The Contractor shall modify the gas detection system in Bar Screen Building No . 3 . The contract documents specified gas detection
equipment and the location for the power and communication connections . The locations for power and communication connections and the
equipment for the gas detection require modification due to differing site conditions . The Contractor provided a cost of$ 41 ,355.81 for this
work and requested 42 additional calendar days.

This office has re viewed yo ur correspondence dated February I 5, 2013 regarding the proposed
contract modification (PCM-008) to modify the gas detection sys tem in Bar Screen Building No. ,
.) .
The Water Department agrees with your recommendation that the contractor 's cost of
$4 1.355.8 I should be accepted, as the cost is fair and reasonable. The Contractor has requested
42 days additional calendar days to complete this work. This office will recommend to the City
Council (and/or the City Manager's Office) the approval and acceptance of this cost in the form
of a change order.

Transmitted herewith please find a copy of ARK's proposed contract modification (PCM) 008 to
modify the gas detector system at Bar Screen Building 3. ARK has requested 42 calendar days be
added to the Contract Time for delivery and installation of the new equ ipment.
COM Smith and has reviewed this price proposal and is of the opinion that it is a fair and
e quitable price. COM Smith recommends the City accept this PCM and issue a Change Order
in the amoun t of S41,355.81 with 42 additional calendar days to the Contract Time. Please advise
if the Water Department desires this PCM be incorporated in a Change Order.

Bar Screen Building 3 and changes to H2S and methane detector models and the alarm
system. Provide local alarm for detectors as shown in attached drawings instead of routing to
RTU cabinet for SCADA alarm as noted on sheet H-2 . See attached specification for H2S and
methane detectors to be prov ided instead of what's noted on drawing H-2.

A. Instr�m�ents for hazardous locations shall have Factory Mutual (FM), Canadian
Standards Association (CSA), and CENELEC approvals and certitications as specitied
herein and as indicated on the Drawings or in the li�stnilnent Device Schedule. �I'lle
instrument specitications in Part 2 state the Class, Division, and gas groups for
FM/CSA approval, iollowed in parenthesis by the CENELEC certitication; ho�vever,
instruments provided are only required to have the approval%certitication stated above.
-['he instrume�lt shall have a stainless steel tag identitying the r�levant approvat or
certitication.
i.l 1 viANUFACTURER START-UP AND TRAINING SERVICES
A. [f indicated in the instrumentation paragraphs below, the instrument manufacturer or
manufacturer's certitied service representative shall provide start-up and training
services. This work shall not be done by the PCSS or AESS contractor.
E3. The start-up services sl�all be to calibrate, oversee the installations of the sensor, and
start-up the sensor/transmitter in order to provide reliable measurement at the
instrument and to the control system. The vendor shall work with the PCSS and AESS
to verify the transmitter sends correct information to the remote system (i.e., that the
scaling and units are the same at the instrument and on the remote operator interface).
Vendor to submit an instrument calibration report in order to document the calibration
procedure of the instruments.
C. While starting up the analyzers, the manufacturer shall provide training to the Owner's
instrumentation technicians. The training shall be in ho�v to calibrate, install,
troubieshoot, read the diagnostics, and maintain the analyzer and transmitter.
D. [n addition to the above services, provide a written proposal for a maintenance contract
esecuted by the manufacturer tior on-site preventive maintenance services related to the
Instrumentation that requires manu�acturer services below. The cost of this maintenance
contract shall not be included in the Contract Price.

with splash guards supplied by the manufacturer. to protect the sensor from
accidental wetting.

B. Indicating Transmitter/Controller
I. Type:
a. Electronic, microprocessor based single channel transmitter compatible with
sensor provided.
2. Function/Performance:
a. Accuracy: plus or minus 3 percent up to 50 percent LEL, plus or minus 5
percent for greater than 50 percent LEL.
b. Range: 0 to I 00 percent LEL.
c. Environmental Conditions: -20 to 60 degrees C ; IO to 95 percent relative
humidity.
d. Output: One 4-20 mA output proportional to calibrated range . Two
programmable relay contacts for warning, alarm, and /or fault.
e . Display: Digital display indicating the gas level, alarm or fault messages, and
diagnostic information.

a. Explosion proof enclosure approved for Class I, Division 1, Groups B, C, and

2.02 HYDROGEN SULFIDE DETECTOR
A. Sensor:
I. Ty pe:
a. Integral hydrogen sulfide gas sensors shall be the continuous diffusion type,
which change resistance when exposed to hydrogen sulfide.
2. Functional/performance:
a . Continuously measure, indicate, and transmit ppm concentration of hydrogen
s ulfide in air. The speed of response to a step change in gas concentration
s hall be less than IO seconds to 90 percent of final reading.
3. Physical:
a. The sensor shall be compact and of rugged construction to minimize
accidental damage of materials and to resist corrosive atmospheres and
poisoning of the sensor.
b . It s hall have positive flame arresting protection and be s uitable for installation
in atmospheres falling under NEC Class I, Division I, Group D classifications.
c. The sensor s hall be integral with the transmitter and be of explosion proof
construction.
d. The sens or s hall be mounted to prevent moisture acc umulation.
e. The sensor s hall be mounted approximately I ft a bove the floor.
4. Expendables:
a. The sens or s hall have a useful life of2 years under normal operating
conditions.

b. Calibrator, fittings, hoses , and other devices require for calibration of
detectors.
c. In lieu of the above, if the vendor offers a "Sensor Exchange" program as a
standard offering, a year of this Sensor Exchange program is acceptable. This
program shall deliver a freshly calibrated sensor at manufacturer
recommended calibration intervals for replacement of the existing sensor. All
information shall be uploaded to the transmitter for the new sensor with no
further maintenance required for the new sensor to function properly .

Technical Description
GASMAX II Powered Gas Monitor for combustible, toxic /
oxygen applications.
Two independent channels allow simultaneous measurement of
LEL and toxic gas.
The highly visible LCD display shows calibrated engineering
values, bar-graph data, 30-minute trend and setup information.
Front panel flashing LEDs continuously indicate alarm
conditions. Real-time clock time-stamps alarms and calibration
events.
Standard output is 4-20mA; options include form C relays,
isolated 4-20mA and MODBUS.
Magnetic interface eliminates potentiometers and enables all
adjustments to be made without opening the case.
CSA certified for hazardous environments (see manual).
NOTE: lfshippedwith electrochemical sensors, power must be
applied to sensors within 60 days or sensor life may be affected.
