CP&Y recommends approval of PCM-0>3. Justification for approval of the PCM Is presented in the
following paragraph.
The Village Creek Reclaimed Water Eastern Delivery System Pump Station No. 1 is located at the Village
Creek Chlorine Contact Basin 2 effluent. Chlorine disinfected water from the CCB supplies the reclaimed
water pump station. Chlorine Contact Basin 2 has two parallel plug-flow chlorination basins, each with
gates at the influent and effluent ends of the basin. Either or both sides of the CCB may be in service as
required to treat the plant flow. To properly operate the CCB and to provide chlorinated water to the
Reclaimed Water Eastern Delivery System, the gates within the CCB must be functional. The effluent
sluice gate on the eastern half of Chlorine Contact Basin 2 was damaged during a storm event on
September 8, 2010 and cannot be operated. The required repair will involve replacing the stem, stem
guides, electric operator and associated items.
We have reviewed the proposed costs and are of the opinion the costs are reasonable and fair .

The Owner proposes to make the following additions, modifications or deletlom to the work
described in the Contract Documents. Authorization to proceed with these changes must be
approftd by Field Order or Change Order in accordanee with die Contract Documents.
A change orda' is necessary to modify the Reclaimed Water Wet Well to provide isolation of reclaimed
water from flow in the Chlorine Contact Basin and to provide adequate wet well volume.
The contractor shall incrca.se the si7.e of the reclaimed water wet well by connecting a second bay which
contains a CCB high-flow effluent pump.
The pump and motor shall be removed and this bay sball provide additional volume to the reclaimed water
wet well
The walls of the two existing bays will be modified to create the reclaimed wab:r wet well. Portions of the
walls that form tho oub:r perimcta' of the wet well will be raised 11 feet to a height of 472. 7 ft, which is
equal to the height of the walkway platform abo~ the CCB.
The oUb:r walls of the wet well will also be strengthened with concrete columns and beams to withstand the
potential water depth diffi:rcntial between the wet well and the CCB.
A 6 ft x 7 ft slide gate and a bulkhead will be added on the openings between the CCB and the Reclaimed
Water Wet Well.
All General Specifications of the original contract shall apply.

following paragraph. -~
Future upgrades at Village Creek Wastewater Treatment Plant will involve adding UV disinfection of
filtered effluent to better ensure a high reuse water quality. Water that is reclaimed and provided to
reuse customers connected to the VIiiage Creek Eastern Delivery System will lnitlally be disinfected in
the existing chlorine contact basin, but this will change when the future UV disinfection system ls
installed. A change order is necessary to modify the Reclaimed Water Wet Well to provide isolation of
reclaimed water from flow in the Chlorine Contact Basin and to provide adequate wet well volume.
The current wet well is located near the effluent of the CCB in a single pump bay originally designed for
an expansion CCB high-flow effluent pump. However, the pump was never installed and this bay was
converted for installation of the three reclaimed water pumps that will feed the Eastern Delivery
System. The size of the reclaimed water wet well will be increased by connecting a second bay which
contains a CCB high-flow effluent pump. The pump in this second bay has been out of service for several
years and Is not needed. The pump and motor shall be removed and this bay shall provide additional
volume to the reclaimed water wet well. The walls of the two existing bays will be modified to create
the reclaimed water wet well. Portions of the walls that form the outer perimeter of the wet well will be
raised 11 feet to a he ight of 472.7 ft, which is equal to the height of the walkway platform above the
CCB. The outer walls of the wet well will also be strengthened with concrete columns and beams to
withstand the potential water depth differential between the wet well and the CCB. A 6 ft x 7 ft slide
gate will be added on the opening between the CCB and the Reclaimed Water Wet Well.
Initially the wet well wiU receive flow from the CCB through the slide gate which will be open for normal
operation. In the future, the proposed influent pipe to the wet well will be connected to the UV system

Authorize Change Order No. 2 in the Amount of $312,705 .00 to City Secretary Contract No. 39655 with Ark
Contracting Services, LLC , for the Village Creek Reclaimed Water Eastern Delivery System Pump Station
No. 1, Located at the Village Creek Wastewater Treatment Plant (COUNCIL DISTRICT 5)
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Change Order No. 2 in the
Amount of$312 ,705.00 to City Secretary Contract No. 39655 with Ark Contracting Services, LLC , for the
Village Creek Reclaimed Water Eastern Delivery System Pump Station No. 1, located at the Village Creek
Wastewater Treatment Plant, thereby revising the total contract to $3 ,522 ,712.00 .
DISCUSSION:
On December 08, 2009, (M&C C-23964) the City Council authorized the City Manager to execute a
construction contract in the amount of $3 ,167,580 .00 with Ark Contracting Services , LLC , for the Village
Creek Reclaimed Water Eastern Delivery System Pump Station No. 1.
On November 16 , 2010 , (M&C C-24603) Change Order No. 1 (in the amount of $42,427 .00) was
authorized to include the installation of a 96-inch Sluice Gate Actuator and a Total Suspended Solids
(TSS) meter.
Change Order No . 2 includes the following two items. One is the repai r and replacement of a 96-inch
sluice gate stem and electric operator. The existing 96-inch sluice gate is located between the east
chlorine contact basin and final effluent pumps basin where the reclaim pump station is located . Th is
sluice gate is old and was damaged during a storm event. A replacement is needed to operate and isolate
the two basins when the reclaim pump station is in operation . The second, is the modification of the
reclaimed water wetwell to provide adequate volume , as well as the isolation of reclaimed flows from the
chlorine contact basin and other regular plant effluent for the purpose of additional disinfection.
Staff has reviewed th is change order and is in agreement with the scope of work and costs associated
with the work .
Ark Contracting Services , LLC , is in compliance with the City's M/WBE ordinance by committing to an
additional nine percent M/WBE participation on this Change Order No. 2 . The City's goal on this change
order is seven percent.
This project serves the eastern and northern parts of the City and is located in COUNCIL DISTRICT 5,
MAPSCO 68N .
FISCAL INFORMATION/ CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
budget, as appropriated , of the ARRA 2009 SRF Reclaim Water Fund .
