ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 23-1773 To the Mayor and Members of the City Council December 5, 2023 Page 2 of 3 �s *a SUBJECT: INVENTORY OF FORT WORTH HOUSING FINANCE CORPORATION rr' LOTS AND SURPLUS PROPERTY AVAILABLE FOR SALE City of Fort Worth Surplus TAD Number Property Address Council District Status 00831778 2623 Refugio Ave 2 Available for Sale The following conditions must be met to move forward with a sale of developable property owned by City of Fort Worth considered to be surplus: • City-owned land must be accepted as surplus by City Department Clearance. • Typically, City-owned land must be sold through notice and bidding procedures in accordance with Local Government Code Section 272.001 or by a public auction under Section 253 of the Local Government Code. • The City may also sell land by contract with a broker pursuant to Local Government Code Section 253.014, although the property must be sold to whomever makes the highest cash offer. • City-surplus land may be sold directly for no less than fair market value,without notice and bidding procedures or a public auction, if the land is located in a reinvestment zone (Neighborhood Empower Zone or Tax Increment Reinvestment Zone) designated as provided by law and the City desires to have the land developed under a project plan adopted by the City for the zone. • Local Government Code Section 272.001(g)also allows the City to directly sell land for the development of low-income or moderate-income housing for less than fair market value if the sale serves a public purpose.
