The Better Buildings Challenge is a Presidential leadership initiative which calls on chief executive
officers, university presidents, and state and local lead'els'ro cFeate American jobs through building
energy efficiency. Community Partners advocate for energy efficiency, develop innovative partnerships and
approaches, and share successful models for others to follow.
Community Partner Agrees to:
✓ Commit
■ Assign a senior leader to fulfill Better Buildings
Challenge commitments within 1 month
■ Work with local businesses and universities and
encourage them to assess opportunities to promote
measurable energy efficiency savings and publicly pledge
a commitment to action for the next 2-5 years
■ Publicly announce one or more innovative energy
efficiency initiatives to execute in a transparent
manner within 6 months
✓ Take Action
■ Publicly announce a showcase initiative within
3 months and begin significant work within 9 months
■ Implement a program to fulfill commitments with a
corresponding schedule within 9 months and provide
quarterly milestone updates
✓ Report Results
■ Share information on the energy efficiency
partnerships and implementation models used to
achieve the energy -savings pledge
The Department of Energy (DOE) Agrees to:

AUTHORIZING THE CITY MANAGER TO ENTER INTO A
COMMUNITY PARTNERSHIP AGREEMENT WITH THE U.S. DEPARTMENT OF
ENERGY FOR THEIR BETTER BUILDINGS CHALLENGE
WHEREAS, the City of Fort Worth has adopted a Sustainability Action Plan as
recommended by its Sustainability Task Force; and
WHEREAS, pursuant to that plan, the City's Energy Conservation Program is
completing over $58 million in improvements to municipal facilities, which will result in
annual cost avoidance of over $5.9 million and the removal of over 40,000 tons of
greenhouse gases from the atmosphere; and
WHEREAS, 62 public, private, and non-profit organizations are currently
working together nationally on the President's Better Buildings Initiative to make
buildings more energy efficient and better places in which to live and work; and
WHEREAS, the City of Fort Worth now has the opportunity to join the cities of
Atlanta, Denver, Houston, Los Angeles, Sacramento, Seattle, and Washington, D.C., as
Community Partners in the U.S. Department of Energy's Better Buildings Challenge; and
WHEREAS, under the attached Community Partnership Agreement, the City of
Fort Worth would commit to assigning leadership, pledging a goal to improve facility
energy intensity by at least 20 percent by 2020, and working with local organizations to
develop an organization -wide plan to achieve the goal;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, THAT:
1. The City Council authorizes the City Manager to enter into the attached
Community Partnership Agreement with the U.S. Department of Energy for
their Better Buildings Challenge; and

2. The City Council encourages local businesses, universities, and other
organizations to join the City in making Fort Worth municipal, commercial,
and industrial buildings 20 percent more energy -efficient by the year 2020.

Subject: Fort Worth Better Buildings Challenge by Community Partnership Agreement with DOE
For your consideration, this memo outlines a structure for the subject initiative that was approved by
Resolution No.4089-05-2012 on May 15, 2012. This structure was developed through my discussion with
City staff from the Departments of Transportation & Public Works (T/PW) and Planning & Development
(P&D.) Our participation in this U.S. Department of Energy (DOE) initiative, available at no cost to the
City, will allow the City to further pursue the Council's Strategic Goal of Improved Air Quality.
This City Management initiative, tentatively known as the Fort Worth Better Buildings Challenge (FW-
BBC), is planned for administration by T/PW, in on -going coordination with the City Manager's Office,
P&D, and our Department of Housing & Economic Development (HED). In establishing the below -
structure, our City approach would be to expand on the DOE's set structure of BBC Partners & Allies; a
participant agreement is in consideration by City staff for our local FW-BBC participants:
Sponsoring Partners (5): City of Fort Worth, Texas Christian University (TCU) and the Fort Worth
Museum of Science & History (FWMSH; both current City partners in our Sustainable Energy Fort Worth
roundtable), Dallas/Fort Worth International Airport (DFW; host of our June SEFW event and possible host
of our FW-BBC Showcase Project), and Sundance Square Management;
Government Participants (5): Tarrant County, Tarrant County College (TCC), FW Independent School
District, Naval Air Station Joint Reserve Base FW, U.S. General Services Administration (GSA);
Business Participants (TBD though Supporting Ally participation, 5+): e.g. Texas Health Resources,
Lockheed -Martin Aeronautics, Alcon Laboratories, MillerCoors, LLC, BNSF Railway Company; and
Supporting Allies (5): Downtown FW, Inc., FW South, Inc., Greater FW Real Estate Council, Building
Owners & Managers Association FW (BOMA-FW), Oncor Electric Delivery, Atmos Energy.
In June, the plan is to 1) discuss the above plan with City staff, 2) follow the terms of our DOE Community
Partnership Agreement (CPA), and 3) contact appropriate representatives within the above organizations,
encouraging them to join in our collective effort to make this initiative a success. At months -end, I plan to
represent our City at DOE's Better Buildings Summit for State & I.ocal Communities in Denver, Colorado.
