WHEREAS, the City of Fort Worth (City) and HDR Engineering,
(Engineer) made and entered into City Secretary Contract No.
41055, (the Contract) which was authorized by the City Council by
M&C C-24547 on the 19 day of October 2010; and
WHEREAS, the Contract involves engineering services for the
following project:
Fort Worth Traffic Adaptive Signal Project (EECBG Grant Activity #7,
Project No. N/A
WHEREAS, it has become necessary to execute Amendment No. 2
to said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting
through their duly authorized representatives,
following agreement which amends the Contract:

by the City Council on the 19 day of October 2010 and further
amplified in a proposal letter dated July, 28, 2011, copies of
which are attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by
Engineer total $75,000.
2.
Article II of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work
and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not

Dear Mr. Mathis,
Attached is the Additional Scope of Services for the Fort Worth Adaptive Signal Project
(EECBG Grant Activity #7). These additional services include the evaluation , design and
installation of Carlson Wireless Radios provided by the City of Fort Worth.
Attached is a detailed scope of services that lists the work to be performed under these
add itional services. Compensation for these additional services will be $75,000. The total
fee for the original services and the additional services will be $350,970. The original
W/DBE goal was 40% and the W/DBE goal after this contract amendment remains the same
at 40%. The City M/WBE Goal is 10%

Additional Scope for Engineering Study and Design Related Services for
Adaptive Traffic Signal Control System
Wireless Design and Installation
The additional scope set forth herein defines the work to be performed by the ENGINEER in
completing the project. Both the CITY and ENGINEER have attempted to clearly define the
work to be performed and address the needs of the Project.
OBJECTIVE
The CITY has been awarded an Energy Efficiency and Conservation Block Grant (EECBG)
from the U.S. Department of Energy as part of the federal economic recovery plan
(American Recovery and Reinvestment Act of 2009 -ARRA). One of the activities included
in this grant is to deploy and to test adaptive traffic signal control hardware at twelve (12)
traffic signals along two arterials as follows :
• University Dr. from Colonial Parkway south through Benbrook Blvd . including these
signalized intersections:
o University Drive & Colonial Parkway
o University Drive & Park Hill Drive
o University Drive & Cantey Street
o University Drive & TCU pedestrian Crossing
o Un iversity Drive & Berry Street
o University Drive & Benbrook Blvd.
• Bryant Irvin Blvd. from SH 183 south through Overton Ridge Blvd. including these
signalized intersections:
o Bryant Irvin Rd . & SH 183 (diamond interchange)
o Bryant Irvin Rd . & Private Drive (Sams/Lowes)
o Bryant Irvin Rd . & SW Loop 820 WB frontage road
o Bryant Irvin Rd. & SW Loop 820 EB frontage road

TASK 1. PROJECT MANAGEMENT
ENGINEER will manage the work outlined in this scope to ensure efficient and effective use
of ENGINEER 's and CITY's time and resources. ENGINEER will manage change ,
communicate effectively , coordinate internally and externally as needed , and proactively
address issues with the CITY 's Project Manager and others as necessary to make progress
on the work .
1.1. Managing the Team
a. Lead , manage , and direct design team activities
b. Ensure quality control is practiced in performance of the work
c . Communicate internally among team members
d. Task and allocate team resources
1.2. Communications and Reporting
a . The ENGINEER will attend a kickoff and chartering meeting with CITY staff to
confirm and clarify scope, understand CITY objectives , and ensure econom ical and
functional designs that meet CITY requirements .
b. Conduct and document project meetings with CITY Project Manager as needed .
c . Prepare invoices and submit monthly in the format requested by the CITY . This
Format will be developed according to CITY , ARRA and EECBG requirements .
d . Prepare and submit monthly progress reports in the format provided by the
respective CITY Department and developed accord ing to CITY, ARRA and EECBG
requirements .
e. Vehicle Identification : When conducting site visits to the project location, the
ENGINEER or any of its sub-consultants shall carry readily visible information
identifying the name of the company and the company representative .
DELIVERABLES
• Monthly invoices
• Monthly progress reports in format appropriate for CITY ARRA office (ARRA
Spreadsheets)
TASK 2. SYSTEM DESIGN
In this task , the ENGINEER will design the network configuration , assign IP numbers,
coordinate with CITY departments (limited) and develop a standard mounting detail for the
radios.
For this system, the goal will be to rapidly deploy a wireless Ethernet system using Carlson
Wireless Ethernet radios. A linear network will be designed along each of the two corridors
and will have a connection to the t nternet.

1. Conduct a ground level field observation for each intersection noting the best
apparent line of sight between accessible signal poles at each intersection
2. This configuration will be documented showing the approximate location of each
radio with its signal path between radio_s
3 . An IP addressing scheme will be developed by the CITY with the assistance from the
ENGINEER. This addressing scheme will be shown on the drawing provided to the
CITY.
4. This drawing will be provided to the CITY for review and comment.
5 . Comments will be received from the CITY and incorporated into the design as
appropriate.
6. One day of field work by senior staff is assumed.
DELIVERABLES
• Drawing for each corridor noting the locations of the radios , their orientation and their
addressing scheme.
TASK3. RADIO INSTALLAT~ON
In this Task, the radios that have been purchased by the CITY will be installed and
configured according to the plans developed in Task 2.
The ENGINEER will install the wireless Ethernet radios supplied by the CITY using
hardware supplied by the city according to the design developed in Task 2.
1. Furnish and Install Outdoor Ethernet Cat5E cable in existing conduit.
2. Install Carlson Ethernet radios. A total of 22 radios will be installed at signalized
intersections .
3. Install up to two Carlson Ethernet radios in intermediate locations for connectivity
_along University Drive between Colonial Drive and Park Hill Drive .
4 . Provide traffic control in field during radio installation for ENGINEER.
ASSUMPTIONS
• All radios , power insertion hardware , and attachment hardware will be provided by
the.CITY.
• Outdoor Ethernet wiring will be _provided by the ENGINEER

Coordinating closely with the CITY, the Carlson Ethernet Radios will be configured by the
ENGINEER.
1. Obtain twenty Carlson Ethernet Radios from the City of Fort Worth equipment
warehouse.
2 . Preconfigure Each Carlson Ethernet radio for field installation including assigned IP
address.
3. Align Carlson Ethernet radio during field installation.
4 . Provide post installation configuration to enable connectivity between intersections
via the Carlson Ethernet radios .
5. Provide assistance to the CITY for installation of a wireless 3G or 4G type
connection to the Internet for each of the two systems.
ASSUMPTIONS
• CITY will provide 22 Carlson Radios for configuration .
• CITY will provide IP addresses for each Carlson Wireless Unit.
• CITY will provide two 3G or 4G access points with service plan.
DELIVERABLES
• 5 wireless links along Bryant Irvin Road using Carlson Ethernet radios .
• 4 wireless links along University Drive using Carlson Ethernet radios .
• Depending on the design in Task 1, between one and three links along University
Drive between Park Hill Drive and Colonial Drive .
• Two 3G or 4G access points -one on University Drive and one on Bryant Irvin Drive.

RECOMMENDATION:
It is recommended that the City Council authorize execution of Amendment No. 2 in the amount of
$67,340.00 to City Secretary Contract No. 41055, with HDR Engineering, Inc., for additional Engineering
Services for the deployment of traffic signal control equipment along Bryant Irvin Road and University
Drive .
DISCUSSION:
On October 19, 2010, (M&C C−24547) City Council authorized execution of an Engineering
Agreement with HDR Engineering, Inc. (HDR), for engineering analysis and deployment of adaptive traffic
signal control hardware at six traffic signal locations on Bryant Irvin Road and six locations on University
Drive in the amount of $283,630.00.
It has become necessary to amend the contract for additional engineering services to deploy and integrate
wireless communication radios between each traffic signal along both roadways.
This demonstration project is being funded by an American Recovery and Reinvestment Act grant to
determine the viability and reliability of this advanced traffic control hardware that is designed to assist with
retiming traffic signals based on real−time traffic conditions. These two arterial sections were selected
by Staff as providing a good test of this new and emerging technology because Bryant Irvin offers an arterial
with super saturated traffic demand, while the section of University Drive offers varying traffic demands
from special events.
HDR will manage the installation of the specialized signal control hardware and prepare before and after
condition studies to document the success or failure of this advanced traffic signal control hardware.
HDR agrees to maintain its initial M/WBE commitment of 40 percent that it made on the original Agreement
and extend and maintain that same M/WBE commitment of 40 percent to all prior amendments up to and
inclusive of this Amendment No. 2. Therefore HDR remains in compliance with the City' s M/WBE
Ordinance and attests to its commitment by its signature on the Acceptance of Previous M/WBE
Commitment form executed by an authorized representative of its company.
