I. Call to Order
With a quorum of the board members present, President Flores called the meeting of the Crime
Control and Prevention District (CCPD) Board of Directors to order at 1:08 p.m., on Tuesday,
February 28, 2023, in the City Council Conference Room 2020, Fort Worth City Hall, 200 Texas
Street, Fort Worth, Texas.
II. Approval of Minutes
A. November 29, 2022, Regular Meeting
B. December 6, 2022, Special Called Meeting
Motion was made by Director Crain and second by Vice President Bivens to approve the minutes of
the November 29, 2022, Regular Meeting and December 6, 2022, Special Called Meeting. Motion
passed 7-0. Director Nettles was off the dais. Director Firestone was absent.
III. Written Reports
A. FY 2023 1" Quarter Performance Report on Activities and Finances
There were no questions on the FY23 1st Quarter Performance Report.
This report was for informational purposes. No action by the Board was required.

IV. Staff Reports/Presentations
A. Transportation/Public Works Crossing Guards Program Update (Chelsea St. Louis)
Presentation was given by Chelsea St. Louis.
— Vice President Bivens suggested that staff develop implement a formal communication plan
to inform all school superintendents in the area of the new procedure.
— Director Beck requested that the Young Women Leadership Academy be added to a future
list of sites to review for crossing guards.
B. Update on Community Based Programs (Keith Morris)
Presentation was given by Keith Morris.
— Director Beck requested staff ensure no duplication of resources between the City Grant
Navigator program and United Way exist.
— Vice President Bivens requested the Department reach out to Pastor Kyev Tatum
regarding a social service need.
Council Member Nettles tools his place on the dais.
C. FWPD Violent Crime Response (Assistant Chief Robert Alldredge)
Presentation was given by Assistant Chief Robert Alldredge.
V. Action Items
A. Consideration of Amendment to the FY2023 CCPD Operating Budget to Increase the
Recruitment and Training Initiative by $1,338,876.00, from Available Fund Balance, for an
Additional Police Trainee Class (Class 157) (Public Hearing)
i. Staff Report (Assistant Director Leo Luna)
Presentation was given by Assistant Director Leo Luna
— Director Nettles requested a breakdown of minority/diversity information for the
applicants over the last 3 classes.
— Vice President Bivens requested information on the plan for recruiting using
Historically Black Colleges and Universities (HBCU).
— Director Williams recommended finding ways to create partnerships with
criminal justice departments within the HBCU's.
ii. Public Hearing
There were not speakers registered to speak.
iii. Action
Motion was made by Vice President Bivens and seconded by Director Williams to
close the public hearing and approve in budget increase. The motion passed on a 7-0
vote. Director Nettles was off the dais. Director Firestone was absent.

VII. Board Requests for Future Agenda Items and/or Reports
— Director Nettles requested a breakdown of minority/diversity information for the
applicants over the last 3 policy academy classes.
— Director Crain requested a briefing about Texas Against School Violence.
— Director Blaylock requested additional information on the effectiveness and
funding required to expand the Flock Security Camera program.
— Vice President Bivens requested a comparison of policies salaries and turnover
rates.
— President Flores requested a briefing about the Gun Violence Unit
— Director Flores requested a schedule for financial audits of the CCPD Fund.
VII. Adjourn
With no further presentations or discussions, President Flores adjourned the meeting of the Fort
Worth Crime Control and Prevention Board of Directors at 1:59 p.m., on Tuesday, February 28, 2023.
