HomeMy WebLinkAboutOrdinance 16263-01-2005Ordinance No.~~?~~~~ ~~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $110,000 1=ROM AVAILABLE FUNDS, FOR THE PURPOSE 01= FUNDING TWO AUTHORIZED POSITIONS IN THE ECONOMIC AND COMMUNITY DEVELOPMENT DEPARTMENT; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of $110,000 from available funds, far the purpose of funding two authorized positions in the Economic and Community Development Department. SECTION 2. That should any portion, section ar part of a section of this ordinance be declared invalid, inoperative ar void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions Shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumula#ive of Ordinance No. 16€}61 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. January ~ $, 2005 LOG NAME: 17LDGSTAFF REFERENCE NO.: *'~`G-14653 St~BJECT: Authorize Acceptance of a Grant from the Fart Worth Local Development Corporation for Twa Staff Positions to be Added to the Economic & Gamrnunity Development Department and Adapt Appropriation Ordinance RECOMMENDATION: It is recommended that the City Council: 1. Authorize the Gity Manager to accept a grant in the amount of $110,000 from the Fart Worth Local Development Corporation {LDC) far two City staff positions to be added to the Economic & Community Development Department; 2. Transfer $110,000 from the Local Development Fund to the General Fund and increase the authorized positions in fihe Economic & Community Development Department by two positions; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Fund by $110,000 from available funds. DISCt1S5lON: As directed by the City Council during the April 15, 2004 Council Retreat, the Economic & community Development Department presented a staffing proposal to the Fort Worth Local Development Corporation {LDC) far funding consideration. The proposal suggests the creation of two new positions {one mid- management position and one clerical position} in fhe Economic & Community Development ©epartment to provide staff support for fhe LDC, for all Tax Increment Reinvestment Zones, for a!1 Local Government Corporations, and for the Fort Worth Sports Authority. These positions will be responsible for managing the LDC portfolio, which includes two escrow accounts, 72 acres of land valued at $6.6 million and monthly revenue of $44,400. Additionally, there are nine active tax increment reinvestment zones, two Local Government Corporations and the FW Sports Authority, Inc. that will be managed by these positions. At its November 30, 2004 meeting, the Board of Trustees of the LDC voted to provide the $110,000 grant which will increase the general fund authorized positions in the Economic & Community Development Departmen# by two positions and will provide salary and benefits for the two positions.
