AMENDMENT NO. 1

COUNTY OF TARRANT §
V�HEREAS, the City of Foart Worth ("Cit}+�') and Transystems Corporation .
Construction ("Engineer°') made and entered into City Secretary Cont�ract No. 27532 (the
"Contract") on or abou� February 26,02; and
WHEREAS, the Coniract involves engineering services uiility constructian
inspections for the Department of Transportativn and Public Works; and
Whereas, ihe Contract expixes on September 3a, 2aa2; and
V�ereas, the Contraci allows for two options to renew for a period of one year
each; and
Wk�ezeas, the City and th� Engineer desire to exercise the first option to renew the
contract from October 1, 2002 thraugk� September 3Q, 20Q3
NOW THEREFORE, City and Engineer, acting herein by and thraugh. their duly
authorized representatives, enter into the following agreement that amends the Contraci:
1.
Subject the appro�al of funding for this Confract, the term o�the Cantract shall be
£rom �ctober 1, 2002 tY�rough Septernber 3Q, 2003.
2.
The first paragraph of At�achment B to Ci�y Secretary Contraci 27532 is amended
to be and read as follows:
The ENGINEER shall be compensated based upon an hourly fee as stated
below. The total compensation including�reimbursables shall not exceed
$180,000 for the project including mileage. Paymen.t shall he considered
full campensation for all labor, materials, supplies, and equipment
necessary to complet� the services described in Attachrnent A.

The fourth paragraph of Attachment B to City Secretary Can�ract 27532 is
amended to be and read as follows:

The ENGINEER will be paid $53.00 per haur for a construction inspector
and $0.36 per �ile fbr traveling while perfoxming the t�sks identified in
Attachment A. When subeonsultants are used, ENCTINEER will be
reimbursed the subconsultant's invoice amount plus ten percent (10%}.

.All oth�r provisions of City Secretary Contract 27532 that are not expressly
a,�nended herein shall remain in fu11 farce and effect.

UTIL.ITY CONSTRUCTION INSPECTIONS FOR THE TRANSPORTATI�N AND
PIJBLIC WORKS DEPARTMENT, STREET MANAGEMENT D�VISION
RECOMMENDATION;
It is r�comm�nded that the City Council:
Authorize fhe City Manager to �x�eute a �ontract with TranS�rstems Corporation Consultants for
u�ility constru�tion inspections for the Transportation and Public Works Department, Street
Management Division far an aggregate fee not io exceed $200,000; and
2. Authorize this confract to begin Janua�y� 22, zaa2, and expire September 30, 20Q2, wi�h ar� optian
for two one-year renewals with renegotia�ed unit prices.
DISCUSSION:
The City Council has authorized additional general funds in the amount af $200,OOD in FY2001-20D2 for
supplemental c�tiiity inspectors. This contract wouEd al[ow sfaff to use contrac# services to the �xient
that funds are available.
Ti�e us� of a pri�ate firm to assi�t City staff in utility inspections would allow the department to
su�plement existing staff and pr��ide a h�gh degree of service. These additional inspectors wauld
pro��de needed resaurces to inspect utiiity cuts and otf�er street disrup#ians to manage traffic �Flow and
work in the fieid monitoringlcoardinating wi#h contractors and other entities to ensure all street acti�i�ies
are safe and authorized. Alsa, residents and various organizations requesting street closures for
diff�rent social events would be served more effectively.
Ci#y staff solicited unpric�d statements of qualifica�ions and recei�ed responses fram two f�rms. A
selection committee of City staff re�i�wed the #irms and based on q�alifications, selected TranSystems
Corporation Consultants for the services to be performed.
City staff has negatiated unit prices for the cantracf and bel�e�es them to be fair and reasanable, 5taff
recommends that TranSystems Corporation Consultan#s be awarded a cantract for a term of one�year
or an aggregate fee rrat ta exceed $200,000, whiche�er occurs first.
MIWBE - TranSystems Corporation Consultants is in comp[iance with the City's MIWBE Ord�nance by
comm�tting to 10% MIINBE participati�n. The City's goal an this project is 10%.
