Purpose:

The purpose of this Memorandum of Understanding(MOU)is to state the mission of the North
Texas High Intensity Drug Trafficking Area(NT HIDTA) Texas Enforcement Initiative,
Western Drug Squad and to set forth the organizational structure and responsibilities of
participating parties. This agreement will begin on June 1, 2004, or upon signature of each
participating agency and will end upon 30-days written notice of all participating agencies.
Individual agencies may be added at any time with appropriate contract amendments or deleted
with 30-days written notice.
Mission:
The mission of the North Texas HIDTA Texas Enforcement Initiative, Western Drug Squad shall
be the reduction of the volume of narcotics and controlled substances being trafficked into and
distributed from the North Texas HIDTA area of responsibility through aggressive detection,
interdiction, enforcement, and prosecution of those individuals and enterprises engaged in such
illegal activities. Personnel assigned to this squad shall utilize the intelligence network,
confidential sources, and other overt and covert means to accomplish the given task. Major
trafficking organizations are to be identified,targeted, and dismantled utilizing the criminal
justice system and civil remedies for the purpose of successfully and fully prosecuting the
individuals so identified and involved in illegal organized narcotic distribution enterprises, as
well as the seizure of all illegally obtained assets and proceeds associated with the organized
trafficking and/or distribution of narcotics and controlled substances.
Agency Participation:
Law Enforcement agencies participating within the NT IIIDTA Western Drug Squad shall
provide Officers/Agents on a full time basis for a minimum assignment time period of one year.
Officers/Agents selected for assignment to the Western Drug Squad by participating agencies

shall be of sufficient experience and capability to conduct complex investigations of organized
criminal narcotic enterprises.
The following law enforcement agencies agree to provide qualified personnel to the Western
Drug Squad:
Fort Worth Police Department
Federal Bureau of Investigation
Drug Enforcement Administration
Bureau of Alcohol, Tobacco and Firearms
Internal Revenue Service
Arlington Police Department
Grand Prairie Police Department
Organizational Structure:
This squad will operate under the authority of the Executive Board and will comply with all NT
HIDTA administrative and financial requirements,as specified by the NT HIDTA Director,to
include,but not limited to,participation in the preparation of an Annual Threat Assessment,
Initiative and Budget, and Annual Report,preparation of periodic budget and expenditures
reports,preparation of periodic case summaries and statistical accomplishment reports, an d
others.
Supervision and Personnel:
Supervision of this squad will be provided by the Fort Worth Police Department through the
assignment of a squad supervisor. The squad supervisor will be required to coordinate
investigative activity with the NT HIDTA Regional Intelligence Support Center(RISC) and all
other NT HIDTA squads.
Personnel assigned to the squad may be deputized as a squad Officer of the Treasury Department
or Department of Justice under 21 United States Code 878, and may be required to undergo a
background investigation for a security clearance, if required by Agency regulations or HIDTA
policy.
Funding•
Subject to availability of annually appropriated funds by the Office of National Drug Control
Policy, funds for payment of personnel expenses and equipment will be provided to support the
assignment of personnel to this squad. This support may include full or partial payment for
office space, office equipment and supplies,travel funds,purchase of evidence and information
sources, overtime costs, cellular telephones,pagers, gasoline, and other items. Each squad will
establish a budget for those specific expenses to be covered each year.
Expenditures:
All expenditures by participating members must comply with the financial guidelines of NT
HIDTA, Drug Enforcement Administration and of Navarro County, as funding agent for NT
HIDTA.
Overtime:
Reimbursement of overtime costs will be at the rate of 1 %Z times the hourly rate of the state/local
officer, up to a maximum annual (calendar) amount as determined by the NT HIDTA Executive
Board. The maximum reimbursable rate for the current year is based upon 25% of the salary of a
GS-12 Step 1.
Overtime must be approved by the squad supervisor and is earned after completing an eight-hour
workday at the NT HIDTA.
Overtime paid to any state/local officer through Organized Crime Drug Enforcement Task Force
(OCDETF)funds will be counted toward the above annual maximum, along with HIDTA funds.
Target Selection:
The objective of NT HIDTA is to concentrate on the most significant drug trafficking (money
laundering, violent crime) organizations that impact this region. All investigations are pursued
with the expectation of identifying the most significant targets. Target selection will be
consistent with an intelligence-based approach to accomplish this objective. The squad
supervisor will notify the Executive Board, through the Operations Manager, of all investigations
initiated and will make periodic reports, as required, of investigative progress and
accomplishments. The RISC will assist squads in target selection and will coordinate the
collection and sharing of information among all NT HIDTA squads.
Sharing of Forfeited Assets:
Sharing of forfeited assets will be accomplished through an addendum to this agreement.

The squad supervisor will clear all press releases through the United States Attorney,Northern
District of Texas or United States Attorney,Eastern District of Texas or the State District
Attorney, as appropriate, for all investigative matters under prosecution and will advise the NT
HIDTA Director prior to release of any information.
Drug and Alcohol Policy:
All personnel assigned to the NT HIDTA hold positions of public trust and public safety,
therefore, all NT HIDTA personnel are expected to maintain an alcohol- and drug-free work
environment to protect the health and safety of the public;and other personnel assigned at NT
HIDTA.

Renewal of an Interlocal Agreement with the United States Department of Justice, Drug
Enforcement Administration - HIDTA Task Force Group 6, Western Drug Squad
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to renew the interlocal agreement with the United States Department of
Justice, Drug Enforcement Administration - North Texas HIDTA Western Drug Squad for FY2004; and
2. Authorize the City Manager to execute an addendum to the interlocal agreement to define the sharing
guidelines for forfeited assets among participating agencies and establishing the Fort Worth Police
Department as custodian and distributor of forfeited assets; and,
3. Authorize the City Manager to amend during the contract term as appropriate to add and delete
member agencies; and,
4. Authorize the agreement to begin June 1, 2004, and end upon 30-day written notification of the City of
Fort Worth or all participating agencies.
DISCUSSION:
The City of Fort Worth has been an active participant in the Drug Enforcement Administration (DEA) High
Intensity Drug Trafficking Area (HIDTA) since 1999. The mission of the organization is to reduce the volume
of narcotics and controlled substances being trafficked into and distributed from the North Texas HIDTA
area of responsibility through aggressive detection, interdiction, enforcement, and prosecution of those
individuals and enterprises engaged in such illegal activities. In particular, the task force focuses on major
drug trafficking organizations.
Currently, the following agencies participate in this cooperative effort: Drug Enforcement
Administration; Federal Bureau of Investigation; Arlington Police Department; and Grand Prairie Police
Department. The Fort Worth Police Department currently contributes one detective, four officers, and one
lieutenant. When funds are available from the Office of National Drug Control Policy, some personnel costs
including travel, office space, cell phones, gasoline and overtime may be reimbursed to Fort Worth by NT
HIDTA. The Fort Worth Police Department will serve as the financial custodian for the Western Drug Squad
with the responsibility of collecting and distributing assets seized in these activities to participating agencies.
