With a quorum of the City Council Members present, Mayor Parker called the City
Council Work Session of the Fort Worth City Council to order 1:33 p.m. on Tuesday,
October 10, 2023, in the City Council Conference Room 2020 of the Fort Worth City
Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager - David Cooke, City Manager
a. Upcoming and Recent Events
City Manager Cooke announced the cancellation of the Public Comment Meeting
tonight to allow Council to attend a special prayer service.

City Manager Cooke announced the City will be hosting a public meeting about the
possible redevelopment of City -owned property at 1300 Gendy Street, which currently
houses the Fort Worth Community Arts Center. The meeting will be held on
Wednesday, October 11, 2023, at 6:00 p.m. in the Scott Theater.

City Manager Cooke called on Valerie

Compliance regarding the UpSpire Program.

Night Shelter and Brandon Bennett, Code
City Manager Cooke called on Chief Jim Davis, Fire Chief to remind Mayor, Council
and residents to sign up for the Code Red APP which is a free service that allows
them to receive weather and emergency alerts.
City Manager Cooke called on Dana Burghdoff, Assistant City Manager to recognize
Ellen Pearce, Human Resource Department for the 2023 American Heart Walk.
City Manager Cooke called on Dianna Giordano, Human Resources Director to
recognize the Emerging Leaders Program graduates.

23-0753 Proposed 2024 Council Meeting Schedule - Jannette Goodall, City

Council Member Nettles recommended consideration to include special called
public comment meetings in January, June and November following the Council
Day meetings.
Council Member Crain recommended canceling the Public Comment Meeting
proposed for November 5, 2024 (Election Day).

Council Member Hill asked for the cost of the Trinity River Waterwheel program and
location of where the waterwheel will operate. Valerie Washington, Assistant City
Manager provided the requested information.

Council Member Hill asked for information on why the Affordable Housing Resolution
called out specifically ADU's. Fernando Costa, Assistant City Manager provided the
requested information.
Mayor Parker (2:41) - page 1, second to last Whereas Clause - solution would be to
delete that clause.
5. Briefing on Stockyards Transportation Study — Raj Gupta, Transportation and
Public Works City Traffic Engineer, and Jeff Whitacre, Kimley-Horn Vice
President
Presentation was made by Raj Gupta, Transportation and Public Works City Traffic
Engineer, and Jeff Whitacre, Kimley-Horn, Vice President.
Council Member Flores recommended providing in the short term projects the ability to
address sidewalk connectivity projects.
7. Presentation on Plan 2033 - Downtown Strategic Action Plan — Andy Taft,

6. Presentation on ETJ Release — Dana Burghdoff, Assistant City Manager and

8. Presentation on Proposed Economic Development Program Agreement with

Council Member Beek requested a presentation on City Benefits including physical and
mental health for Civil Service and General employees.
Mayor Pro tem Bivens requested an Inventory of City Owned Vacant Properties.
