AN ORDINANCE AMENDING CHAPTER 22 "MOTOR VEHICLES AND
TRAFFIC," ARTICLE VI "STOPPING, STANDING AND PARKING," OF
THE CODE OF THE CITY OF FORT WORTH, TEXAS (1986), AS
AMENDED, BY AMENDING SECTION 22-194 "HOW PARKING METER
AND SPACE TO BE USED," TO ALLOW PARKING OF MULTIPLE
MOTORCYCLES IN A SINGLE MARKED PARKING SPACE AT
CERTAIN PARKING METER LOCATIONS; SECTION 22-197
"MANNER OF PARKING," TO SPECIFY HOW MOTORCYCLES MAY
PARK; AND SECTION 22-198 "MARKING OF SPACES; PARKING
WITHIN," TO PROVIDE FOR SIGN PLACEMENT; PROVIDING THAT
THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING FOR A
SEVERABILITY CLAUSE; PROVIDING FOR A SAVINGS CLAUSE;
PROVIDING A PENALTY CLAUSE; PROVIDING FOR PUBLICATION IN
THE OFFICIAL NEWSPAPER OF THE CITY; AND PROVIDING AN
EFFECTIVE,DAI I E.
WHEREAS,the City Council of the City of Fort Worth ("City Council") seeks to protect
the public safety, preserve the quality of life, and prevent nuisances in the City., and
WHEREAS, the City Council recognizes the City has experienced significant growth,

resulting in new parking demands for visitors engaged in business and leisure activities.ties in the
City's downtown areas-, and
WHEREAS, pursuant to Texas Local Government Code Chapter 51, the City Council
has the general authority to adopt and publish an ordinance or police regulation that is for the
good government, peace or order of the municipality and is necessary or proper for the carrying
out of a power granted by law to the municipality; and
WHEREAS, it is advisable to amend Chapter 22 of the Fort Worth Code of Ordinances
to address the City's changing parking needs, and
WHEREAS,the City Council finds this Ordinance to be reasonable and necessary.
NOW,THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH,TEXAS'l-HAT:

SECTION 1.
Chapter 22 "Motor Vehicles and Traffic," Article VI "Stopping, Standing, and Parking,"
Sections 22-194, 22-197, and 22-198 of the Code of the City of Fort Worth are hereby amended
to read as follows:
See. 22-194. -How parking meter and space to he used.
(a) No person shall park a vehicle in any parking space upon a street alongside of and
next to which a parking meter has been installed during the regulated time applicable, unless a
coin or coins of United States currency of the appropriate denomination shall have been
deposited therein, or shall have been previously deposited therein for an unexpired interval of
time,and such meter has been placed in operation.
(b) Multiple motorcycles shall be permitted to park in a single demarcated space
regulated by meter. Multiple motorcycles shall be allowed to park in one space as long as the
space is paid and the meter is in operation. The motorcycles must be parked within the lines
,marked on the street far the applicable parking space.
(c) If more than one motorcycle occupies the space, it is not relevant which
motorcycle operator paid the meter as long as the meter is paid while any of the vehicles are in
the space. When time expires on the meter, all motorcycles in the space are subject to a citation.
Sec.22-197.-Manner of parking.
(a) Any vehicle parked in any parking space in any parking meter zone shall be
parked with the hood of such vehicle alongside of or next to the parking meter alongside of such
parking space in parallel parking spaces; and with the front of the vehicle at the meter in
diagonal parking spaces', and in either event, shall be parked within the lines marked on the street
for such parking space, as provided in this division,
(b) Motorcycles shall be the sole exception to the manner of parallel parkin
described in subsection (a), In addition to parallel and diagonal parking, motorcycles may also
be parked perpendicular to the curb. In the case of perpendicular parking, the motorcycles must
be parked Within the lines marked on the street for the applicable_parallel parkinspace. In cases
where there are no marked spaces on the street parallel to the curb, the motorcycle cannot extend
beyond 8 feet from the curb when parked perpendicular to the curb.

SECTION 2.
This ordinance shall be cumulative of all provisions of ordinances of the Code of the City of
Fort Worth, Texas, /I98h>. oa amended, except where the provisions of this ordinance are iodirect
conflict with the provisions of such ordinances and such Code, in which event conflicting provisions
o{such ordinances and such Code are hereby repealed.
SECTION 3.

sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section ofthis ordinance sbu\\ hc declared unconstitutional by the valid judgment or

would have been enacted by the City Council without the incorporation in this ordinance otany

SECTION 4.
All rights and rcroodicn of the City of Fort Worth, Icxns` are expressly saved as t0 any
and all violations of the provisions of the Code of Fort Worth which have accrued at the time of
the effective due of this ordiouooc` and, as to such accrued violations and all pending Udgodnu,
both civil and criminal, whether pending in court ornot, under such ordinances, Suo)c shall not
be affected by this ordinance but may be prosecuted until final disposition by the courts.
SECTION 5.
The violation of the provisions of this article related to the parking and mLVpyiug of
vehicles abu|i be civil offenses subject tocivil penalties and fines pursuant 1othe procedures for
administrative adjudication as set forth in Chapter lU of this Code. Accordingly, any person,

firm, or corporation who violates any provision nfthim Code related to the parking, stopping or
standing of vehicles shall be fined in an amount not exceeding two hundred dollars ($200.00) for
each offense. Each day that u violation exists shall constitute o separate offense.
SECTION 6'
The City Secretary of the City of Fort Worth, Texas is hereby directed to publish the
caption, penalty clause and effective date of this nn]jouoce for two (2) days in the ufficiu]
newspaper ufthe City of Fort VV0oib, Texas, as authorized by Texas l.ucu] (Joveroz-nco1Codc`
Section 52.013.
SECTION 7.
Chapter 22 o[the Code oF the City of Fort Worth, as amended, shall remain in fall force
and effect, save and except as amended by this ordinance.
SECTION 8.
This ordinance shall take effect upon adoption and publication as required by law, and it
is accordingly 000rdained.

RECOMMENDATION:
It is recommended that the City Council adopt the attached ordinance amending Chapter 22, Motor
Vehicles and Traffic, Article VI, Stopping, Standing, and Parking, of the Code of the City of Fort Worth, as
amended, amending sections 22-194 How Parking Meter and Space to be Used, to allow parking of
multiple motorcycles in a single marked parking space at certain parking meter locations, 22-197 "Manner
of Parking," to specify how motorcycles may park, and 22-198 marking of spaces, parking within, to
provide for sign placement.
DISCUSSION:
The City of Fort Worth (City) generally does not distinguish between passenger cars and
motorcycles as it relates to parking regulations within the City. As such, motorcycles are able to
be parked in any parking space that is allowed for passenger cars. This includes paid parking
spaces, such as meters. Where motorcycles differ from passenger cars is in the ability to park
more than one motorcycle within the marked boundaries of a single parking space. This ability
has presented the City with an opportunity to allow multiple motorcycles to park in a single
space, and increase the parking capacity in areas of the City served by parking meters.
The purpose of this Mayor and Council Communication is to seek Council approval on the
proposed amendments to the current parking regulations found in Chapter 22 of the Code of the
City of Fort Worth (City Code). The following are the proposed changes to Chapter 22, "Motor
Vehicles and Traffic":
1. Article VI "Stopping, Standing, and Parking," Section 22-194 "How parking meter and space
to be used." Currently, the City Code does not directly address the parking and payment of
multiple motorcycles in a single demarcated space. Section 22-194 would be amended to
specifically allow this type of parking. In short the amendment would provide that if a parking
meter controls the space, the meter must be paid as long as there is a vehicle occupying the
space. If more than one motorcycle occupies the single marked space, it does not matter which
motorcycle operator paid the meter as long as the meter is paid while any of the vehicles are in
the space. When the time expires, all motorcycles in the space would be subject to a citation.

2. Article VI "Stopping, Standing, and Parking," Section 22-197 "Manner of parking." Currently,
the City requires all vehicles parking at meters to either park parallel to the meter, if the space is
parallel to a meter; or straight-in if the meter regulates a diagonal parking space. At this time the
City Code does not allow vehicles to park perpendicular to the curb at metered spaces or "pay
and display" meters. Section 22-197 would be amended to allow a sole exception for
motorcycles. In spaces designed for parallel parking, motorcycles would be allowed to park
perpendicular to the curb, but must be parked within the lines on the street for the applicable
parking space. In cases where there are no spaces marked parallel to the curb, the motorcycle
may be parked perpendicular to the curb, but cannot extend beyond 8 feet from it.
3. Article VI "Stopping, Standing, and Parking," Section 22-198 "Marking of spaces; parking
within." Currently, the City Code provides for lines and markings to designate spaces where
paid parking is permitted at meters. Section 22-198 would be amended to allow for signs to be
posted indicating the areas where motorist are permitted to park at pay and display
meters. Because there are no spaces indicated by marks or lines at pay and display meters,
the signs would provide notice of where paid parking is permitted at those types of meters.
