsorship project is to support the Housing Summit. We received contributions from mortgage and
banking institutions, housing development corporations,non-profit public service agencies,real estate agencies and other housing related
business that sponsors the event. We started hosting the Housing Summit in conjunction with United States Department of Housing and Urban
Development(HUD)and Fort Worth Housing Authority back in 2003. This annual event educates citizens about topics related to homeowners
like Home Buying 101: Ready to buy in today's Real Estate Market; How to Obtain a Mortgage Loan and affordable funding sources programs
available. Due to the COVID pandemic and lack of affordable housing stock availability,the 2019 housing summit was the last year that the event
was held. We are hoping to continue this 16-year tradition,but it will probably be several more years before this annual event is started back up.
Remaining Revenue in Housing Summit Donation Program S00108 has been transferred to the new fund. This M&C would appropriate Housing
Summit funds of$28,781.70 to Special Donations LTD Fund as 25020-0190463-4640001-S00150-S09200.
Special Donations LTD Fund was authorized on M&C 22-0568 dated August 9,2022 to increase estimated receipts and appropriations in
amount of$15,000.00 from Como Lion Heart donation for Summer Day Camp support at the Como Community Center,but amount should have
only been$13,623.34 since$1,376.66 worth of expenditures remained in the Donation Fund.Therefore,the estimated receipts and
appropriations needs to be decreased by$1,376.66.
Additionally,the following is to accept monetary donations into the Special Donations(LTD) Fund for the following Neighborhood Services
Community Centers Programs:
• United Lowrider Council sponsored a car show at North Tri Ethnic Community Center. Members of local car clubs paid a registration fee to
enter car show,$2,561.00 of proceeds were donated for the purpose of supporting the North Tri Ethic Community Center Programs.
• Texas Exchange Bank based in Fort Worth donated$3,167.00 to support educational programming at the Como Community Center.They
are part of the Q Investments Family Office as is the Once Upon a Time Foundation,which supports a wide range of organizations that
provide arts and humanities,community affairs,health and medicine,human services,and education benefits to members of the community.
They are committed to supporting outstanding organizations that provide community services to low-moderate income individuals in our
community.This donation is being made at the direction of the Philanthropy Lab Program at All Saints'Episcopal School.These funds will
be specifically used for the Reading,Math,Science and Game Nights for the 2023-2024 school year at the Como Community Center.
• The Girls for Girls Mentoring Group,comprised of students from Texas Christian University donated$500.00 to the Como Community
Center. These funds are to support mentoring girls at Como Community Center Programs.
• The Elm Grove District Association,affiliated with local churches in the Como community desired to support youth attending Como
Community center,donated$150.00 to support the FW@6(former Late Night)program and athletics program.

The North Tri Ethic Community Center is located in Council
District 2; Como Community Center is located in Council District 3 and the remaining donations will be used citywide.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations,receipt of the donated funds,and adoption of the attached
appropriation ordinance,funds will be deposited into and available in the Special Donations LTD Fund,as appropriated.The Neighborhood
Services Department(and Financial Management Services) is responsible for the collection and deposit of funds due to the City. Prior to any
expense being incurred,the Neighborhood Services Department has the responsibility of verifying the availability of funds.
