FIXED BASE OPERATOR PERMIT
1. T3vs F'IX�D EASE OPERATOR PEItMIT ("Permit") is issued by the City of �ort Worth
Aviation Department ("Department'°) to STERLING FORT WORTH J C, L.P. (i`Permittee"). This
Pernut authorizes Pemuttee and its employees to provide Fixed Sase Operator ("FBO") services at Fart
VVorth Meaeham Fnternational Auport only. Peznaittee may not conlract with a third party to provide FSO
se�rvices at the Airport. This Permit may nat be assigned to any other individual ar entity wiihaut the prior
written consent of the Director nf the Departnnent.
�. This Permit shall be in effect from August 1, 2002 thraugh September 30, 2011. Permi�tee shall
have consecutiva options to zeceive new Permiis from the Deparhnent e�exy fi�e (5) years throngh J'nly 31,
2032 so long as Permittee is not in default of its obligatians under the then-current Permit. Pertnittee shall
notify the Department not more than 180 nor Iess than 90 calendar days prior to the expiration of t�e Parrnit
then in effect of its desire foz a new iive {S)-year Permit. The Deparkment rnay revoke this Permit, either
temporarily or permanenfly, for any uncured �iolatian of the Department's pubIished Minimum Standards
far Fixed Base Operators, as adopted by the Fort Worth Gity Cauncil on 7une 16, 1992, and/or any
additional or replacement requirements subsequently adopted by the Fort Worth City Council during the
pariod in which this �'ertnii is in �ffec#, except as may be waived or modiiied in writing by the Department
{collectively, the "Minimum Standards"}. A default under the Minimum Standards shall be deemed
uncured if Permittee has failed to cure the defauIt within thirty (3fl) calenciar days following receipt of
written notice of such default by the Department unless (i) otherwise s}�ecifically provided Yn the Minirnum
Standards, in which case filie applicable provision of the Minunurn Standards shall control ar (ii)1'ermittee
ceases to qualify as a provider of FBQ services un.der the terms of ihe Mixtunum Standards, in which case
the L7epartment may re�oke t3us Permit at any tin:�e following the milestane under which Permittee has lost
such qualificatian. � .

INORTH MEACHAM INTERNATiONAL AIRPORT
REC�MMENDATION:
It is recommended that the City Council:
'� . Authorize the City Manager to Terminate City Secreiary Cvntract Nos. 24183, 24180, 24184,
24181, 24716, and 24�31 and all associat�d amendments wifh Steriing-Fort Worth JC, L.P. at Fort
Worth Meacham International Airport; and
2. Approve L�ase Agreements with Sterling-Fort Worth JC, L.P. for Lease Sites 11N, 12 and �A�N,
17N, 19N, 20N and 22N, and T-Hangar 11S at Fo�k Worth Meacham International Airport.
DISCUSSION:
Sterling-Fort Worth JC, L.P. i� in the process of refinancing their f�oldings at Fort Worth Meacham
Internatiana[ Airport. The financing institution requires 30 year terms on each of the properties.
Steriing-Fort Worth JC, L.P. asks that each ofi their leases be cancelled and re-written with �xpira#ion
dates of 2p32, Curr�nily, the majority of th� �eases expire in 2D11, with one lease having an expiration
date of 2Q29. All other terms and conditians af the leases wil{ remain in effect. The groun� rates
stipu�ated in the original leases will remain in effect until the original expiration dates and ther� will
increas� io hangar ra�es where appro�riate.
At the appropriaie time, req�ests for the City's consenfi to Deed of Trust liens on al� leaseholds will be
broughi forward for City Council appraval.
FISCAL INF'4RMATION/CERTIFICATION:
The Finance Director cer�ifies that the Revenue Divisian of the Finance Department will be r�spansible
for the caflection and deposit ofi funds �ue fio the Cify under this agreement.
