SYSTEM PURCHASE AGREEMENT
BETWEEN CITY OF FORT WORTH AND
MOTOROLA SOLUTIONS INC.
This Amendment N'o�. 6 ("Amendment") to City Secretary Contract No. 41910 System Purchase
Agreement ("Agreement"), is made and entered into by and between the City of Fort Worth the
"C,ity"), a home rule municipal corporation situated in portions of T'arrant, Denton, and Wise
Counties, Texas acting by and through Susan Alanis; its duly authorized Assistant City
Manager, and Motorola Solutions, Inc., ("Consultant"), acting by and through Dan Delaney its
duly authorized MSSI Vice President, collectively referred to as the "Parties."
RECITALS
The following provisions are true and correct and form the basis of this Amendment..
WHEREAS, on or about June 14, 2011, the parties entered into a System Purchase Agreement
("Agreement") to purchase a P25 Radio Communication System. The Agreement is a public
document on file in the City's Secretary Office and referenced as: City Secretary Contract No.
("CSC") 41910-7 and
WHEREAS, on or about May 23, 2012, the parties subsequently amended the Agreement via
CSC No. 4191 O-Al I to incorporate changes a:lgreed, to: during, the Design Review and in
accordance with the Agreement, to modify pricing structure, system description, scope of
services, acceptance testing, equipment, LTE services, and other items as deemed necessary
and agreed to by the Parties,- and further amended the agreement on or about' May, 23, 2012,

via CSC N 41910-A2, to extend the pricing provision and modify provisions for equipment,
storage; and, further amended the Agreement on or about August 1, 2012,1 via CSC No. 419101-
A-3 to incorporate changes in the Astro, Repeater (ARS) site location from Texas Motor
Speedway "T' S" to American Tower Corporation Roanoke Site ("Roanoke ATC"); and further
amended the Agreement on or about January 251, 2013, via CSC No. 41910-A-4 to incorporate
changes for subscriber hardware and installations,: training, and work at radio sites deemed
necessary and agreed to by the Parties and further amended the Agreement on or about April
2,61 2013, via CSC No. 41(91 01-A-5 to incorporate changes in design, equipment, and installation,
for work at Burnett Plaza %".)it,e, Roanoke Site, Bergh 2 site, and Eagle Mountain Site. CSC Nos.
419107 41910-Al, 4,19,101--A2, 41910-A31 41910-A4, and 41910-A5 are hereby collectively
referred to as the ("Agreement"); and
WHEREAS;, the Parties now wish to amend the agreement to incorporate changes in design,
equipment, installation and work at Burnett Plaza Site, Eagle Mountain Site, Rolling Hills Site)
North Beach Site, Roanoke Site, Bergh, Site, Bolt Street Site, and Westland 6 ,Site..

NOW, THEREFORE, for good and valuable consideration, the receipt and adequacy of which
are hereby a�cknowl�edged�, the City and Consultant agree as follows,-

The agreement shall be modified to incorporate changes, in design, e�qu%pment,
installation and work as agreed to by the Parties set forth herein and in Exhibit "A," Change
Order No. 6 and the attached documents, including the Burnett Plaza Site Statement of Work
(S,OW), and the Change Order Pricing Summary; all of which are attached hereto or
incorporated by reference and hereby made part of this Agreement.

All other provisions of the Agreement that are not expressly amended herein shall
remain in full force and effect.

Change, Order 61— Burnett Plaza Site SOW version, 3
Burnett Plaza is a downtown, high, rise building site that will include civil,construction,, electrical, and
antenna system installation services as described in this SOW'. The City of Fort Worth will lease a
communications equipment room on the 31't floor for the 1325 system deployment, with anteinna
systems installed on the roof above the 42nD floor.Tasks to be involved with this site implementation are
described in this Statement of Work.
The responsibilities listed in this Change Order 6 Statement of Work replace the responsibilities in the
Change Order 5 Statement of Work.
All installations will be compliant with City codes and Motorola's R56 Standards and Guidelines for
Communications Sites,which include applicable NEC and other guidelines, to the extent,possible.
City of Fort Worth Civil and Construction Responsibilities
1. Lease the communications equipment room and rooftop usage as needed for the project
2. Provide and make arrangements for Motorola and Motorola subcontractor access to the site to
complete the work
3. Perform engineering and design work of the communications room, and supporting
requirements, including: structural analysis, provisions for all power and HVAC systems, any and,
all' coring needed for cables and wiring, and advise of any requirements needed to complete the
work described, in this SOW
4. Construct the communications room, including, but not limited to: floors, walls, ceilings, doors,
lochs, windows, window coverings, lights, HVAC, air dlucts, temperature control, and security
equipment
5. Comply with any City codes required for the construction and electrical work
6. Provide the final construction drawings of the leased and support areas for use in completing
the work, including Motorola-supplied information for any Motorola equipment or work to be
performed
7. Provide the final electrical design, including the main service sizing and electrical one-line
drawings
8. Update the final drawings,with Motorola, input of redlines, identifying any corrections needed, as
may be decided during construction and implementation
9. Supply the primary 3-phase electrical service, and electrical service panel, inside the,
communications equipment room: on the 31't floor— of sufficient capacity to supply ail of the
communications equipment and all additional requirements of the communications room,
a. The Motorola-supplied U'PS-backed distribution panel will require a 200-amp circuit
from the City-supplied main panel
10. Provide the electrical transformer that will supply 120VAC power to the communications
equipment, including the UPS-backed electrical panel(s)
11. Install Motorola supplied Type,2 protection on the main electrical service per 11,56 standards
12. All permitting as necessary for work described in this SOW
13. Provide and install generator with fuel tank and all accessories to fully power-back the main
panel supplied in the communications room, along with all equipment to be operated in the
room
14. Provide cored holes of at least 25"x 25" to support the cable ladder and all coaxial cables
between floors that lead up,from the 3,1"floor to the roof.W'ith the exception of the transitions
above the 4t floor, cored holes should be positioned,on top of each other, with only minor
exceptions in a few areas between floors that may require slight adjustment to the cable ladder
path.
15. Burnett Plaza buildling management will need to approve the installation and work before
proceeding.,
161. Provide and install all telecommunication links for connection to the P25 system or any of the
communications equipment
17. Install,any communications equipment needed that is not to be installed by Motorola
a. Motorola will install the identified equipment for the P25 radio communications system,,
as defined' in the original contract, and this,S,OW
b. Motorola will relocate and install the 700 MHz base station for Interface with the
Daillas/COlG system in the new,communications room—which was originally provided in
the Phase 1 P25 Project
18. Install any necessary sensors and/or wire any alarms for equipment that is not installed by
Motorola to the, MOSCAD punch block. For example, door alarms,generator, ATS, dehydrator,
Type 2 SPD, and HVAC.
191. Ground any ancillary support items to M,GB or IPGB per Motorola R56 standards (i.e.g, metal
door frame, HVAC holusing, City-installed electrical panels, ducts, vents,., etc.)
20. Ensure that 500 kcrnil down conductor is connected'to building electrical service grounding
electrode(s)
21. Reposition any electrical devices or conduits, necessary to support the coaxial cable entry on the
31't floor, and the coaxial cable path through the cored-holes to the roof
22. Install any non-UPS backed electrical suibpainiels,acrd ground to IPGB, along with any additional
outlets inside the room
Motorola Civil, Construction, and Electrical Installation Responsibi 1i-times
1. Supply and install cable tray system
2. Install separate conduit, wire old, or similar power cable raceway, decoupled from the main
cable tray, to support the electrical power wiring over the communication racks
3. install 36-hole coaxial cable entry panel on wall leading to adjacent eliectricail,chase area
4. Supply and install copper Master Ground Bus (MGR) under coaxial cable entry panel to support
up to 36 2-hoe lug connections
5. Supply and install#2/0 equipment ground bus,on cable tray system per Motorola, R56 standards
6. Transport 64 kVA, UPS, bypass switch cabinet, and battery cabinet from Motorola project
warehouse to final site location
7. Install 6,4 kVA UPS, bypass switch, and batteries per floor layout
8.
Supply and install one main UPS distribution panel (approximately 201"W x 60"'H x 611D)
9. Supply and install'Type 1 surge protector on UPS-backed distribution panel
10. Supply and install, four 42-circuit electrical subpanels (approximately 20"W x 38"Hi x 6"D) that
can support up to 1681 V'AC circuits, backed by the UPS
11. Install up to twelve (12), Motorola-SLippl,ied Transtector OP820 Series Surge Protectors at the top
of communication racks
a. These will have, to be Installed in a later visit, after communication racks have been
installed by others
b. Note that 9 of the 12 OP820 SP )s are identified in the current Motorola-supplied floor
layout
c. Up to 3 additional can be installed for City-supplied communications equipment in the
racks, or separate drops (up to 20) can be supplied instead. 'This will be determined in
the City's final design prior to instaillation,for a,total,of 15 0 circuits.
12. Individually wire each of eight (8) circuits per OP820 SIT to a 20-amp circuit breaker, in the U'PS-
ba,cked electrical suibpa,nel, (up to 9i6 circuits)
13. Supply and install Interior Perimeter Ground Bus, (IRGB) per otoroil,a R56 standards and floor
layout,—minimum #1/0 AWG
14. Supply and Install ground wire and bond the following to the MGB or 1PGB per Motorola, R56
standards

from the 42nd floor communications room,,through existing Burnett Plaza chases, to the 31"
floor communications room
26. Supply and install Scientel-specified fiber distribution panels for the 6-strand fiber, on the wall at
the nearest practical point to the final communications equipment, and terminate fiber in the
distribution panels
27. Supply and install Scientel-specified unistrut and waveguide support materials in 31st floor
communications room to support 3 microwave waveguides routed to,the microwave equipmeint
location
City oif Fort Wori Antenna Systeim Installation Reis ponsi bi lifies,
1. Relocate or remove all existing obstacles, on each floor of the antenna system cabling route,
that are necessary to install the, new wave guide and coaxial cables and support ladders or trays,
prior to Motorola beginning the innstalilation of the antenna systems and, supports. Obstacles
noted, during site walks include,for example, various electrical components,, panels, conduits,
piping, transformers, etc.
2. With the exception of the coaxial cable entry to the commun Wations room on floor 31, core all
holes necessary for the antenna system, installation, including above the 42nd floor to the roof

4. Provide 2 DB224 antennas for Motorola installation (Hiigh Water system)
5. Supply end install jumpers inside of communications room from Moto rolla-insta I led polyphasers

N,PSPAC repeaters at such time as the City relocates these to the 31 floor.This will include final
termination to the existing antennas, tower mounted amplifier, and repeaters.

with the completion of the NPSP,A `antenna systern installation, and performance
related to existing equipment to be reused

Motorola Antenna System Installation Responsibilities
1. Transport all Motorola-provided equipment to site
2. or with the City of Fort Worth and Burnett Plaza building management to create a final
construction schedule, coordinate all installations, and observe any requirements for the work
Pre-Work to Antenna System Installations(prior to delivery of Motorola-supplied antenna system

3. Supply and install 6-hole, 20"' cable ladder between all floors and to the roof level-. up to, 12
floors @ 13 feet per floor
4. Supply and instalil horizontal cable tray and all cable support hardware on 31't floor between the
cable entry of the equipment room and the vertical cable ladder
a. Provide copper bus bars and bloind to building interior 50O cmil down conductor on 361h
and 3,1t floors
b. Bond interior cable ladder to, interior 500 kcmil, down conductor on top floor and to bus
bars,on 36 th and 31"'floors
5. Supply and install cable tray and all cable support hardware on 41st floor generator room level
horizontally(up to 4,0 feet) for further route,vertically to the roof
6. Supply and install cable tray and all cable support hardware in the 41't floor generator room to
route all waveguide and coaxial cable to the opposite side of the room , with further routing
,d;
through the 42 1 floor and to the roof
7. Supply and instaill, outside "doghouse or coaxial cable covering and protection,, on the roof—
obtain Burnett Pliaza approval prior to beginning work

91. Bond exterior cable ladder to LPS down conductor at top and bottom of run —irreversible crimp
or cadweld
10. Supply and install any hardware, or work needed to transition coaxial cables to inside, parapet
area—with Burnett Plaza approval
11. Supply and install any necessary hardware or cable ladder to top of parapet area (approximatelly
25') for routing coaxial cables to final location of antennas and Tower Mounted Amplifiers
(TMAs)
12. Provide and install tinned,-copper external ground bar (EGB) at doghouse entry area, and bond
to LP'S down conductor
a. Note., tinned-copper will not be needed for internal ground b�alrs, they may be copper
only
13. Provide and install' cable entry port panel as needed,
14. Bond doghouse covering, entry port panel, and adjacent vent covering to ECB
15. Bond newly-installed, exterior cable ladder and covering, to LPS down conductor at top and
bottom
16. Schedule and provide for hoisting all materials,to the rooftop as may be necessary
Antenna System Installations I of 3 (once Motoriola-supplied equipment is del rled).-
17. Transport 8 RF antennas, 2, TMAs, 4 GPIS antennas, all associated i waveguide and coaxial cable,
and all ancillary equipment to,the site,for installation
a., Note: Two RF antennas and 1 TMA have already been installed and will be used as part
of the finilal, 8 P25 system antennas and 3 TM s. New coaxial cable will be supplied and
installed to use with these, 2 existing antennas and 1 TM A, as they will be transition,ed to
the new 31"t floor equipment r,00lr .
b. Note: The, City of Fort Worth will supply 2 additional antennas (0B420 andl 224) for
installation of 2 additional radios (Siren and High Water systems). Motorola willl install
these antennas, and will supply and install the associated) antenna mounts, plenum and
UV rated coaxial cables, connectors, ground kits, hoist grips, polyphasers, and top
mounted jump:ers,for these!2 additional radios.
18. Hoist all equipment to rooftop as required
19. Lower previously used 700 MHz Phase 1 COG antennas currently stored on the rooftop, and
provide to Fort Worth for relocation and storage.
20. Supply,and install 5 transmit antennas, and 8 associated 15/8," ILI F coaxial cables
(approximately 2,5101" of plenum and 150' non-plenum coaxial cable per antenna)
a. Four of the 15/8" LDF will be installed with 4 new P25 antennas
bi. One of the 15/8" LDF will be installed and prepared for later connection to an existing
P25 system antenna
c. One of the 151/8" LD,F'will be installed with the top:connector weatherproof plugged,,
near the existing,700 MHz COG TX antenna for later connection when replacement
radios are installed on the 31't floor
d. One of these 15/8" LDF will be installed with the top connector weatherproof plugged,
near the existing Siren radio antenna for later connection when the Siren radio,is moved
down to the 31't floor
e. one of these 151/8" LDF will be installed with the top connector weatherproof plugged,
near the existing Smartnet system transmit antenna and used by the City at a later time
for the relocated NPS,PAC repeaters
21. Supply and install 3 receive antennas, and 7 associated 7/8" LDF coaxial cable (approxirnately
250' of plenum and 1501' of non-plenum coaxial cable per antenna)
al. Two of the 7/8" LIEF will be installed with 2 new P25 antennas
b. One of the 7/8" LDF will be installed with the top connector weatherproof plugged, near
an exi'siting P251 system RX antenna,for later connection to the P25 system on the 31"
floor
c. One of the 7/8"will be installed with the top connector weatherproof plugged, near the
existin:g'700 MHz COG RX antenna for later,connection when the replacement radios are
installed on the 31"floor
d. One of these 7/8" LDF will be installed; with the top,connector weatherproof plugged,
near the existing High Water radio antenna for later connection when the High Water
radio is moved down to the 31't floor
e. One of these 7/8" LDF will be installed and terminated to a new City-supplied DB 2
High Water antenna
i. Motorola/MTSI will mount the new City-supplied DB224 antenna
f. One of these 7/8" LDF will be installed with the top connector weatherproof plugged,
near the existing Smiartnet,system receive antenna and used by the City at a later time
for the relocated NPSPAC repeaters
22. Supply andl install 2 tower-mounted amplifiers, and 4 associated 1,/2" LDF coaxial cable
(approximately 250" of plenum and 150' of non-plenum coaxial cable per TMA)
a. Two Y?" LDF °iill be installed with 2 new P25 TMAs,
b. One Y2" LDF w ill be installed with top connector weatherproof plugged, near an existing
P25 TMA for later connection after new equipment is installed!on the 31't floor
c. One of these Y2" LDF will be installed with the top connectoir weatherproof plugged,
near the existing Smartnet system tower-mounted amplifier and used by the C'ity at a
lateir time for the relocated NPSPAC repeaters,
B. Supply and install 4 rooftop mounted GS antennas and 4 associated: Y2" coaxial cable
(approximately 250' of plenum and 150' of non-plenum coaxial cable per antenna)
24. The ea i'sting Phase 2 P25 TX antenna, RX antenna, and TMA will remain in operation, initially with
existing coaxial cable that terminates in the, City of Fort Worth 42nd flooir equipment room.
Motor ola/MTSI will install the new coaxial cable, weatherproof, and terminate near the existing,
antennas and TMA for later hooikupi. Later, after completion of eqluipment, installations and
program,, return to disconnect the existing coaxial cable that currently terminates to equipment
on the 4,2,nd
I floor, and connect the newer cables that have been pre-in�stall'ed and terminate to
the new area on the 31't floor.
25. Supply and install Scientel-specified 2 EW- O and 1 EW-63 waveguides, approxim atelly 150'
jacketed, and 250 non-jacketed
a. Remove the Jacketing of all 3 waveguidies after entry to the spec,ifield, plenurn areas, to
comply with plenum rating requirements
b. One EW-90 wave guide will be installed with top connector weatherproof plugged near
an existing 11,(MHz dish for later connection after,equipment is installed on the 31't floor
c. One EW-90 wav,eguide will be installed with top connector weatherproof plugged near a
City-splecified location for termination to a new City-installed dish
d. One EW-63 wave guide will be installed with top connector weatherproof plugged near
an existing 6 GHz dish for later connection after equipment is installed on the, 31s'flloor
26. Supply and install Scientel-specified waveguide pressurization equipment, on the 31't floor and
pressurize all 3 wa:veguid,es
