Authorize the City Manager ta accept funds in the amount of $1,029,100 from the Texas Department of Housing and Community Affairs (TDHCA) for the Fiscal Year 2003 Commun+ty Services Block Grant (CSBG) program; and 2. Authnrize a non-interest bearing inter-fund loan from tha General Fund to the Grants Fund in the amount of $257,275 for interim financing of this grant project pending contract ex�cution; and 3. Adopt the attached supplemer�tal appropriation ordjnance increasing estimated receipts and apprapriations in the Grants Fund by $1,429,100; and 4. Apply indirect costs a� a rate of 26.19%, which represents the most recently approved rate for this department, and apply the new, approved rate when available. DISCUSSION: Since {)ctaber 1992, the TDHCA has provided funds annually to the City of F'ort Worth through the state's authorization process en�ifl�d Letters of No�ification (LON}. The LON indicates the amount of funds the City will receive for the upcoming year. For the last se�eral years, TDHCA has notified th� City to use fhe prior year's contract amount as a planning figure pending the cantract execution. The TDHCA will reimburse the City for its expenses after the cpntract is executed. The extensian of the CSBG program would provide for the provision of programs and services aimed at assisting low-income persons througn case management, emergency assisianee, outreach and certification far energy assistance, information and referral, as w�ll as ser��ces to provide clients with transportaiion to access services for medical, educational, emplvyment and other n�eds. Nine �eighborhood centers will be utilized to deli�er program services. No matching fu�ds are required from the City.
