Home My WebLink AboutOrdinance 26554-10-2023 (2) r Ordinance No. 26554-10-2023 AN ORDINANCE ADJUSTING INCREASING RECEIPTS AND APPROPRIATIONS IN THE WATER IMPACT FEE FUND, FROM AVAILABLE FUNDS, IN THE AMOUNT OF $1,547,903.00 FOR THE PURPOSE OF TRANSFERRING FUNDS FROM THE WATER/WASTEWATER WHOLESALE IMPACT FEES AND WATER/WASTEWATER RETAIL IMPACT FEE PROJECTS(CITY PROJECT NOS B20004 AND B20005)TO THE SOUTHSIDE IV BOOSTER PUMP STATION AND HYDROPNUEMATIC TANK PROJECT(CITY PROJECT NO.103116);PROVIDING FOR A SEVERABILITY CLAUSE;MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the Budget of the City Manager,there shall also be increasing estimated receipts and appropriations in the Water Impact Fee Fund,from available funds,in the amount of$1,547,903.00 for the purpose of transferring funds from the Water/Wastewater Wholesale Impact Fees and Water/Wastewater Retail Impact Fee Projects(City Project Nos b20004 and b20005)to the Southside IV Booster Pump Station and Hydropnuematic Tank Project (City Project No. 103116). SECTION 2. That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize execution of a contract with Circle H Contractors, L.P.in the amount of$1,341,236.00 for the Southside IV Booster Pump Station and Hydropnuematic Tank project, Part 2 for the construction of SSIV Flow Transfer Station at Summer Creek Drive; 2. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Water Impact Fee Fund in the amount of$1,547,903.00 from available funds for the purpose of transferring funds from the Water/Wastewater Wholesale Impact Fees and WaterM/astewater Retail Impact Fee projects(City Project Nos B20004 and B20005)to the Southside IV Booster Pump Station and Hydropnuematic Tank project(City Project No. 103116);and 3. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Water Impact Fee Fund in the amount of$1,547,903.00 transferred from the WaterlWastewater Wholesale Impact Fees and Water/Wastewater Retail Impact Fee projects(City Project Nos B20004 and B20005)to the Southside IV Booster Pump Station and Hydropnuematic Tank project(City Project No. 103116) and to effect a portion of Waters Contribution to the Fiscal Years 2024-2028 Capital Improvement Program. DISCUSSION: Construction of the project was advertised for bid on August 3,2023 and August 10,2023 in the Fort Worth Star-Telegram.On September 14, 2023,the following bids were received: I Bidder _ Base Bid Contract Time Circle H Contractors, L.P. $1,341,236.00 180 Calendar Days Acadia Services, LLC _ J$1,633,986.50 Jackson Construction $2,025,880.00 Fort Worth Civil Constructors 1$2,072,082.75 In addition to the contract cost, $139,605.00 is required for project management,inspection,and material testing and$67,062.00 is provided for project contingency. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that funds are currently available in the WNWV Wholesale Impact Fees and W/WW Retail Impact Fees projects within the Water Impact Fee Fund and upon adoption of the attached appropriation ordinances,funds will be available in the Water Impact Fee Fund for the SS IV Pump Station/Hydro Tank project to support the above recommendations and authorization of the agreement.
