Call to Order With a quorum of the board members present, President Flores called the meeting of the Crime Control and Prevention District (CCPD) Board of Directors to order at 11:58 a.m., on Tuesday, August 22, 2023, in the City Council Conference Room 2020, Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. II. Approval of Minutes — June 27, 2023, Regular Meeting Motion was made by Director Blaylock and second by Director Crain to approve the minutes of the June 27, 2023, Regular Meeting. Motion passed 11-0. III. Written Reports A. FY 2023 3rd Quarter Performance Report on Activities and Finances There were no questions on the FY23 2°d Quarter Performance Report on Activities and Finances. B. Community Based Programs Vice President Bivens requested more information on the organizations funded by Council Districts. The reports were for informational purposes. No action by the Board was required. IV. Action Items CITY OF FORT WORTH, TEXAS CRIME CONTROL AND PREVENTION DISTRICT BOARD OF DIRECTORS AUGUST 22, 2023 Page 2 of 3 A. Consideration of Community Based Program Funding Recommendations for FY2023 Program Grants in the Amount of $597,000.00 (Assistant Director Keith Morris) Motion was made by Director Crain and seconded by Vice President Bivens, to approve Community Based Program Funding Recommendations for FY2023 Program Grants in the Amount of $597,000.00. The motion passed on a 10-0 vote. Director Martinez abstained. B. Consideration of the FY2024 Recommended CCPD Budget in the Amount of $130,727,653.00 i. Staff Report (Chief Neil Noakes, Assistant Director Keith Morris) Presentation was made by Chief Neil Noakes and Assistant Director Keith Morris. — Director Crain requested a list of schools receiving new school resource officers. — Director Crain requested that staff consider including LVTRise in the funding discussions with other community centers. — Director Parker requested additional information on the 21 % required for the reserve fund. — Director Parker requested the annual cost for maintenance of the helicopter. — Director Beck requested information on why programs supported by the Fire Department did not meet the criteria for CCPD funding. — Director Parker requested a comparison with other cities regarding school crossing guard programs. — Director Nettles recommended improved communication between the Police Department and the School Districts on the role of the school resource officers. — Director Williams requested information on the costs per officer in the Neighborhood Patrol Officer (NPO) Program. ii. Public Comments There were no registered speakers. iii. Action Motion was made by Vice President Bivens and seconded by Director Beck to close the public hearing. The motion passed on a 10-0 vote. Director Crain was off the dais. Motion was made by Director Hill and seconded by Director Blaylock, to adopt the FY2024 Recommended CCPD Budget without the Community Based funding. The motion passed on a 11-0 vote. Motion was made by Director Parker and seconded by Director Lauersdorf, to adopt the FY2024 Recommended CCPD Budget including the Community Based funding in the Amount of $130,727,653.00. The motion passed on a 10-0 vote. Director Martinez abstained. V. Citizen Comments There were no registered speakers. VI. Board Requests for Future Agenda Items and/or Reports All requests for information were discussed and captured under item IV. B. Adjourn With no further presentations or discussions, President Flores adjourned the meeting of the Fort Worth Crime Control and Prevention Board of Directors at 1:32 p.m., on Tuesday, August 22, 2023.
