Contractor shall be responsible for ensuring that contaminated solid or aqueous-phase sludge does not contaminate work areas during operation of belt press equipment. Contractor shall also be responsible for decontaminating/disposing of belt press and associated equipment at the conclusion of the project. All liquids generated by belt press operations shall be processed through Liquids Treatment Processing Facility per Specification 02218. Processed sludge must meet requirements for classification as a TSCA-regulated nonhazardous waste . If belt press process results in sludge that has difficulty meeting nonhazardous waste classification requ irements, Contractor shall revert to original sludge handling and processing methods described in Specification Section 02218 at no additional cost to City. This change order reduces the overall contract value by $762.00 to $5,254,278.00. The purpose of this change order is to implement the use of belt press equipment into the sludge handling process in order to significantly reduce the quantity of fly ash required to stabilize sludge and the total volume of stabilized sludge that will require · transportation and disposal. Use of this method could potentially result in significant cost savings for the project that would be realized if the revised contract quantities are below budget at the end of the project. I have included the potential savings for a 25%, 30% and 35% reduct ion of solids . We have based our cost ideas on achieving the 30% reduction in solid sludge . We do not see the need to introduce additional water to process the solids . We believe that this process can be achieved with the water currently available inside the digesters. > > In addition, I have included a separate tab for the minority participation, and estimate that we will still achieve the contract goals with the reduction of solid sludge processed. > > As we also discussed, we have estimated the overall cost to the City of Fort Worth to be $919,363 to utilize the belt press method. This includes rental , operation, clean up and replacement parts for this equipment. However, while this cost is significant, the attached matrix projects an overall substantial savings for the City of Fort Worth on the Riverside project beyond the belt press cost. I also believe that our estimation of fly ash could be conservative, and that additional savings could be recognized on this unit price item, beyond the attached spreadsheet. > > Our hope is to receive a swift decision from the City and Freese and Nichols, in order for us to begin the sludge processing on digesters 6, 7 & 8 immediately.
