Contract Amendment No. 1 inco;rporates srnall-diameter cleaning and closed circtxit t�Ievision inspect�on for selected sewe� lines in the study area and GIS sewer base-mapping services i.ra.to the existiug vvork program, as previousiy requested by the City of Fort Warth. The proposed scope of services for these supple�entaI contract activities are as foUaws: PART 1 � GIS MAPPiNG PURPOSE The purpose of Part 1 of this amendment is to prepare GIS maps of sevvers or cnnduits and nodes wztha� tha M-286 and CDSL-32T Study Area. It is an.ticzpated that 1070 sewer segments and I070 nodes wiil be contained in the final G�S map sub�nittal. The GIS mapping will include the most cu�xent and accuratc data couecied to date by the City and Wade & Associates. SYSTEM DEFIIVITTON WADE sha11 defi�ae each sewer segment or condnit and node vsing a CAD hased drafting software. Each sewer segment or conduit shall be drawn from t�e upstream node to th.e downstrea�n node. CAD files wi11 be converted to AreView shape files. A check shall be made by WADE to confirm that during the conversion process each segment remains properly identified from upstream to down sCream. The align�ent of each segment shall be based on the most accvrate infar�mation. availablc. Beginning and termination points for each segment shaIl be at nodes as defined by GPS i�formation provided by the City or tl�e best estimation far nodes where GPS data is unavailable. The sewer alignzzaen.t shaIl refl�ct record drawings, plats, or other records that have bc;en acquired by WADE to assist in the development af the hydra�lic mod�l. GIS SUBNIITTALS WA.DE sha11 submit ArcView shape files for sewer segments az�d ❑odes to the City for review on a peziodic basis. The first submittal shaIt coz�sist of a small partion of the system not exceeding five (5) percent of the total study area. The City shall review the fust submittal for cnmgleteness and con�ormity to City standards for GIS development which pertain to this project. Upon appro�al of the initial submittal by the City, WADE shall proceed with greparatian of ArcView s�ape files far the remaining ste�dy area. It is anticigated tIlat submittals will be made at the conclusion of mappi.ng for ea�h sub-basin (totai of 9 sub-basins) within the Stuc�y Area. Each submittal shall be cuz�ulakive and contaiu all records from previous sul�mittals. PART �-- SEWER CLEANING AND CCTV �NSPECT��N PURPOSE The purpose of Part 2 of this amendzx�en.t is to incorporate contractor services znto the SSES proJect in order to complete the c�eaning and television inspection of t�ie remainder af the Wade & Assaciaies, [nc. Dacemh�r 12, 2002 small-diameter sanitary sewer lines locat�d in the Main 2$6 & CDSL-32T Drainage Basins that vvexe previously anticipated to be coznpleted by the City of FnrC WQrth. SEWER CLEAI�IING The intent of se�rer cleaning is to clear all sewer segments within the study area of any dirt, racks, grease, sand ar any other material, so as to facilitate a clear and unobstructed view during video inspection of the gipe for structtaral analysis. There is �approacimately 173,205 linear feet of sanitary sevUer, ranging in size from 6-inches to 15-inches, in this sc4pe of work. �f tk�at ar.z�iount, 30,5$9 liinear feet have been previously cleaned by City o� Fort Worth crews, but require additiooal cleaning based on identificatioza of excessive debris in the lines during �eld inspection. All of the identified sanitary sawer lines require comgrehensive cleanzng, which is the complete xemaval of debris by standard h�ydraulic or mechanical �nethods, as field conditions warrant. "Step cleaning" will be required for 23,46$ linear feet of the 173,205 linear feet tar�eted for cleanu�.g. Step cleaning is required on sewer Iines that are less than four (�) foot in depth (as measured by manhole depth) and may be reqniured on other criiicai sewer lines as directed. During srep cleaning, sewer jet aperating pressures must be Ynaintained above 500 p.s.x. an.d may not exceed 9q0 p.s.i. Approximately I7,035 li�aear feet of the 30,�$9 linear feet previously cleaned by the City are anticipated to reqvire step cleaning. The remaining 6,433 linear feet of st�p cleani.ng is applied to the remainder of the identified sanitary s�wer lines in this scope of wark. Residents in the area vvill be notified hy doar hanger prior to the initiation of cleaning activities in compliance with rasident notification requirements of the City of Fort Worth. In addition, the contractor will grovide daily notices to the City (Field Operations and Water Engineering} and �VADE by fax b�for� 7:�0 am. These notices witl provide the r�vorking locataoza(s) far that day. Debris will be dispnsed oi at the Cold Sprin.gs Piroces�ing Facility, and will he paid fQr by the Ciiy a# Fort Worth. The Contractar will record the debris removed on stan.dard City of Fort Worth cleaning foma�s, Tha contractor is responsible for the transportation af the debris ta this facility, and will turn in copies of the tr�p tickets to the City and WADE, at a minimum, once per week. CLOSED CIRCUIT TELEVI�ION INSPECTION (CCTV) The intent oF CCTV is to reveal and docuna�nt sewer liva conditions and to verify cleaniz�g resuJts. The equipment and methods used shall comply with tt�e standard practices and procedures that have been set farth on previous cantracts with the City of Fort Worth. All CCTV inspection information will he.collected digitally, and shaIl be ODBC comp�iant and compatible w.ith WinCan version 7.16. Pictures, �ideo and reports wi�l be deliverable in either hard copy, CD-Rom, removable hard driva or DVD Data disk. Residents in the area will be notified by daor hanger prior to the initiation of CCTV activities in compliance with resident notifxcation zequirements of the City of Fort Worth. SCHEDULE Upon the execution of' this cont�act amendmient, WADE will immediately direct the cantractor to proceed with cleaning and CCTV activities in the study area. It is auticipated that the cleaning and CCTV operations will be substantially conaplete within 120 calendar days from the written notiee to proeeed. CCTV reviews and zek�abilizatian recommenda�ions shall be substantiall� cornplet�d within 45 calendar days from the conclusion of the cleanin.g and CCTV aperatzons. � SUBMITTALS Once WADE has concluded the evaivation of the CCTV inspection records and developed rehabilitation recommendations, all of the digital files and xeports wi11 be submitted to the Gity. �`t11�1►����'1 The incorpora�ion of Amendment �To. 1, in the az�aunt of $29$,915.00, ineo the existing Main 28b and CDSL-32T Drainage Basins SSES contract increases the tatal con.tract value ta $1,297,79C•00. Sizice the bulk of this amendment involves specialzzed serviees, we are proposing to contract the cieanzng aud CCTV znspection services to DFW Infrastracture, Iuc., a certified Disadvantaged Business Enterprise thrnugh Y.he NCTRCA. We have attached a letter that addresses the increase in M/VWBE participation associated with the coniract azx�erndment to the project above the existing twenty-thx-ee (23%) percent goal �or this project. FOR THE MAIN 286 AND CDSL32T DRAINAGE AREAS SANITARY SEWER EVALUATlON STUDY AND IMPROVEMENTS RECOMMENDATION: It is recommendec! that t�e City Council: 1. Authorize the #ransfer of $298,915 firom the Water and 5ewer Operating Fund to the Sewer Capital Project Fund; and 2. Adapt the attached appropriatior� ordinance increasing estimated receipts and appropriations in fhe Sewer Capital Project Fur�� in the amount of $298,9� 5 from available funds; and 3. Authorize the City Manager to execute Amendment Na. 1 with 1Nade & Associates, �nc. for the Main 28fi and CDSL32T Drainage Areas Sanitary S�w�r E�aluation 5tudy and Improvements, thereby increasing the amount of the agreement by $298,915, from :�998,881 to $1,297,796. I>�Y�1���yC�LA On .lune 4, 2Q02 (M&C C-19111}, the City Councif authorized the City Manager to execute an engineer�ng agreement wFth.Wade & Associa�es, Inc. for the Sanitary Sewer Main 286 and CDSL32T Drainage Areas Sanitary Sew�r Study and improvements. Mains 286 and CDSL32T are two a�jaining drainage basins Iocated in southwest Fo� Worth within the Clear Fork drainage basin, and are generally bound an the north by fhe Ciear Fork of the Trin�ty River, on the east by Hulen Street, on the west by th� City of Benbrook, and fln the south by Benbrook Lake. After comprehensive field investigation, Wade & Associates, �nc. recommends that additional small diam�t�r pipe cleaning and closed circuit te4evision (CCTV) inspeciion be perFormed within the Main 286 and CDSL32T �rainage areas in order to identify defects that might b� contribu#ing to sanitary sewer overflows and backup pro�lems in the area. Under Amendmen# No. �, the engineer wiil perform approximately 170,000 linear feet of pipe cleaning and GCTV. Furthermore, as part of the City's plan to develnp the geographic information syst�m (GIS) mapping, #he en�ineer will update #he current saniiary sewer base maps based on global positior�ing sat�llite (GPS) surv�y data and field verification of the eniire study area fo reflect changes in the wastewater collection system. The G15 mapping will include the most current and acc.urate data collected to date by the City and Wade & Associates, Inc. This projec# is located in COUNCIL DISTRICT� 3 and 6. Wade & Associates, Inc. is in compliance with the City's MIWBE Ordinance by cammatting to an additional 79% MIWBE participatEon on this Arnendment No. 1. The City's goal on tnis amendment is 30%.
