Cost Calculatian Formula - Azayzd
. CL'Y OF FORT VTORTH PER CAPI`PA CDST OF FIRE PROTECTzdN
The figure arrived at is based on the following factors:
A. The most recent adaed Fort Woxth E'ie Departmnt budget
S. Indirect cast £or Fort Worth Fire T]eparnent
C. Debt 5ervice (attribuable o Fort Worth .e epart,ment}
D. Population of City of Fort Worh (according to the most recent
report by NCTCDG)
The actual calculation for this function is A plus B plus C, the
tatal. thn divided by D.
II. POPULATTON OF THE CITY Ta BE PROTECTED
In the case af a city requesting fire protection for the entire
population, the most recet COG populatian estimaes are used. In cases
a.n which a portion of a city is to be potected, th most recnt U.S.
Census Bureau Block Data for the portion of he City to be protected
and the most recnt U.S. Census Bureau Total City Atirerage Household
Size for the City will be used o calculate the papvl.atian.
'ormula: S7.ock Data Population X Average Househald Size = Popula-
tion ta be pxotected.
III. HA2ARD PQTENTTAL "ACTOR
The Hazard Poentzal. Eactar determines whether the aea o be covered
has a creater or 1ik fire protaction facor as Fort Worth. The Eactor is
based on an assessnnt of:
A. Varying types of properties in the area to be protected, mhis in-
cJ.uds a survey of smail homes and businesses which have a mini-
mal poential to escalate beyond a first alarm assignment; larger
homes, light indtistrial. area, and other propertes that have a
potential for escalation to a higher alarm level; i.nustria. ax-
eas, hazardous operations, highrise buildzngs, laxge public as-
sembly areas, and a.nstitutianal properties where life hazard is
aove averag and other properties where the patenial to esca-
late to a maximum response is high.
H. Transporzatian Routes. Tanspartation routes are factored due to
he special problems railroads, highways, and major traffia
routes can add o fire protection efoxts.
C. Open Land. Soth deveioped and undeveloped open land is included
since tires in these typas of areas equie special kinds of
equipment and, at times, large numbers of manpower. In evaluating
this category, consideration is given to area accessibility, nd
ground cover.
D. Other Fire Protectan Factos. This includes water supply, fire
and buildng cads and their enforcement, sprinklers, standpipes,
an smoke and heat detectors.
E. Special Factos. Any special factors unique to potential protec-
tion aea and inconsistent with the ire department's experience.
Al1 ratings o he potential protection aea are don based on the re
lationship of each factor t4 th "norm" of Fort Worth. A rating of 1 means
that aactor is appxoximately the same as is common o like fators in the
City af For Worth; a greater hazard factor would receive a higher rating.
Undex no circumstances would the Hazard Factor be les than the 1.0 factox
applied to the City of Foxt Woxth.
