HomeMy WebLinkAboutOrdinance 20855-08-2013 Ordinance No. 20855-08-2013 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $150,000.00, SUBJECT TO RECEIPT OF A GRANT FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY, FOR THE PURPOSE OF PROVIDING FUNDING FOR THE COOPERATING TECHNICAL PARTNERS PROGRAM TO PRODUCE FLOOD INSIJRANCE RATE MAPS AND OTHER FLOOD HAZARD INFORMATION; PROVIDING FOR A SEVERABit,uy CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCff.,OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of$150,000.00, subject to receipt of a grant from the Federal Emergency Management Agency, for the purpose of providing funding for the Cooperating Technical Partners Program to produce flood insurance rate maps and other flood hazard information. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision,opirnon orjudgment shall in noway impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No, 2041 1-09-20 1 2 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the application for and acceptance of, if awarded, a grant from the Federal Emergency Management Agency in the amount up to $150,000.00 for the Cooperating Technical Partners Program; 2. Authorize the execution of a contract with the Federal Emergency Management Agency for the Cooperating Technical Partners Program to manage flood plain boundaries for the period October 1, 2013 through September 30, 2014, upon receipt of the grant; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount up to $150,000.00, subject to receipt of the grant. DISCUSSION: The purpose of this Mayor and Council Communication is to authorize a grant application to the Federal Emergency Management Agency (FEMA)for the Cooperating Technical Partners (CTP) Program to provide funding to produce flood insurance rate maps and other flood hazard information for 15 streams. The purpose of the CTP Program is to provide an innovative approach between FEMA and local communities that have the capability to become active participants in the FEMA flood hazard mapping program. Communities that participate in the CTP Program collaborate directly with FEMA in maintaining up-to-date flood hazard maps and flood hazard information. The overall outcome of this effort will be more timely development of accurate floodplain maps, leading to savings in flood insurance premiums to many Fort Worth residents. Staff estimates that this specific effort could save up to a total of$200,000.00 per year in flood insurance premiums. FEMA has notified the City of Fort Worth that funds are available for the CTP Program. The Storm Water Management Division of the Transportation and Public Works Department will administer the CTP Program. This program serves ALL COUNCIL DISTRICTS. FISCAL INFORMATION /CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the Logname: 20FEMACTP I3-14 Page 1 of 2 Fiscal Year 2014 operating budget, as appropriated, of the Grants Fund.
