thraugh their duly authorized representa�i�cres, enter into t,he
following agreement which amends the Con�ract:

Article I, of the Contrac� is amended �.a include the
additional engineering s�rvices specified �n M&C C-1899'7, aciop�ed
by the City Cauxr.cil an 19 day of March, 2002, and fur�her
amplified in a proposal letter da�ed December 19,2001, copie� o�
which are both attached here�a and �ncorpara�ed herein. The cos�t
to City for the additional service� to be per�armed by Esigineer
�otal $37,100.00.

As requested we ha�e prepared a Proposal for Cantraci Amendment No.-2 for additional
Professional Engineering Services to prepare a new set af contraci documents
(construction plans and specificatians) for the construction of NW 2�th 5treet fram Azle
Aver�ue to Loving A�enue. These contract documents will also include the c�esign of a 48"
water Eine in NW 26th Street within the same limits. Garcia & Associates Engineering, fne.
(G&A) �roposes to pravide the follawing scope af Professional E�gineering Services to
complete Amendment No. 2:
�roject Scvpe Summary
A. Coordinate with the City of �ort Worth (the Owner), to estab�ish the
horizontal alignmer�t of a 48" water line in NW 26th Street from Azle A�enue
to Lo�ing Avenue. Gonnectians wili be made to the exist�ng water system
with�in anci crassing NW 26th Straet, as determiri�d in meetings with City
staff.
B. Design and prepare construction plans for the 48" water line and incorporate
the design jnto previousiy prepared construction plans far NW 26th Street
from Azle Avenue to Loving Avenue. Revlse the previousiy prepared
constructian plans and specifications to provide anly for the constructian of
pavi�g, drainage, water (including the 48" water line} and sanitary sewer
impro�ements for th� segment af NW 26th S#reet from Azle Avenue to l.aving
Avenue. The work to canstruct NW 26ih Street from Market Avenue to
Refugio Avenue and Chestnut Avenue fram NW 2�t" Street to NW 27'n Street
will be d�leted frorn the previously prepared canstruction plans (this work
has pre�iously been ad�ertised for bids). Tne cansiruction plans will include
the following sheets;

Garcia & Associates EngineEring, Inc. proposes to provide Pro#�ssionaE Services for the
referenced Pro3ect, as previously described, for Amendment No 2 for a lump sum fee of
$3i,100.Q0, whici� includes direct expenses estimated at $4,�90.40. The estimated
$�,190.00 in c�irect expense includes an estimated $2,250.00 for repraciuction of
construction plans and specifications by MWBE repraduction company, Arlington Blueline.
At ihe Owner's rec�uest G&A can provide Additional Services upon agreement to �a
supplemental fee. Attaehed for your information is a preliminary Enginee�'s �pinion Of
Probabl� Construction Costs for constructian vf the 48" water line in NW 26th Street from
Azle Aver�ue to �.o�ing Avenue. Also attached is a copy of the fee estimate calculations to
provide Professional Engineering Design Services for the design of the 48" water line and
inaorpor�ti�n of the clesign into the constructian plans and specifications for reconstruction
af NW 26th Street.
After you are satisfied with the scope af services a�d associated fee, p�ease provide us with
a formal Agreement for o�r execution. We will review it promptly and notify you of any
issues we may have. lJpon their settEement, we will return the executed Agreement to yau.

�n November 17, 1998 (M&C C-17122}, the City Cauncil autharized the City Manager #o execui� an
e�gineering agreement with Garcia & Assaciates, Inc. in the amaunt ofi $88,260 for the preparation of
, pians and speci'Fications ior the design of pavement reconstruction and water and sanitary sewer iine
replacements in Chestnufi Auenue and 26th Str�eet. Wendy Lopez & Associates, Inc. acquired Garcia &
� Associaies, lnc. on February 26, 2Q42, and is naw known as Wendy Lopez & Assocfates, inc. dfbla
� LopezGarcia Group ("Engineer"). The Engineer requested that this contract be assigned to the new
� firm. The Engineering Department has consented to #his assignment.
The Water Department has requested a proposed 54-inch water main io be constructed in 26th Street.
This street, from Azle Avenue to Laving Avenue, is a 1898 Capital lmpra.vem�nt Program (CIP) praject
with wrater and sanitary sewer line replacement and pavemenf recanstruction. In order to coordinate
canstruction acti�ities ar�d prevent destruction af �ew pavement, it is required that the praposed 5�4-inch
water main 6� included in this 1998 C1P project,
, The Engineer praposes io perform the desigr� work for a lump sum fee af $37,100. Staff considers this
fee to be fair and reasonable for the scope of setvices propflsed.
Amendment No. 1, which was approved administratively, was for $7,81�.
The Engineer is in compliance with the City's M/WBE Ordinance by committir►g ta an additianal 6%
MMIBE participatian an this Amendment No. 2.
