The existing 96-inch sluice gate is located between the west chlorine contact basin and final effluent pumps basin where the reclaimlmp
station is located . The actuator on this sluice gate was found to be broken and a replacement is needed to operate and isolate the tw asin
when the reclaim pump station is in operation . A new TSS meter was identified by the engineer and staff to be used in conjunction wi
proposed turbidity meter as requ ired by Texas Comm ission on Environmental Quality (TCEQ); to assist plant staff in maintaining min~
reclaim water standards at the reclaimed pump station.
It is understood and agreed that the acceptance of this Change Order by the contractor constitutes an accord and satisfaction and represents payment
in full (both time and money) for all costs arising out of, or incidental to , the above Change Order.

Dear Ms. Goderya:
CP&Y recommends approval ~ustiflcation for approval of the PCM is presented in the
following paragraphs. ·
The Village Creek Reclaimed Water Eastern Delivery System Pump Station No. 1 is located at the Village
Creek Chlorine Contact Basin 2 effluent. Disinfected water from the CCB supplies the reclaimed water
pump station. Chlorine Contact Basin 2 has two parallel plug-flow chlorination basins, each with gates at
the influent and effluent ends of the basin. Either or both sides of the CCB may be in service as required
to treat the plant flow. To properly operate the CCB and to provide chlorinated water to the Reclaimed
Water Eastern Delivery System, the gates within the CCB must be functional.
The effluent sluice gate on the western half of Chlorine Contact Basin 2 has an inoperable gate actuator
and cannot be operated normally. The required repair will involve replacing the actuator and associated
electrical items.
We have reviewed the proposed costs and are of the opinion the costs are reasonable and fair.

PCM-002 TSS Meter

Dear Ms. Goderya:
CP&Y recommends approval of PCM-002. Justification for approval of the PCM is presented in the
following paragraph.
The current design includes a turbidimeter that measures turbidity downstream of the reclaimed water
pump station. Since flows have increased over the last year, treated water quality concerns related to
fecal coliform counts have risen. The turbidimeter is required by the Texas Commission on
Environmental Quality; however, it is not considered an accurate predictor of potentially high fecal
coliform counts in the reclaimed water. Since fecal coliforms correlate better to Total Suspended Solids
(TSS) than turbidity, it was recommend by CP&Y and agreed to by plant staff to add a low concentration
TSS meter, which will provide operators more enhanced monitoring of the water quality in the
reclaimed water system.
We have reviewed the proposed costs and are of the opinion the costs are reasonable and fair.

REC OMMENDATION :
It is recommended that the City Council a uthorize the City Manager to execute Change Order No . 1 in the
Amount of $42,427 .00 to City Secretary Contract No. 39655 with Ark Contracting Services , LLC , for the

contract to $3 ,210 ,007 .00 .
DISCUS SION:
On D ecember 8, 2009, (M&C C-23964) the City Council authorized the execution of a construction contract
in the amount of $3,167,580.00 with Ark Contracting mService s , LLC, for the Village Creek Reclaimed
Water Ea stern Delivery Sys tem Pump Station No. 1.
Change Order No . 1 include s the in stallation of two items: 96-inch Sluice Gate Actuator and Total

work.
