(Engineer) made and entereci into City Secretary Contract No. 276'75, (the contract)
which wa.s authorized by the City Counci.I and by M&C C-19071 on the 30th day of
April, 2002; and
WHER�AS, the Confract involves engineexiz�g services for the following project:
Water Distriburion System Itnprovements in the Med.ical District
WHEREAS, ii has become necessary to execute Amenc�nent No. 1 to said
Contract ta include an increased scope o�work and revi�ed maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the
Con�ract:
1.
Article I of the Contract xs amended fo include the additional engineering services
specified. in a proposalletter dated August 19, 2002, a copy af which is attached hereto
and incorporated herein.
2.
Article II af the Contract is amended to provide �or an additional $14,000.00 to the
contract amou�t of $474,6�0.00. The m�imum fee to be paid to the Engineer %X a11
wark and services performed under the Contraci. The tota.� fee paid by the Czty for all
work and services shall not exceed the sum of $48$,600.00.
3.
All other provisians of the Contract, which are not expr�ssl� amended herein, shall
remain in fu11 force and effect.

Dear Peter:
As we have discussed with you, while conducting the field investigation portion
of the proj ect, we becarne aware khat it would be beneficial to perform additional
field investigation for a few of the major iransmission lines that extend beyond
the siudy area. The transmissian lines include the 30-inch, 36-inch, and 42-inch
lines frorn Holly to tlae 8"' Avenue Pump Station (abandoned) and the 12-inch
and 1 b-inch transmissian lines irom South Side II ta the 7PS Health Network
area.
On� of the z�.aajor goals of tliis project is to identiiy operational procedures to
isolate major transmission lines. Tl� 36-inch line fram the South Holly Pump
Statior� crosses Interstate 30 and reduces ta a 3Q-inch line at Vickery Boulevard.
The 30-inch and 42-inch (alsa from Holly) lines cnntinue through tlae Sfi.�dy Area
and appear to tie together south af the Study Area near the 8'h Avenue Pump
Station, vvhich is also the pressure plane bour�dary between Holly and South Side
IL 5ince these transmission lines, located flutside of the Study Area, have not
been verified, we recomtnend performing additional field investiga�ion and
mapping sexvices. These lines are gex�erally located between Ho�.y Pump Station
and Viekery Boulevard and between A11en Avenue and Jessamine Street. Further
investigation and mappi�r�:g of these lines will assist the City to develop "transfer
plans" to follow during emergencies in the e�ent that one of the lines becomes
out of service.
We also recommend further investigation and r�apping of the 12-inch and 1 b-
inch water lines from JPS Healtl� Network south to Capps Street. Our initial
analysis indieates that tne JP� area lacks redundancy and it appears #hat the
t�ansmission lines leading to this area are limited to a single 16-inch water line.
Additional investigation will assist us in determining how to provide mare
reliable water service to this area.

This area encompasses approximately 24,SOO linear feet of additional street far
field investigafion, which includes three additional City water maps (#2042-3$0,
#2042-392 and #2048-380). Several of the above mentiozaed s�eets contain two
or more r�vater lines. Tlae approximate length of water line ihat we are proposing
ko investigate is 35,500 iinear �eet, revising ihe total amount of Transmission
Line to be inves�igated from approximately 60,OOa to 95,SQ0 Iinear feet.
The Scope of Services to be performeci for this additional area will be the sxrne
as those included in our current cont�ract for FieId Investigation axad Mapping
under Task 1-Data Callection and Field Tnvestigation Section GI.c and Task 2-
Mapping.

We recommend that the City increase the rnaximum fee not to exceed budget by
$14,000 for the Fzeld Investigati�n and Mappin� of this additianal area. We
recommend increasing the budget for Task 1- Data Collection and Field
Invastigati�on by $6,500 and inereasing the budget for Task 2- Mapping by
$7,500. The following table summarizes our recomznended budget revisions:

Kimley-Horn will subcantract a portion of these services ta Paxagon Pro�ect
Resources, Inc., a M/WBE subconsultant. The amount we wzll be subcontracting
is $5,400. This represents a MIWBE participation percentage of 36.0%. With
these Addztional. Services, our revised eontract amount will he $488, 600. This
will revise our tatal contract M/WBE participa�ion percentage to be J 9.5%. Our
M/WBE goaI %r this projact is 19.0%.
