AMENDMENT NO. 4 AND FIFTH RENEWAL
TO
CITY OF FORT WORTH CONTRACT 51930
This Fourth Amendment and Fifth Renewal is entered into by and between the City
of Fort Worth (hereafter "Buyer"), a home rule municipality, with its principal place of business
at 200 Texas Street, Fort Worth, Texas, and Broadband Antenna Tracking Systems, Inc.
(“Vendor”), Buyer and Vendor may be referred to individually as a Party and collectively as the
Parties.
WHEREAS, on February 6, 2019, the Parties entered into City Secretary Contract 51930
to provide technical support services required to sustain and support the automated antenna
tracking systems and the related emergency communications network (“Agreement/Contract”);
WHEREAS, the current term of the Agreement expires on February 18, 2024;
WHEREAS, the Parties wish to amend the Agreement to add three additional one-year
renewal options for annual support and renew the Agreement for a fifth renewal term; and add a
provision for early renewal for the City Secretary Contract.
NOW, THEREFORE, the Parties, acting herein by the through their duly authorized
representatives, enter into the following agreement:

AMENDMENTS
The Agreement is hereby amended to add three (3) additional one-year renewal terms at
the City’s option. As may be necessary, as determined by City in its sole discretion, City may issue
payment to Vendor for this renewal term up to 30 days prior to its effective date.
2.
RENEWAL
The Agreement is hereby renewed for its fifth Renewal Term beginning February 19,
2025, and expiring February 18, 2026, with pricing in accordance with Exhibit A-3, attached
hereto and made a part thereof the Agreement.
3.
ALL OTHER TERMS SHALL REMAIN THE SAME
All other provisions of the Agreement which are not expressly amended herein shall
remain in full force and effect.

ELECTRONIC SIGNATURE
This Amendment may be executed in multiple counterparts, each of which shall be
anoriginal and all of which shall constitute one and the same instrument. A facsimile copy
or computer image, such as a PDF or tiff image, or a signature, shall be treated as and shall
have the same effect as an original.

Tracking Systems, Inc. for the Sole Source Purchase of an Additional Automated
Antenna Tracking System Site in the Amount of $81,664.11, for a Total Contract Price
of $116,664.11, with Renewal Options for the Information Technology Solutions
Department
RECOMMENDATION:
It is recommended that City Council authorize an amendment to City Secretary Contract 51930 with
Broadband Antenna Tracking Systems, Inc. for a sole source purchase of an additional automated
antenna tracking system site in the amount of $81,664.11 and three (3) one-year renewal options for
the Information Technology Solutions Department.
DISCUSSION:
On March 4, 2014, City Council, through Mayor and Council Communication (M&C)
C-26680, authorized a professional services agreement with CTS Consolidated Telecom Services,
LLC for the installation of a broadband antenna tracking system in the amount of $335,853.82.
On February 15, 2019, the City entered into City Secretary Contract (CSC) 51930 with Broadband
Antenna Tracking Systems, Inc. to provide technical support services to the Citys automated antenna
tracking systems and related emergency communications network in the amount of $12,500.00.
On December 30, 2020, the City executed CSC 51930 Amendment No. 1 to increase the annual
amount of support to $26,972.00. CSC 51930 Amendment No. 2 was executed February 21, 2023,
increasing the contract amount to $35,000.00 annually.
This M&C is to request authorization to increase the annual amount of the contract by $81,664.11 for
the purchase, installation, testing, and training for an additional broadband antenna tracking system
site located at Bridge Street. Upon approval, this addition will improve coverage of the Citys
automated antenna tracking system and related emergency communications network as part of the
Capital Fiscal Year 2023 BATS Coverage project. The contract amendment will also allow for three
(3)one-year renewal terms at the Citys option.
Broadband Antenna Tracking Systems, Inc. is the documented sole source provider for the Citys
proprietary automated antenna tracking system. Upon execution, the total annual amount of the
contract with Broadband Antenna Tracking Systems, Inc. will be $116,664.11.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously
appropriated, in the ITS Capital Fund for the FY23 Additional BATS project to support the approval of
the above recommendation and execution of the amendment. Prior to an expenditure being incurred,
the Information Technology Solutions Department has the responsibility to validate the availability of
funds.
