TRAFFIC IlIZPACT STUDY �N THE SH 1�1TBELLAIRE DRIVE AREA
FORT WORTH, TEXAS
The following Additional Servic�s {not included in the arig�na] Scope of Services) have been
authorized by the CITY and will be perform�d by the ENGINEER:
Project Meetings - The EIVGINEER will prepare for and attend eighteen (18) m�efings with the
CITI' sta.ff to present progress and study results.
Council Meetin�s -- The ENGINEER will attend two (2} additional Council meetings.
Presentations — The ENGINEER will prepare foz- and make three (3) presentations to GITY
Council. As part of this effort, the ENGiNEER wi1T produce up to twenty {20) 22" x 34"
presenta�ion boards of the various analyses results, methodolo�y, and alignment alternatives.
Public Tnvolvement Me�tings — TIae ENGINEER will prepare for and attend three (3) m�eetings
with the CITY staff and representatives from the Overton Waods Homeowners Association
(�WIIA).
Alternative C-1 Park Rendering — The ENGIlVEER will prepare an architectural rendez'in.g of
the proposed Alternati�ve C-1 park coneept. Two (2} 24" x 36" paper originals and one (1)
eleetronie copy of the renderings r�vill be prvvided to the CITY,
Trat'fic Counts — The ENGINEER wi11 conduct 24-hour directional traffic counts at the
following locatio�as:
1. Sellaire D�ive — just west of Hulen Street;
2. Bellaire Drive — just east of the OverEon Waods subdivision ent�ancc;; and
3. Arborlawn — just west of Hu1en Street.
Additiona,l ModeI Runs — The original scope of services included �oc�elit�zg five (5) arterial
netwark altematives using twa (2) separate land use scenarias (i.e., t�e CITY's Comprehensive
Plarn and the Developer's Land Use Plan). The additional services wi11 include modeling the
same five (5) arterial netwark alternative� using the North Central Texas Council of
Governments' (NCTCOG) demographies from their regional model. These services will allow the
CITY to co�npa:re and contrast the effects of the previous NCTCOG tnodeling results with the
results of this study.

TRAFFIC IMPACT STUDY IN THE SH 121TBELLAIItE DRNE AREA

I. ADDITIONAL SERV�CES
Foz all ac�ditional services included in ATTACHIVIENT "A" (Additional Services, Traffic Impact �tudy
in the SH 121Bellaire Drive Area), t�e CITY agrees to pay ihe ENGINEER on a reimbursable basis
an amount not to exceed $24,196.27.
II. BASI� FOR COMPENSATION
The CITY shall compensate the ENGIlVEER for the additional services included in ATTACIIMENT
"A" on a reimbursable basis.
Manthly statements for reimbursable services will be based upon tim� directly chargeable to the
project by the various types of individuals ernployed by the ENGINEER in accordarice with the rate
schedule in effect at the time of the ser�vices.
Monthly statements for reirnbursable services perforrned by subconsultants will be hased upon the
actual cast to the ENGIlVEER plus ten percent (10%).
Direct reimbursable expenses for services, such as express xnail, fees, aut-of town rnileage {trips in
excess of 100 zmi.les) a�d other di�ect expenses that are incuz7red during tlae pxogzess v£the project will
be billed at 1.10 tiznes the ENGINEER' S cost.
An amount equal to six pereent (6%) of the ENGINEER'S labor fee will be added to each invaice to
cover certain other direct expenses such as in-hause duplicating and blueprinting, facsimile, loeal
milsage, telephane, postage, and word processing computer t�rne.

C�NTRACT NO. 27553 WITH PR�ME STRATEGIES, INC.; AND PR�FESSIONAL
SERVICES CONTRACTS FOR SH 121T (SOUTHWEST PARKINAY) PROJECT
RECOMMENDATION:
ft is recommended that #he City Councii:
1. Authorize the City Manager to execute agreement No. 1 of multiple Local Transportation Projects
Advance Fundfng Agreements (LPAFA) with t�e Texas Department of Transportation (TxD�T) in
the amount ofi $��3��'r$556,8�4.16, with an 80°/a reimbursement by TxDOT; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropria#ions in the
Special Assessmen#s F�tnd in the amount of �� � n,^��.Q� $113,372.84 from auailable funds to fund
the City`s match far the LPAFA agreement No. 1 af the SH 121 T(Southwest Parkway) Project; and
3. Apprvve the transfer ofi , . 113,372.84 from the 5pecial Assessments Fund fo the Gra�ts

4. Adapt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amaunt o'f $�C6�-$586,864.�6; and
5. Authorize the City Manager or his designee to execute a professional senrices contract with the !aw
firm of Kelly, Har�, a�nd Hallman ta assist the City Attorney's Office in addressing issues relating to
�and acquisitions that ar� necessary for tf�e construc#ion of SH 121T (Sou#hwest Parkway} project
for an amount nat to exceed $30,OOO.DQ; and
6. Authorize the City Manager to execut� �an engineering senrices contrac# with Kimley-Harn and
Associates, lnc. for an amount not ta exceed $�9�;A9 $25,QOO.QO for a Traffic lmpact Study �n
the SH 421TIBellaire Drive area; and
7. Authorize the City Manager fo execute a prof�ssional services cantract with First So�thwest
Company far an amount not to exceed $3Q,�OQ.00 for Financial Feasibility Studies in the SH
121TIBellaire Drive area; and
8. Authorize fihe City Manager to execute a professional services contract with .�ames Daniels &
Associates, Inc., for an amount not to exceed $30,a0a.OQ far appraisal �f parcels referred ta as the
"E�wards-Geren, Ltd." tracts for acquisition purposes related #o the SH 121T (Southw�st Parkway)

SERVICES CQNTRACTS FOR SH 121T (SOUTHWEST PARKWAI() PROJECT
DISCUSSIOfd:
On March 5, 2002 (M&C C-98S86), the City Council authorized the City Manager to enter inta a
contract with Prime Strategies, Inc. to finaiiz� a cost participation agreement between the City of Fort
Worth, the North Texas Tollway Authority, and TxDOT relaiing to right-af-way acquisition, design,
projeet �nhancements, and utility �elocations for SH 12�T. The scape of th�s work� has been expanded
to provide additional detailed analysis af the SH 121TIBel[aire Drive area to ascertain specific effects
the propos�d to�lway will have on traffic mobility and cost implications of right-of-way acquisition, as the
City Council considers selection of the "Lacaily Preferred Alternative".
These praposed service agreements, in combinafiio� wi#h the Amendment No. 2 to Ci#y Sec�eiary
Contract No. 27553 with Prime 5fira�egies, fnc. ►nrill pro�ide the required ir�farmation to the City Council
reiated to this issue. Amendment No. 2 to Ci#y Secretary Contract No. 27553 wi�l be presented to the
City Co�ncil for consideration in M&C C-19213. All of these agreements are hourly contracts, not to
exceed the cantract amounis recommended abo�e.
This is the first af mulfiple LPAFA agreements with TxD4T for tF�e SH 121T (Southwest Paricway}
project to utilize the NTCOG grant for 80% reimbursement af expenses inGurred by the City as
identified it� M&C C-18214.
FIJNDING SOURCE:
On February �4, 1995 (M&C G-10979), the City Council appro�ed po[icies and alterna#i�e uses for fhe
5pecial Assessmen�s Fund (GS94). In this policy, one of the afternative uses includes fundin� City
participation in CitylState/Federal projects, and SH121T meets�this requirement. By using a pariion of
the balance of these funds, the principal requirement of this policy is mei by retaining at least a$3
millian cash reserve in the Special Assessme�ts Fund. .
f'ursuant ta Chapter VI, Section 3 of the City Charter, it is nec�ssary far the City Counci� ta adapt a
resolutior� authorizing the f�iring of the law firm of Kelly, Hart, and Hallman and prescribi�g the
campensation ta be paid. The attached resolution cq�firms #he �ngagement of fhe law firm of Kelly,
Hart, and Hallman and authorizes the City Ma�ager or his designee to execute a professional services
contract with the law firm of Kelly, Hart, and Hallman for services nofi to exceed $30,D00,
withouf further Gity Counci[ approval.
