HomeMy WebLinkAboutOrdinance 16316-03-2005Ordinance No. ~~1~ ~~ ~~~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATION5 IN THE SPECIAL TRUST FUND 1N THE AMOUNT OF $1p,000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A TRANSFER TO THE PARK IMPROVEMENTS FUND, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004- 2005 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $10,000 from available funds for the purpose of funding a transfer to the Park Improvements fund. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason lay a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 1fi0fi1 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. The City Manager to enter into an Interlocal Agreement wifih the Tarrant Regional Water District, not to exceed $30,QOfl.Ofl, for the construction of the Trinity Park t-Doped Trail ; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $10,000.00 in the Special Trust Fund; 3. Approve the transfer of $10,000.00 from the Special Trust Fund to Park Improvements Fund; and 4. Adopt the attached apprapriatian ordinance increasing by $10,000.00 estimated receipts in the Parks Improvements Fund. ®ISCUSSION. The Tarrant Regional Water District (TRWD} in cooperation with Streams and Valleys, Inc. and the Parks and Community Services Department (PACSD) is proposing the construction of a looped trail through Trinity Park (see attached). The proposed three (3} mile crushed limestone trail bisects the existing Mayfest area to the east, parallels University Drive to the west, travels a short distance along the park read and has a northern portion that extends to the Duck Pond before looping back to connect to the Mayfest segment. It is anticipated to be very popular among casual users looking for a defined distance for recreational walking, running and biking, similar #o the looped trail in Memorial Park in Houston. Besides providing recreational uses, the trail will also provide an additional high trafi:~c route through the Mayfest area that is expected to appeal to vendors. Currently, the majority of vendors line the park drive causing congestion during the event. This portion of the looped trail will provide additional opportunities for vendor set up and could result in an increase in vendor participation leading to greater revenue far the event. The new trail can also serve as a bypass during the annual Mayfest event allowing regular users of the trail to navigate around the Mayfest area. Currently, the trail is closed during the Mayfest event including set-up and take down. Having to close this portion of the trail for this month long period has not been popular with the regular users of the trail. PACSD has committed $3fl,00fl ($20,000 from the 2004 Capital Improvement Program for the Trinity River Vision and $10,000 from the PACSD proceeds from Mayfest) #o partially fund the construction of the looped trail. Construction consists of leveling and grading the chat and installation of several bridges along the portion of trail adjacent to University Drive. Streams and Valleys, Inc. has committed $75,000 to the project and the TRWD will be providing in-kind labor and materials from their general operating budget in the Loenatr~e: 84LOOP TRAIL Pacr~ 1 ~~'~ amount of $26,367. A public meeting was held on October 28, 2(104 at the Botanic Garden and was attended by several trail user groups. The consensus of the group was in support of the project. The Parks and Community Services Advisory Board, at their November 16, 2004 meeting, approved this project unanimously. Annual maintenance costs for the Loop Trail will be $1,500.00 This project is located in COUNCIL ©ISTRICT 9.
