Authorize execution of an Agreement with Motorola Inc., Using Houston-Galveston Area Contract No. RA 01-08 for Equipment and Professional Services to install Public Safety Radio System Infrastructure for the Information Technology Solutions Department at a cost not to exceed $1,700,000.00; and 2. Adopt the attached supplemental appropriation ordinance increasing appropriations in the Information Systems Fund by $1 ,700,000.00 and decreasing unaudited , unreserved , undesignated fund balance by the same amount. DISCUSSION: This M&C is for the purchase of the required P25 digital interoperable radio infrastructure necessary to provide a minimum back-up capability for the current aging public safety system and the prerequisite equipment to support a new radio site in southwest Fort Worth needed due to annexations , and to provide the foundation for a new radio system. It includes a new "master switch" at our Eagle Mountain Lake Radio Site and transmitter/receiver equipment at the downtown Burnett Plaza Radio Site as well as the necessary equipment to allow communications between new technology used at new radio s ites and the existing radio system . City Radio Maintenance staff has worked to extend the life of the current system and it is now over 18 years old and beginning to experience increasing failures and service degradations . Since the beginning of 201 O, there have been 14 incidents that resulted in serious system-wide failures or performance degradations in the public safety system . Seven of those have occurred in the last 60 days . The system typically operates with 80 percent -90 percent capacity available but there have been instances of this capacity dropping to 50 percent available simply due to the age and fragility of the system . When this happens, system users experience "busy signals" preventing them from making calls . This has affected Police whose officers have had to use back up channels during major events like speedway races to ensure officers at the events have an operational radio system to rely on . Although the system has sufficient capacity for daily operations, significant events stress and in some cases overload it, reducing the system's capacity and preventing communications. Key components of the radio system have now reached their end of life expectancy and are no longer supported by the manufacturer. Additionally the current system is unable to support the ,;· 'M&C Review ! interope rability goals as set forth in the Texas Statewide Communications Interoperability Pl an . As the C ity annexes new areas , the radio system must be expanded to provide coverage in th ese areas . Plans c urre ntly are to start an additional site in southwest/Walsh Ranch area of the City within the next year to provide rad io c overage in this area . The infrastructure funded by this project is a pre requi s ite t o installing th is add iti onal radio site . This new site will also improve coverage in areas that have s ubstandard coverage . Staff is activ e ly putting together the replacement and funding plans for the current radio system . In May 2010 Coun cil approved M&C C -24221 authorizing staff to hire Buford Goff and Associates, Inc., (BGA) to develop a Master Plan for the Public Safety Radio System , develop the Radio System Technical Architectu re a nd to negotiate New Rad io System Costs . BGA notes that upgrades of this nature typically take 18-60 months from contract signing to final system acceptance . Staff has been pursuin g g rants to support this project and received one for $1 .145 million that has been used to upgrade hand held a n d mobile r ad ios to be c o mpatible with the new system. Additionally , staff is engaging with other rad io system owners in th e region and the North Central Texas Council of Governments to establish a "cou nty" wide interope rable radio system . The North Texas Interoperable Communications Coalition (NTICC) is bein g created to p rovide seamless interoperability between jurisdictions and eliminating redundancy a n d reducing costs as well a s providing communications interoperability with other region s throu g h o ut Texas and the nati on . R ecently NTICC provided the Mayors' Council an overview with regard to NTICC and an interoperab le radio system for the county and was invited back to the August meeting to provid e a presentati o n . NTICC has recently initiated discussions with the Tarrant 911 District for possible assistance . Additio nally NTICC has begun pursuing feder al funding . In the event staff decides that it is prudent f or t he City to purs ue fe deral funding as part of NTICC, the issue will be presented to the Le g isl ativ e and Intergovernmental Affairs Committee (LIAC) and if approved by the LIAC , then to City C o un c il fo r addition of t hi s is sue to t he "Support'' element of the 2010 Feder al Legislative Program . The IT Sourcing Initiative will have no impact on this project. The T exas lnterlocal Cooperation Act perm its joint participatio n by local governments, states , state agencies and non-profit corporations to use the Houston-Galveston Area Council (H-GAC) C ooperative Purchasing Prog ram . Purchases made by using H-GAC procedures satisfy oth e rwise applica ble competitiv e bidding requirements . ADMINISTRATIVE CHANGE ORDER -An administrative change order or increase may b e m ade by the C ity Manage r fo r a n amount up to $50,000.00 and does not require specific City Council app roval as long as sufficient funds have been appropriated. M/WBE -A waiver of the g oal for M/WBE subcontracting requirements was requested b y the IT Solutions Depar tm e nt and approved by the M/WBE Office because the purchase of goods or services is from so u rces where subcontracting or supplier opportunities are negligible.
