Ordinance No. ~ ~~~~„ 'c~C)~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AIRPORT GRANT FUND IN THE AMOUNT OF $2,700,000 SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTAION, AVIATION DIVISION FOR THE PURPOSE OF FUNDING PHASE TWO CONSTRUCTION OF AIRFIELD INFRASTRUCTURE UPGRADES AT FORT WORTH SPINKS AIRPORT; MAKING THIS ORDINANCE CUMULATIVE OF' PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE !T ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 9 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Airport Grant Fund in the amount of $2,700,000 subject to receipt of the grant from the Texas Department of Transportation, Aviation Division for the purpose of funding phase two construction of ai~eld infrastructure upgrades at Fort Worth Spinks Airport. That should any portion, section or part of a section of this ord'€nance be declared invalid, inoperative ar void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16069 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the transfer of funds in the amount of $270,000 from the Special Assessments Fund to the Airport Grants Fund for the City`s '! D°/a match; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $2,7DD,DDD, subject to receipt of the grant. Dlscussi!©N: The Texas Department of Transportation Aviation (TXDOT) Division has notified the City that the third and final grant to fund the airfield infrastructure improvements at Fort Worth Spinks Airport is tentatively available. The airfield improvements are designed to signii'tcantly enhance the Airport's operational capabilities. The upgrades included a 75,000 square foot terminal ramp extension, the installation of medium intensity taxiway fights, as well as runway and taxiway overlay and re-striping. These upgrades will enhance evening flight operations, provide additional ramp parking space and ensure an extended life far existing runway and taxiway surface areas. On October 1, 2002, the City Counci! approved the design and engineering phase of the Planned Airfield Upgrade Project (M&C G-13753). On March 23, 2004, the City Council approved phase one construction. Phase one construction included the installation of medium intensity taxiway fights and a 75,OOD square foot terminal ramp extension. Phase one is currently in progress with an expected completion date of March 20D5. TxDOT informed staff that resources are now available to fund phase two,. which includes a $2,70D,000 runwayltaxiway overlay. The Texas Department of Transportation receives federal funding assistance under the State Biotic Grant Program to allocate, as grant assistance, to state airports. Grant assistance will be 90% of the eligible project casts. The maximum obligation of TxDOT payable under this phase of the project will be $2,430,DD0. The obligation of the City is 1D°l° of the total eligible project cost, or $270,000. The project is located in Council District 8.
