Oncor Discretionary Service Agreement Purpose Statement:
The N. Crowley Rd & N. Crowley Cleburne Rd Intersection Improvements project consists of turn lane
modifications and additions along with traffic signal, pedestrian ramp and crosswalk improvements on three of
the four directions of the intersection. The existing northbound and southbound left turn lanes on N Crowley
Road (FM 731) will be lengthened and restriped. Right turn lanes in each direction will also be added by
restriping the existing concrete shoulders. A dedicated right turn lane will be added to eastbound N. Crowley
Cleburne Road and a dual left-turn lane will be constructed for northbound N. Crowley Road.
This Discretionary Service Agreement with Oncor Electric Delivery Company LLC (Oncor) will fund the removal
and replacement of the existing power poles on the eastern side of the intersection of N. Crowley Rd & N.
Crowley Cleburne Rd to be outside of the proposed intersection improvements. The removal of the existing
power poles will allow for the connection of Crowley Pride Drive to properly connect to the intersection of N.
Crowley Rd & N. Crowley Cleburne Rd. Currently the existing power poles are in an Oncor easement.
The City will not be acquiring any property for Oncor with this agreement and shall only be to pay for the
construction costs associated with removal and replacement of the Oncor poles and associated lines. The final
location of Oncor’s facilities will be within the public ROW at this intersection.
The total combined cost of the Discretionary Service Agreement is $27,227.23. City staff considers these costs to
be fair and reasonable for the proposed scope of services.
