CALL TO ORDER
With a quorum of the City Council Members present, Mayor Parker called the City
Council Regular Session of the Fort Worth City Council to order 10:02 a.m. on Tuesday,
October 31, 2023, in the City Council Chamber of the Fort Worth City Hall, 200 Texas
Street, Fort Worth, Texas.

Council Member Crain advised that he filed a Conflict of Interest Affidavit with
the City Secretary's Office pertaining to M&C 23-0942 and would abstain from
voting on this issue.
Motion: Mayor Pro tem Bivens made a motion, seconded by Council Member
Nettles that M&C 23-0942 be approved and Ordinance No.
26560-10-2023 be adopted. Motion passed 10-0, with one abstention
from Council Member Crain.

Motion: Council Member Lauersdorf made a motion, seconded by Mayor Pro tern
Bivens, that Brian Black be reappointed to Place 4 of the Building
Standards Commission effective October 31, 2023, and with a term expiring
October 1, 2024. Motion passed 11-0.

Motion: Council Member Williams made a motion, seconded by Council Member

Motion: Council Member Beck made a motion, seconded by Council Member
Flores, that M&C 23-0940 be approved and Ordinance No. 26561-10-2023
be adopted. Motion passed 11-0.
2. M&C 23-0909 (CD 8) Conduct Public Hearing, Authorize Execution of Municipal
Services Agreement and Consider Adopting Ordinance for the Proposed
Owner -Initiated Annexation of Approximately 134.12 Acres of Land in Tarrant

Domain to Acquire 0.618 Acres in Permanent Drainage Easement and 0.045
Acres in Temporary Construction Easement from Real Property Owned by Vass'e
Enterprises, Located at 4201 South Cravens Road in the James M. Daniels

Motion: Mayor Pro tem Bivens made a motion, seconded by Council Member
Crain, that M&C 23-0934 be approved and adopt Resolution No.
5839-10-2023 authorizing the use of power of eminent domain to
acquire 0.618 acres in permanent drainage easement and 0.045 acres in
temporary construction easement from real property owned by Vass'e
Enterprises, located at 4201 S. Cravens Drive in the James M. Daniel
Survey, Abstract No. 395, Tracts 3, 3D, 3E, 3F, 3F1, 3G, Tarrant
County, Texas. The property is needed for the Hazardous Roadway
Overtopping Mitigation South Cravens Road Culvert Improvements
Project (City Project No. 103398), a public use project that will replace
the bridge (S. Cravens Road) and increase drainage capability to
eliminate flooding.
