AN ORDINANCE ADJUSTING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE DRAINAGE REV BONDS SERIES 2023 FUND, BY
INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
HAZARDOUS ROAD OVERTOPPING MITIGATION SOUTH CRAVENS ROAD
CULVERT IMPROVEMENTS PROJECT (CITY PROJECT NO. 103398) IN THE
AMOUNT OF $460,000.00 AND DECREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SW HAZARDOUS ROAD OVERTOPPING
PROJECT(CITY PROJECT NO.P00120)BY THE SAME AMOUNT;PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the
Budget of the City Manager,there shall also be adjusted estimated receipts and appropriations in the Drainage
Rev Bonds Series 2023 Fund, by increasing estimated receipts and appropriations in the Hazardous Road
Overtopping Mitigation South Cravens Road Culvert Improvements Project(City Project No. 103398)in the
amount of$460,000.00 and decreasing estimated receipts and appropriations in the SW Hazardous Road
Overtopping Project(City Project No.P00120)by the same amount.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be incorporated into the ordinance effecting the budget of the municipal government
of the City of Fort Worth for the ensuing Fiscal Year beginning October 1,2023, and ending September 30,
2024, and all other ordinances and appropriations amending the same except in those instances where the
provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which
instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.

This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the Drainage Rev Bonds Series 2023 Fund
by increasing estimated receipts and appropriations in the Hazardous Road Overtopping Mitigation South Cravens Road Culvert
Improvements Project(City Project No. 103398)in the amount of$460,000.00 and decreasing estimated receipts and appropriations in SW
Hazardous Road Overtopping Project(City Project No. P00120)by the same amount;and
2. Amend the Fiscal Years 2024-2028 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adjust appropriations to provide funds for easement acquisition, including
administrative and legal costs,for the Hazardous Road Overtopping Mitigation(HROM)South Cravens Road Culvert Improvements Project(City
Project No. 103398).
The project will mitigate the risk of hazardous road overtopping of South Cravens Road between Oakdale Drive and Baylor Street to better protect
drivers from road flooding.
Funding is budgeted in the TPW Dept Highway&Streets Department's Drainage Rev Bonds Series 2023 Fund for the purpose of funding the
HROM South Cravens Road Culvert Improvement Project.

Funding for this project was included in the FY2024-2028 Capital Improvement Program for fiscal year 2024. Accelerated funding is needed for
this project due to higher-than-anticipated right-of-way and condemnation costs. The action in this M&C will amend the FY2024-2028 Capital
Improvement Program as approved in connection with Ordinance 26453-09-2023.

The Director of Finance certifies that funds are currently available in the SW Hazardous Rd Overtopping project within the Drainage Rev Bonds
Series 2023 Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available
in the Drainage Rev Bonds 2023 Fund for the HROM S.Cravens Rd.Culvert Im project. Prior to an expenditure being incurred,the Transportation
&Public Works Department has the responsibility of verifying the availability of funds.
