Autl�orize the City Manager ta execute a cantract with Carter Metropolitan Community Development Corporation (Carter Metro CDC) far the Home Investment Partnerships Program (H�ME) Community Housing De�elopmenf Organization (CHDO) in the amount of $218,351 to continue the developmenf process and construction of hames affiordable fo !ow and moderate-income home�uyers; and 2. A�athorize the contracf to begin on the date af execution, and expire Decembe� 3�, 2Q02; and 3. Authorize extension or renewaf of the contract for up ta one year, if Carter Metro CDC requests an extensian; and 4. Authorize amendment af the contract, if necessary, to achieve project gaals provided that the amendment is within the scope of the praject, and in compliance with applicable faws and regulations; and 5. Authorize Carter Metro CDC to retain a portion of the proceeds, as defined by Section 92.300(a}(2) of the HOME Program. DISCUS510N: On August 1, 200Q (M&C G-12972), the City Council authorized a CHDO cantract with Carter Metra CDC in the amount of $232,7D� (HOME funds). The contract has expir�d, and CarEer Mefro CDC is requesting a time extensian ta complete its goafs. Under the terms of tF�e contract, Carter Metro CDC was to initially canstruct three singfe-family homes for sale to law and moderate-ineome buyars. Carter Metra CDC experienced prolonged delays in the unit design, builder negotiations and site planning. These issues ha�e now been resolved. The approva! of a new contracf for additianal time will allow Carter Metro CDG to ful#ili the terms of the original contract and undertake additional housing de�elopments on lots awned by Carter Metro CDC from funds received from the �ale of these three homes.
