WHEREAS, the City of Fort Worth (City) and Jacobs Engineering Group , Inc.,
(Engineer) made and entered into City Secretary Contract No . 40850, (the Contract) which
was authorized by the City Council by M&C C-24294 on the 6th day of June 201 O; and
WHEREAS, the Contract involves engineering services for the following project:
Eastern Hills Drainage Improvements, Project No . 01363
WHEREAS, it has become necessary to execute Amendment No . 1 to said
Contract to include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the Contract:
Article I
Article I of the Contract is amended to include the additional engineering
services specified in M&C C-25346,adopted by the City Council on the 13th day of
December 2011 and further amplified in a proposal letter dated August 24 , 2011 , copies of
which are attached hereto and incorporated herein . The cost to City for the additional
design services to be performed by Engineer total $158 ,030 .00 .
Article II
Article II of the Contract is amended to provide for an increase in the maximum fee
to be paid to Engineer for all work and services performed under the Contract , as
amended , so that the total fee paid by the City for all work and services shall not exceed
the sum of $651 ,667.00 .

Scope of Work
SECTION I -PROJECT DEFINITION
The objective of the original scope is to design new facilities for the Eastern Hills
Watershed. Services also include bidding and construction services, and permitting and
ROW/easement assistance. The project is separated in to three phases, with the Phase 1
being on a fast track because of the availability of funding. Phases 2 and 3 were to be
on a normal design track.
In the process of performing the Phase 1 work, several additional scope items have
been identified which are addressed in this amendment. These items are summarized i n

SECTION II -BASIC SCOPE OF SERVICES
Item 1 -InfoWorks Modeling
Background

The proposed solutions report for the Eastern Hills Watershed Planning Study was
developed in 2007 and the existing conditions and proposed improvements were
originally modeled using EPA-SWMM5. The proposed improvements generally consist
of the new FWISD multi-use detention basin , replacement of existing pipes with larger
ones , addition of new pipes and systems to the existing network, and spillway
improvements to the neighborhood pond. At the end of the study, the City of Fort Worth
made a decision to move away from using EPA-SWMM5 for complex drainage studies
and chose the Info Works program to replace it. Near the end of the study , the City
requested that Jacobs (then Carter & Burgess) transition the SWMM5 model to the
l nfoWorks format , and that work was done in 2008. With the budget available at that
time only the existing conditions model was converted , in a limited way , with an
understanding that the proposed conditions model would be converted later and that the
converted models would also need to be upgraded to a more robust model with a
greater level of detail , under a separate scope and budget.
These proposed improvements will be refined during the design phase , which is
currently underway, and it is the City's desire that those improvements be incorporated
into the model for the Eastern Hills watershed for necessary refinements and upgrades
t o the ongoing design effort.
Dur ing the study phase modeling effort , certain simplifying assumptions were made (by
all C ity watershed study consultants) in order to reduce the effort required to model
inlets , since the focus of the study was to analyze the capacity of the pipes. Instead of
modeling inlets individually , they were "lumped " or grouped ; for example , an intersection
with two 10-foot inlets was modeled using one node coded as a 20-foot inlet , and the
individual drainage areas flowing to each inlet were also combined into one. Moreover,
SWMM5 did not have the capabil ity to model inlets directly using standard C ity of Fort
Worth inlet capacity criteria . To work around this , inlets (or inlet groups) had to be
simplified as either a weir or an or ifice. The initial conversion of the model was to
lnfoWorks CS , and when lnfoWorks SO became available the model was converted
again , to the initial release vers ion of SO that did not yet have the capab ili ty of directly
m odeling inlets. The i nlet groups , combined drainage areas , and inlet modeling
a pproach were left the same as they were in the SWMM5 model. A ddit ionally , t he ini ti a l
modeling of overland flows in SWMM5 cons isted of parall el links from "inlets " to
downstream nodes using cross-sectional data from the roads as the shape of the links .
When the model was initially converted to lnfoWorks these cross section nodes were
replaced with a terrain 'mesh ' for two-dimensional modeling , but this mesh was created
from the now-outdated 2001 LiDAR data and no breaklines were incorporated due to
budget constraints .
Proposed Work
The purpose of this item is to update the previously prepared existing conditions
lnfoWorks SD model to a more robust model with a much greater level of detail so that it
can be used to assist with the design of the proposed improvements described in the
scope of work for the Eastern Hills Storm System Improvements project. The inlet
groups will be separated into individual nodes , and watersheds will be divided to model
runoff to each inlet. Since lnfoWorks SD now has the ability to model inlets directly, this
functionality will be used for inlet capacity modeling , replacing the weir/orifice method .
The inlets at Meadowbrook and Putnam and the proposed FWISD Multi-Use Detention
Basin will also be added . The overland flow modeling approach will be adjusted in
lnfoWorks SD by incorporating breaklines developed from available data obtained during
the construction survey to better define the two-dimensional flow characteristics and
modeling .
Data Collection
1. Collect most recent contour data (2009) for the watershed .
2. Incorporate ground survey obtained during construction phase into a new terrain
mesh for overland flow modeling .
Update Existing Conditions Hydrology
1. Hydrology developed during the watershed study (SCS method) will be used as a
starting point for this modeling effort .
2. Update drainage area boundaries as required using new (2009) topo ,
construction survey , and site visits as necessary .
3. Divide subwatersheds as necessary to model individual inlet locations or other
proposed drainage features .
4 . Divide flows and/or subwatersheds between individual inlets at existing inlet
locations or other existing drainage features , as necessary .
Update Existing Conditions Hydraulics
1. Separate inlet groups (as currently configured in the model) into individual inlets .
2 . Modify any pipe elements as necessary to accommodate the changes to inlets or
for other modeling considerations .
3 . Add new pipe systems as necessary to reflect the proposed design conditions .
4. Incorporate the storm system improvements at Meadowbrook and Putnam .
5. Incorporate the proposed FWISD multi-use detention basin, inflow channel, and
sedimenUfilter basin .
6. Develop overland flow geometry for the multi-link network.
7. Map limits of inundation for the 10-year and 100-year events using the model
results and 2-D mesh .
8. Develop a boundary condition for the model using readily available data for
Woodhaven Creek (assumed to be a watershed study being performed for the
City by another consultant).
Create Proposed Conditions Hydrology
• Divide subwatersheds and modify hydrologic parameters as necessary to
incorporate new (proposed) inlet locations or other proposed drainage features.
Create Proposed Conditions Hydraulics
• Modify inlets in the existing conditions model to reflect the proposed design
conditions (i.e ., replace a 10-foot inlet with a 15-foot inlet).
• Add new inlets as necessary to reflect the proposed design conditions.
• Modify any pipe elements as necessary to reflect the proposed design
conditions .
• Add new pipe systems as necessary to reflect the proposed design conditions .
• Incorporate the proposed improvements to the spillway and discharge channel of
the existing neighborhood pond.
• Incorporate the proposed open channel that is to carry flows from the Shadow
Creek box culverts downstream to the receiving watercourse (Woodhaven
Creek). The confluence and/or receiving watercourse will not be modeled as a
part of this scope .
• Develop/modify overland flow geometry for the multi-link network .
• Map limits of inundation for the 10-year and 100-year events using the model
results and terrain mesh.
Report
Prepare a design report to describe the modeling effort , methodology, short description
of proposed improvements , and a summary discussion of the results . This design report
will include any assumptions that were made when developing the model , as well as
standard hydrologic and hydraulic results in tabular format. The report will also include a
hydrologic work map , inundation maps for the 10-year and 100-year events , and stage-
time graphs for critical nodes .
Deliverables
1 . Provide one Info Works SD model reflecting the proposed 100% design
configuration for the storm drain improvements .
2 . Provide a memo to describe the hydrologic and hydraulic analysis and summary
of the flood study . The memo will provide the effective peak discharges, water
surface elevations and summary of the proposed development conditions and
impacts .
Assumptions
1 . Hydrologic and hydraulic modeling will be performed only on existing and
proposed storm drain infrastructure within the Eastern Hills watershed as
discussed in the original scope . Should additional modeling be required on other
waterways or within other watersheds that will be accomplished as Add itional
Services , after approval by the City .
2 . Any additional work not specifically included in the above scope of services will
be accomplished as Additional Services , after approval by the City .
3 . Hydrology developed during the watershed planning study (SCS method) will be
used as a starting point for this modeling effort.
4 . This scope assumes that no street grades will change due to any proposed
improvements .
5. This scope does not include any submittal to FEMA such as a LOMR or CLOMR ,
or any fees associated with such a submittal.
Item 2 -Phase 2 Early Package
Provide accelerated design of Phase 3 improvements by moving Putnam and
Meadowbrook inlet design into a preliminary package for direct construction by city's on-
call contractor. This item represents an out of sequence production activity which
i mpacts the assumed economies of scale and resource scheduling anticipated for the
Phase 1 design production.
Item 3 -Phase 1 Bid Package Size
Provide a bid package for the Phase 1 improvements with a significantly larger sheet
count than contemplated in the original scope of work. After d iscussions w ith City staff,
it was agreed that the City would provide compensation for 20 additional sheets.

Item 4 -Open House Meeting Assistance
Provide mapping and a graphics board to support the city's open house meeting with
the community.

including landscaping features. Review and comment on the CUDE application .
Item 6 -Operations and Maintenance Manual
Develop an O&M manual for the detention basin to include the following components:
• Maintenance and operation of sedimentation and filtration features
• Maintenance of landscape items, primarily trees and grass
• Maintenance of underdrain system
• Operational considerations for filter features and detention basin during dry
weather and flooding conditions
• Definition of maintenance responsibilities between Fort Worth TPW staff and
FWISD maintenance.
Develop the manual for review by TPW staff and FWISD. Level of effort includes two
review drafts followed by production of a final manual. Attendance at one meeting with
FWISD staff is included.

RECOMMENDATION:
It is recommended that the City Council authorize execution of Amendment No. 1 in the amount of
$158,030 .00 to City Secretary Contract No . 40850 , an Engineering Agreement with Jacobs
Engineering Group , Inc ., for the Stormwater Utility Project-Eastern Hills Drainage Improvements
thereby , revising the total contract cost to $651 ,667 .00.
DISCUSSION:
This engineering design amendment will provide for the following services which are beyond the
scope of the original Agreement: additional hydraulic modeling for follow-on phases of work which
were defined as a part of the initial design effort ; an accelerated design package for the initial stages
of this construction project to meet construction execution commitments; and design of stormwater
quality enhancements and an associated operations and maintenance manual to meet new design
standards . The necessity for each of these additional services was unknown at the time the initial
design scope was developed .
Jacobs Engineering Group, Inc ., (Jacobs) was selected to design this project based on a Request for
Qualifications (RFQ) process . The City Council authorized the City Manager to execute an
Engineering Agreement with Jacobs on June 22, 2010, (M&C C-24294) in the amount of $493 ,637 .00
for the design of the Eastern Hills Drainage Improvements.
Jacobs proposes to perform the additional design services for a lump sum fee of $158 ,030.00. City
Staff considers the fee to be fair and reasonable for the scope of services proposed .
Funding for this project is being provided from revenue bonds in the Storm Water Capital Projects
Bond 2009 Fund .
A waiver of the goal for M/WBE subcontracting requirements was requested by the Transportation
and Public Works Department and approved by the M/WBE office because the purchase of goods is
from sources where subcontracting or supplier opportunities are negligible .
This project is located in COUNCIL DISTRICTS 4 and 5, Mapsco 79C .
