HomeMy WebLinkAboutResolution 5856-12-2023 A Resolution NO. 5856-12-2023 DESIGNATING THE SEMINARY AND WORTH HEIGHTS NEIGHBORHOODS AS THE NEIGHBORHOOD IMPROVEMENT PROGRAM TARGET AREAS FOR FISCAL YEAR 2024 AND SUPPORTING THE USE OF $8,086,000.00 IN CAPITAL FUNDS FOR THE PROGRAM WHEREAS, the City of Fort Worth ("City") values its diverse neighborhoods as core building blocks of a great city; and WHEREAS, the City Council recognizes that some of its neighborhoods face certain economic and social challenges that impact the City's overall livability and cause vulnerability for some of its residents: and WHEREAS, the City has engaged its residents and other stakeholders as equal partners in creating and sustaining thriving neighborhoods that are safe, healthy, attractive, and economically stable; and WHEREAS, the City's Neighborhood Improvement Program is a comprehensive community initiative led by its Neighborhood Services Department ("NSD") that utilizes a data- driven selection process to identify the highest need census tracts and targets funds that improve the quality of life and overall health and well -being of residents in targeted neighborhoods by utilizing a percentage of the City's pay-as-you-go capital funding; and WHEREAS, the Neighborhood Improvement Program (NIP) provides strategies and allocation of resources for neighborhood improvement through deep public engagement and a project planning process involving almost all city departments where resident opinions are gathered through a series of events and neighborhood activities ; and WHEREAS, since the initial pilot of Cavile Place and Stop Six in Fiscal Year 2017 (Resolution No. 4722-12-2016), the NIP has gone onto benefit the following target areas :Ash Crescent Neighborhood (FY2018, Resolution No. 4901 -01-2018), Northside Neighborhood (FY2019, Resolution No. 5031 -01-2019), Rosemont Neighborhood (FY2020, Resolution No. 5181-01-2020), Como Neighborhood (FY21, Resolution No. 5308 -12-2020), Las Vegas Trail Neighborhood ( FY22, Resolution No. 5308 -12-2020), and Historic Marine Neighborhood (FY23, Resolution No. 5672-12-2022). k WHEREAS, the adopted Fiscal Year 2024 budget increases the funding rate for the NIP over prior years and supports revitalizing two challenged neighborhoods by allocating funds for capital improvements, with the allocation for Fiscal Year 2024 being $8,086,000.00; and WHEREAS, the census tract and surrounding neighborhood known as Seminary, specifically the neighborhood areas shown in the attached Exhibit "A," has met the NIP selection criteria and is recommended for designation as one of the Neighborhood Improvement Program's Target Area for the current fiscal year; and WHEREAS, the census tract and surrounding neighborhood known as Worth Heights, specifically the neighborhood areas shown in the attached Exhibit "B," has met the NIP selection f i i criteria and is recommended for designation as one of the Neighborhood Improvement Program's Target Area for the current fiscal year. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS THAT: The City Council designates the portions of the Seminary and Worth Heights Neighborhood depicted in the attached Exhibits "A" and "B" as the Neighborhood Improvement Program's Target Areas for Fiscal Year 2024 and supports the investment of $4,043,000 in each neighborhood for a total of $8,086,000.00 in capital funds for capital f projects to improve public safety and attract private investment in order to promote economic revitalization and improve quality of life and overall health and wellbeing of neighborhood residents.
