These areas are as fol�ows: 1. Chronic ov�rflow at 5500 Westcreek — RJN has reviewed the CCTV insp�ction �ogs o£the L-6655 and M-240 sewer downstream of this o�rerflow. The L-6655 sewer waS found to be a 6-inch cEiameter sewer with a CIPP liner, not an 8-inch diameter PVC sewex as shown on the existing map. The L-6655 sewer contaa�us zx�ulfiiple sags and in one area has a severe offset joint that has shearad the CIPP liner. RJN also smoke tested the L-5751 and L-5624 sernrers upstream of the overflow. No major sources af inflow were identified. The CCTV tapes show these sewers to have several sectians of broken and cracked pipe that can be addressed through pipe burstinga To eliuminate the manhole overflow at 5500 Westcreek, it i� reeommend�d that the L-6655 sew�r b� replaced with an 8-inch diameter sewer from sta. 13+6$E to sta. 51+73 on M-240. Also, the M-240 sewer would be replaced from sta. SI+'73 to sta. 48+78. It is recommended �hat tiie L-5731 sewer be�ween sta. 6+09 and the L-6655 se�ver be relocated to Winfred Drive. The LWGGSS sewer vvould be extended to #he intersection of Wosley Drive and Wilkie Way. The existing L-5731 �ewer downstreanl of sta. 6+09 would be abandoned and the services re-routed to the proposed sewers in Wosley and Winfred Drive. 2. The M-256 sewer main between sta. 27+52 and sta. 22+95 was found to be in a sever� state of deterioratio�. This segment has missing pip� with large voids and passes direcily under a dentist office. It is recamnr�ended that the sewer be re-routed to the north and into th�; existing L-5545 sewer. Mr. Chr�s Harder, P.E. December 12, 2002 Page Two 3. The r�view of �th� CCTV inspectxan data by Field Operations has determined that se�eral sewer sections downstream of known overflows have not been pxeviously televised. In order to prepare a comprehensive overflow eliminatian plar� it is recommended that these sewers be included in the current M-i89 cleaning prograrn. This would increase the total cleaning and CCTV iraspect�on fram 103,000 linear feet to I50,000 linear feet. Ac�ditional Ite�ns The Water Department staff has also requested that RJN Group, Inc. provide GTS mapping for the wastewater collection system in the study area. The mapping will be in accordance with the pilot project cornpleted by RJN and appxoved by the Gity's GIS Departm�nt. We are alsa inciuding an estimaied cost to review a1135 CCTV tapes provided by Field Operations from the M-189 Drainage Area. RJN Group, Inc. int�nds to utilize Spelunker Pipeline for the cleaning and CCTV inspectxon poz�tion of the amendment. Their partici�ation is an��cipated to be approximately $b8,000 or 30 percent of the tota[ amendment aanount. FOR THE MAIN 189 DRAINAGE AREA SANITARY SEWER EVALUATfON STUDY AND IMPROVEMENTS RECOMMENDAT�ON: It is recommended that the City Co�ncil: 1. Au#horize the transfer of $226,319 from the Water and Sewer Qperating �u�d to the Sewer Capital Project Fur�d; and 2. Adopt the attached appropriation ordinance increasjng estimated receipts and appropriations in the Sewer Capital Praject Fund in �he amaunt af $226,399 from a�ailable f�nds; and 3. Aufhorize the Citjr Manager �o execute Amendment No. 1 with RJN Group, lnc, for the Main 189 Drainage Area Sanitary Sewer Evaluatian Sfudy and Imprflvements, thereby increasing the amaunt of the agraement by $22�,319, frorn $981,374 to $1,207,693. DISCUS510N: On April 1 B, 2002 (M&C C-19052), the Cify Couneif aut�orized the City Manager to ex�cute an engineering agreement with RJN Group, Inc. for the Sanitary Sewer Main 189 Drainage Area Sanitary Sewer Study a�d Improveme�ts. Preliminary results from field inspection activities revealed wastewater collection system defects such as cross connection with storm drai�s, broken and callapsed pipes, and saurces of inflaw and infiltratiort within the Main 189 dra9nage area. Based on a review of field inspection results, maintenance history, and customer complaints, RJN Group, Inc. r�ecomme�ds that addifional pipe cleaning, clos�d circuit teEevision inspection (CCTV), and dye water tests be performed to identify defects that mighi be contrib�ting ko sartitary sewer overflows and backu� problems in the area. Under Amendment No. 9, the en�ineer wi�l pertorm 10D dye tests and 52,OD0 linear feet of pipe cleaning and GCTV. In addition, tha engineer will prepare designs for priority replacement of approximately 5,OD0 linear feet of sanitary sewers to eliminate chronic sanitary sewer back-up and overffow prob�ems in the 5400 block of Westcreek Drive, and �o correc� a severe pipe structural problem at the 6D00 block of Granbury Road. Furthermore, as part of the City's pEa� �o develop a geographic informatian sysfem (GIS) mapping, the er�gineer will �pdate the current sanitary sewer base maps based on global positior�ing satellite (GPS} survey data and field verification of the entire study area ta reflecf changes in the wastawater collection system . This project is located in COLINCEL DISTRICTS 3 and 6. RJN Group, Inc. is in cvmpliance with the City's MIWBE Ordinance by committing to an additional 30°/o M/WBE participation on this amendment.
