Contractor needs to carry all required insurance including Worker Compensation. In the e�ent of death, if there is no surviving spause, the beneficiary assumes all t�rms of the contract. Amend the City's Annual Consolidated Plans for 1990, 1997, and 1998 to reflect the changes in the use of the CDBG f�nds cited abave. � DISCUSSION: In 1998, the River�ide neighborhaod received ModeE Blocks (MB) designation and was awarded $1.2 miflion (M&C G-12347 dated 5ept�mber 29, 1998 and M&C G-129fi6 dated August 29, 2000). The purpose of the MB Program is to empower neighborhoods so that they may effectivefy work wit}� the City and other public and private organizations ta revitalize th�ir neighbo�hoo�s. The URMB's goals ar� to expand the Riverside Community Center, provide homeownership opportunities, impro�e owner- occupied homes, improve the Gid Hoaper Parfc, and build the neighborhoad's capacity to sustain revitalizatian efforts. First, there is a�alance af $40,010.88 in the home impravement program, wf�ich they are requesting be reprogrammed to several activities, as described above in recommendation No. 1. The neighborhood has mariceted the pragram and belie�es that afl interested persons have made use of the program. � Secondly, the URRC, which is the developrnent entity for the MB, is rs�uesting t�at the �ask ofi purchasing vacant lats for.infill housing development be fransferred from the City to #he URRC. The URRC was approved by t�e Internal Revenue Service as a tax-exempt 501(c}3 arganization i� December 200U, and as a Community Housing Development Organiza#ion by the City in January 2D01. There is a�alance of $21,337.90 for vacant lot purcf�ases which would be awarded to URRC through amendment fo Ci�y 5ecretary Contract No. 26549 as mer�tioned in recommendation Na 3{a} abo�e. DISCUS510N: In 1998, the Riverside ne9gf�borhood received the Model Blocks designation and was awarded $1.2 mi[�ion. On September 29, 1998, M&C G-12347 allocated $87'7,300 far the URMB, leaving a balance af $322,700. The balance is proposed to be al[ocated as shown in t�e recommendations above. The purpose of the Model Blocks (MB) Program is to organize and empower neigh6orhoods sa that they may effectively ider�tify their needs and work toward meeting those needs. The MB �rogram also aims to promote public private. partnerships in the revitalization process. The URMB has formed a comrnunity develo�ment organizatian and is in ihe process of applying to the Int�rnal Revenue 5ervice for 501(c)3 designatian. An amount of $2'i'�,633 is pr�oposed far t�e Minor Home Repair Pragram and�$4D,OOO�for tF�e URMB community developm�nt organization ta operate this program and generate mare funds for housing develapment and �eighbflrhood �mprovemerit. The Minor Home Repair Program and o�erafing support total $251,fi33, and are proposed to be funded out o� the $322,700 CDBG Years XXIII and XiCIV unallocated balance for ihe URMB. �� A priority objecti�e of th� URMB is the expansion af the Riverside Commur�ify Center. The nei�hborhood worked with fhe Parks and Community Services, Transportation and Public Vllorks,� and the Housing Departments in the design of tne Center expansion. When the Strategic Plan was put together three years ago, t�e cost of the project was �s#imated at $179,800. When the bids cama in .7une 2000, the total construction cost increased to $313,27�, or a shor�fall of $176,067.
